POSITION DESCRIPTION

Position Title: Finance & ComplianceAssociate, TAL PABZ

Reports to: F&A Officer, TAL PABZ

Duty Station:TAL PABZ, Chitwan

  1. Major Function

Terai Arc Landscape, Protected Areas and Buffer Zone (TAL PABZ) is a joint project implemented by the Government of Nepal’s Department of National Parks and Wildlife Conservation (DNPWC) with financial support from WWF Nepal. Theoverall goal of Terai Arc Landscape is to conserve the ecosystem of the Terai and Churia hills to ensure integrity of ecological, economic, and socio-cultural systems and communities. TAL PABZ project works with protected areas and buffer zones focusing on biodiversity conservation, and livelihood improvements. Under the direct supervision of F&A Officer, TALPABZ(Terai Arc Landscape, Protected Areas and Buffer Zone) theFinance & Compliance Associate will be responsible for providing financial and compliance support to PABZoffice which includes financial planning, preparation of grants and consultancies, monitoring and reporting with at least 50% time focused on IUCN-KfW funded programs.

  1. Major Duties and Responsibilities
  1. Financial, Administrative and Compliance support to the project

The F&C Associate will be responsible for providing financial and administrative support to PABZ projectoffice. S/he will be responsible for independent handling of routine letters and queries related to IUCN-KfW programs and others which includes maintaining books of account, proper filing of all correspondence and other project documents.Ensures applicabledonor’s compliance is properly followed through.

  1. Consultancies and Grants

Under the supervision of the F&A Officer, drafts all requested consultant and small grants to be issued throughIUCN-KfW and other funding. Ensure that all parties understand and adhere to the requirements of the issued agreements with conditions and provisions associated with the various project funding.

  1. Capacity building and Financial Monitoring of Grantees

Assists the F&A Officer to capacitate sub-grant recipients on financial management and projects’ compliance with regular financial monitoring of the sub-grant recipients funded byIUCN-KfW and other donors. Alerts the Project Management Committee (PMC) for any delay in or incomplete financial reporting, or any variance from contract requirements, overspending, etc. And, ensure sub-grantee properly document all required documents such meeting minutes, procurements, inventory list, etc. are up-to-date for financial monitoring, internal and external audit verifications.

  1. Reporting

Support to preparesTAL-PABZ project’s quarterly, monthly financial reports and other required financial statements for IUCN-KfWand project’s other projects funds.

  1. Logistics

Organizes travel & visit programs. Manages logistical arrangements for all meetings, in house as well as others.

  1. Procurement

Supports the F&A Officer in the procurement of TAL-PABZ project office’s goods & equipment complying donor’s provisions.

  1. Coordination

Support the F&A Officer to coordinate with TAL-PABZproject partners in all financial matters.

  1. Any Other Duties

Performs other duties as assigned by supervisor and plays an active role in successful operation of projects.

III.Supervisory Responsibility

None.

  1. Working Relationships

Internal:This position works closely with TAL PABZproject staff. Also, works closely with field based staff of other key partners.

External:Interacts regularly with Grantees, Service contractors, Consultants.

V. Minimum Educational and Work Experience Requirements:

Knowledge:Bachelor’s degree in Accounting or a relevant degree with thorough knowledge of computerized accounting systems. Operational knowledge on TALLY ERP.9 will be an added advantage.

Experience: At least 2 years of experience in a similar position.Multi-donor funded project experience is desirable.

Skills and Abilities:This position requires attention to detail, the ability to keep accurate financial records and the ability to effectively prioritize and work accurately under time constraints in addition to at least 75% time to travel to the field from time to time to coach, monitor and follow-up sub-recipients’ financial transactions. The candidate should have valid two-wheeler driving license. Personal interest in international conservation and development issues is desired.
