Post Incident Management Guide

This guide is intended to assist UK Meet Leaders in ensuring that all necessary actions have been taken following an incident or accident that requires hospital treatment for a meet attendee or has involved the local Mountain Rescue Organisation.

  1. Immediate Actions. The immediate actions will be taken on the spot by those involved, however to provide comprehensive guidance the following responses should be considered: Raise the alarm by whatever means at your disposal. Administer appropriate First Aid only once you are in a safe and secure position to do so. Mountain Rescue Team, Ambulance & Police will all mobilise once they are alerted.Once the casualty has been stabilised, minimise the effects of shock and hypothermia. Seek assistance if stretcher carry is likely, and where possible, ask someone to meet the ambulance. A friend or team member should accompany the injured party to hospital.
  1. Confirm Identity. If not personally involved at the accident site, ensure you are 100% confident of the identity of the club member(s) involved. This is where the Meet Application Form becomes invaluable, as all relevant details should be on the form. You will need name, rank and official (Regimental) number as a minimum for casualty reporting.
  1. The Joint Casualty and Compassionate Centre. The JCCC should be utilised in all instances where a fatality or Very Serious Injury occurs. The JCCC, based at RAF Innsworth is manned 24/7 and will co-ordinate the casualty and compassionate reporting and notification processes, and all information in the first instance, must be routed through it. JCCC staff will then instigate the appropriate procedures by contacting the relevant Service Notification Authorities. Call BT: 01452 519951
  1. The Army Incident Notification Cell (AINC). All incidents involving the hospitalisation of a soldier or civilian attending an AMA meet, or where Mountain Rescue Organisations or the Coastguard have been called out, must be reported to the AINC, even if the individual is discharged from hospital following treatment for minor injuries. The AINC should be informed in accordance with LFSO 3216 Annex H and 2011 DIN 06-028. Incidents should be reported in as much detail as possible using the electronic version of the MOD Form 510, which can be found at the following link: e-mailed to: .A hard copy of this form is at Enclosure 1. If internet access is unavailable then the AINC should be contacted on (+44)03067 70 3661 and details of the incident given verbally.
  1. Unit Notification. Again the casualty or climbing partners should notify the unit if able to do so. If not, a call to the Officer of the Day or duty personnel would be advisable to inform the unit of the occurrence as they will be contacted by the JCCC.
  1. Next of KinNotification. If the injury is minor, notification is best left to the casualty or their partner/friends they were climbing/walking with. In more serious circumstances involving major injury or fatality contact the Joint Casualty & Compassionate Centre (JCCC)[1]. See below for details. If the casualty is no longer a serving member the civilian authorities will take over the notification process.
  1. AMA Committee Notification. Once the immediate needs of the casualty have been tended to, inform one of the following AMA Executive Committee Members: Meets Coordinator, Vice Chairman (Mountaineering), Vice Chairman (Sport Climbing), General Secretary or Chairman. Advise the Committee member of all details and actions you have taken and he/she will take the responsibility for cascading the information to other Club Officials and advise you of any further action that should be taken.
  1. Broader Implications. In the event of a high profile incident, major injury or death, the initial Executive Committee member who has been contacted must ensure the following actions have been taken:
  1. The JCCC has been informed.
  2. The AINC has been informed.
  3. The Individual’s Unit has been informed.
  4. A NOTICAS[2] signal to the JCCC has been sent (Arrange with Unit).
