Team Flagstaff is seeking a Wastewater Treatment Manager to lead the two water reclamation plants within the Utilities Division, has technical experience in wastewater treatment, practices open, honest, and transparent communication, is able to understand regulations, mentor staff, and is a proven leader who knows how to invest in employees and is committed to the success of the team.

Performs highly professional and responsible management duties associated with the construction, maintenance, and operation of the city’s wastewater treatment facilities. This is a Section Head position performing highly professional duties associated with the day-to-day management, administration, and supervision of the City's wastewater treatment facilities including the Wildcat Hill Water Reclamation Plant and the Rio de Flag Water Reclamation Plant.

Under general supervision of the Utilities Operations Section Head, employees of this class are expected to exercise considerable independent judgement, initiative, and professional skills and knowledge in the day-to-day administration, management, and supervision of the City wastewater treatment facilities. Duties include project management of complex difficulty requiring a high degree of judgment, expertise and coordination. An important aspect of this position is the full accountability of all wastewater treatment activities to include pump installations, SCADA installations, sewer line and manhole construction, maintenance, and repairs, all wastewater treatment activities, including effluent and reclaimed water quality assurance, security, maintenance, and repairs to the Utilities Operations Section Head. This position may also entail working under adverse weather conditions and being called out on weekends and the middle of the night.

This position is FLSA exempt.

EXAMPLES OF THE WORK PERFORMED: (ILLUSTRATIVE ONLY)

  • Provides excellent customer service to both internal and external customers.
  • Responsible for the proper Operation/Maintenance and effluent quality of the Wastewater Treatment Plants, Telemetry (SCADA) and all related facilities.
  • Directs, supervises, and evaluates professional and technical staff of the wastewater treatment division in the development and preparation of plans and specifications of a variety of city projects.
  • Overall managerial control over personnel associated within the Wastewater Treatment Division including Plant Specialists, Multi-skilled Workers, Mechanical Maintenance Workers, Lab Chemists Heavy Equipment Operation, laborers and various temporary employees.
  • Makes periodic inspections of the Treatment Plants and related facilities to assure equipment and chemicals are functioning properly and safely.
  • Checks and reviews Plant log records, laboratory records, gauges, meters and other measuring devices to assure plant is functioning properly.
  • Coordinates the work of the wastewater treatment programs with various public utilities, governmental agencies, and other organizations.
  • Provides project oversight for a wide variety of maintenance and capital improvement projects from initial conception to final acceptance, which includes but is not limited to compliance with State and City construction standards and regulations.
  • Determines current and future operational and maintenance needs in wastewater treatment and collections, and plans to meet those needs.
  • Participates in the development and administration of the capital and operating budgets of the Utilities Department.
  • Develops and administers the operating and capital budgets of the Wastewater Treatment Division.
  • Acts as a project manager on a wide variety of projects of complex difficulty such as citywide remote monitoring systems.
  • Represents the Wastewater Treatment Division at City Council and commission meetings.
  • Acts as a City liaison to the Arizona Department of Environmental Quality and Environmental Protection Agency, as well as other regulatory agencies in wastewater treatment matters.
  • Accountable to the Utilities Operations Section Head that all federal, state, and local laws and regulations are being met within assigned area of responsibility.
  • Tracks/monitors status of customer work orders and assures customer responsiveness.
  • Analyzes proposed/final water legislation and regulations and determines impact on City operations.
  • Assures citizen, employee, and regulatory agency complaints and suggestions are followed up on and resolved.
  • Reviews construction plans, specifications and design reports submitted by developer’s engineers for conformance to City standards and specifications, Arizona Department of Environmental Quality requirements, as well as policies prescribed by the Utilities Director.
  • Assists the Utilities Operations Section Head in projecting a broad plan of capital improvements, as well as development of division wide operating budgets and ten-year financial plan, and assists other City departments in preparation of specifications relating to wastewater treatment facilities.
  • Develops statements of interest and request for proposals for wastewater treatment projects.
  • Participates in and establishes management development and organizational development programs such as skill-based pay and multi-skilled workers.
  • Researches customer complaints and prepares background information for management responses.
  • Researches system historical information for developers and engineering staff.
  • Keeps the Director advised of activities through written, verbal, and statistical reports.
  • Reviews and prepares contracts for professional and construction services relating to wastewater treatment projects; reviews pay request and contract performance.
  • Attends council meetings, workshops, development review, fleet, and other meetings to represent Wastewater Treatment concerns.
  • Attends and represents City of Flagstaff concerns at Arizona department of Environmental Quality public hearings, task force meetings, and other meetings as assigned by the Director.
  • Assists developers, contractors, other departments and the general public with City policies and procedures.
  • Supervises the development and maintenance of the computerized maintenance management system as utilized by the Wastewater Treatment Division.
  • Establishes measures to improve methods, use of equipment, changes in operations, working conditions, quality of work, and any necessary expansion to increase the efficiency of the Wastewater Treatment operations.
  • Estimates materials, supplies and equipment needed to develop, maintain and operate the treatment plants and related facilities.
  • Requisitions supplies, materials, and equipment required for wastewater treatment activities and ensure their proper use.
  • Inputs, records and tracts purchases of the division. Responsible for the use of petty cash.
  • Keeps the Utilities Operations Section Head advised of wastewater treatment activities through verbal, and written reports.
  • Establishes and enforces policies, procedures, guidelines, priorities, and work schedules to be observed by subordinates.
  • Attends educational and professional meetings to remain aware of modern techniques, equipment, and management.
  • Resolves emergency situations arising from various equipment failures.
  • Enforces Division safety rules, OSHA Rules and directs safety-training programs. Conducts safety inspections.
  • Ensures integrity of the wastewater treatment systems and booster stations.
  • Coordinates wastewater treatment activities with other divisions such as streets, purchasing, vehicle shop, and engineering.
  • Prepares daily and monthly activity reports and keeps records as required.
  • Prepares bid specifications.
  • Ensures that shifts are properly staffed. Prepares Division time sheets.
  • Interprets City and Department policy to employees in addition to standards and regulations set by OSHA, EPA, and ADEQ.
  • Interviews prospective new employees and makes hiring selections.
  • Investigates and resolves difficult personnel problems or submits recommendations to the Utilities Director.
  • Recommends, promotions, transfers, discharges, and disciplinary measures to the Assistant Utilities Director.
  • Conducts regular employee evaluations.
  • Manages contracts pertaining to buildings, structures and grounds at production facilities and booster stations.
  • Conducts tours of wastewater treatment plants and related facilities for consultants, City officials, civic groups, students, and the public.
  • Performs related duties as required.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

