Job Title / Procurement Manager – Infrastructure
Project / Contract / Hatfield

Reporting To (Job Title) / Head of Procurement
Main Purpose of Job / To provide an effective and professional role in:
- Leading and managing all project procurement and work winning procurement activities, providing specialist procurement expertise, devising and implementing the procurement strategy
- Outsourcing, tendering and negotiation of key contracts including Single Works Agreements for project works
- Supporting the Mobilisation of new projects with Project Managers
- Supplier Relationship Management of the supply chain
- Category management
- Procurement advice
Main Duties & Responsibilities
1 / Team management
- Communicate well with the team of procurement adminstrators
- Delegate workload effectively, and monitor its progress towards completion
2 / Outsource, tender and negotiation:
This typically consists of working with Operation teams, Project Managers and category buyers to:
- Prepare and analyse tenders for projects works and energy efficiency equipment &
systems taking into account the whole life cycle costs
- Develop tender analysis reports and presenting recommendations to senior
management
- Develop Key Commodity Management analysis to enable to carry out tenders
efficiently and develop expertise on the dedicated categories (by following the 7 key
steps of Category Management)
- Negotiate with suppliers/ contractors the terms and conditions, rates, liquidated
damages and retention money and service provided to meet quality standard of the
organisation
- Spot purchase
3 / Supplier Relationship Management
This typically consists of:
- Helping to ensure that supply chain honour their commitments to price, quality and service delivery
- Identifying and setting up the Supply Chain for various projects
- Encouraging on-going innovation and efficiency from the Supply Chain
- Meeting the Supply Chain regularly
- Encouraging feedback from Operations and Project Teams
- Understanding sustainability, energy savings and carbon emission regulations (general overview)
4 / Bid Support
Support bid & estimating teams with negotiated quotes, up to date procurement data, expertise and advice.
5 / Mobilisation
- Setting up and negotiating new contracts in a short period of time for a new Client / Bid won
- Negotiating savings from the bid prices
- Weekly reporting of the progress until LIVE date
- Regular meeting with the project managers
6 / Category Management:
This typically consists of:
- Understanding of user “wants and needs” and aligning these with the Company business strategy
- Managing categories on a business wide perspective
- Deep understanding of suppliers and supply markets (street lighting, energy and projects works)
- Creating and delivering category sourcing plans
- Effective cross functional and collaborative team working
- Rationalisation of the supplier base and development of a stronger purchasing leverage over key suppliers/contractors through the negotiation of agreements
7 / Procurement Advice:
This typically consists of:
- Providing Procurement advice to Operation and project teams
- Providing training on company procurement procedures
- Assisting the Operation & Project teams with Procurement concerns raised by the
Client
- Assisting the Ops /Project team with performance of the supply chain
8 / To communicate with other entities of the Group (in the UK and abroad)
9 / To comply with the Company’s Policies, Management Plans and Procedures
10 / To fulfil Health & Safety responsibilities by adherence to the requirements of the Company's Health & Safety Policy and Health & Safety Management Plans
11 / To support the Company's Quality Policy Statement and actively participate in the achievement of Company and personal Quality objectives
12 / To undertake such other duties appropriate to the level and character of work as may reasonably be required within the Department / Service. Significant permanent changes in duties will require agreed revisions to be made to this Job Description