  • Thorough knowledge of the principles, procedures, tools, materials, methods, equipment, and techniques commonly used in the installation, maintenance, and repairs of wastewater treatment systems and booster stations.
  • Thorough knowledge of the operation and maintenance of treatment plant processes, biological and mechanical treatment, wells, reservoirs, pumping stations, disinfection systems, filters and other related facilities.
  • Thorough knowledge of the practices, procedures and techniques used in the operation of a wastewater treatment system, including Supervisory Control and Data Acquisition (SCADA).
  • Thorough knowledge of the hazards and applicable safety rules and precautions of wastewater treatment plant and related facilities operation and maintenance.
  • Working knowledge of scientific procedures, chemistry and bacteriology tests as related to wastewater treatment.
  • Thorough knowledge of applicable Federal, EPA, State Health Department and local laws and regulations related to wastewater treatment plant and related facilities operation and maintenance.
  • Knowledge of fleet safety, operation, maintenance, and replacement criteria.
  • Knowledge of materials, methods, codes, and engineering design and construction standards and specifications.
  • Ability to estimate and bill labor, materials, and equipment.
  • Knowledge of facility cleaning, repair and maintenance needs, and required maintenance contracts.
  • Knowledge of as-builts, mapping, and related record keeping experience
  • Ability to analyze and effectively report upon operating conditions and problems and to recommend or install appropriate solutions.
  • Ability to plan, organize, train and supervise the work and development of employees involved in wastewater treatment and treatment plant maintenance and operation.
  • Ability to analyze and systematically compile technical and statistical data and prepare comprehensive written reports.
  • Working knowledge of cost accounting and budget procedures and practices.
  • Ability to effectively resolve operational and personnel problems.
  • Ability to coordinate wastewater treatment program activities with other City divisions and outside agencies, contractors, and developers.
  • Ability to research, prepare, and present comprehensive written and verbal reports to the Asst. Utilities Director and others as directed.
  • Ability to analyze equipment, material, and manpower costs.
  • Ability to inspect the operation of equipment and detect flaws.
  • Ability to make difficult and independent decisions without direct supervision.
  • Ability to estimate the materials, supplies and equipment needed to develop, maintain and operate treatment Maintenance and Operation programs.
  • Ability to establish and maintain effective working relationships with City officials, subordinates, other employees and deal tactfully with the public and outside agencies.

MINIMUM REQUIREMENTS:

  • Bachelor’s degree in related field or four years of progressively responsible experience performing directly related work to include wastewater treatment operations.
  • 4 years’ experience in budgeting and finance.
  • Considerable experience in the installation, maintenance, and repair of water treatment and production facilities.
  • Considerable supervisory experience.
  • Experience using personal computers, Microsoft products, and adaptable to new software including SCADA systems.
  • Any combination of experience and training predicting the ability to successfully fulfill the required knowledge, skills, and abilities.

OTHER REQUIREMENTS:

  • Regular attendance is an essential function of this job to ensure continuity.
  • All emergency service employees shall maintain their principal residence within a prescribed area. The prescribed area shall be defined as a 12-mile radius from City Hall or 35 miles eastbound, westbound, and southbound from the I-17 and I-40 exchanges with a five mile wide corridor (2 ½ miles on each side).
  • Must have the ability to be contacted and to respond in a timely manner and be willing and able to perform emergency work on an evening, weekend, and 12-hour shift basis.
  • Must possess, or obtain upon employment, a valid Arizona driver’s license.
  • Must possess, or obtain within six months of employment, a Grade IV Arizona Wastewater Treatment Plant certification.
  • Must possess, or obtain upon employment, a telephone, and be willing and able to respond to emergency call-in work, as necessitated by the job.
