Our Role
The Ministry of Social Development (MSD) is the lead agency for the social sector. We help the Government to set priorities across the sector, co-ordinate the actions of other social sector agencies and track changes in the social wellbeing of New Zealanders.
The Ministry provides policy advice, and delivers social services and assistance to young people, working age people, older people, and families, whānau and communities. We work directly with New Zealanders of all ages to improve their social wellbeing.
We serve over a million people, working out of more than 250 centres around the country. It is likely that every New Zealander will come into contact with the Ministry at some point in their life.

Business Unit
Community, Partnerships and Programmes is responsible for strategic partnerships; community, employment and population based programmes and the service management of contracted services including family and sexual violence. This group is about connecting and collaborating to build effective partnerships that achieve better outcomes for those individuals, whānau and communities who most need our support.Purpose of the Position
TheTeam Leader Partnerships and Programmes is responsible for the management and leadership of a group of people that provide advisory and administration support to external interest groups and key programmes for Service Delivery.
Working closely with the Manager Partnerships and Programmes, this role will:
- provide day to day support, coaching and management to the team
- focus on key relationships with client interest groups, government agencies and community partners
- maintain oversight ofkey operational programmes; and
- provide strategic leadership for new programme initiatives and relationships for Service Delivery.

Key Accountabilities
Key Result Area / AccountabilitiesProgramme Leadership and Management /
- Contribute to establishing governance, monitoring and reporting processes to ensure programme progress is on track to deliver.
- Provide quality assurance of key deliverables to ensure alignment and compliance with approved standards and guidelines.
- Prepare and presenting consolidated reporting to relevant audiences within the timeframes agreed or specified.
- Promoting good communication on progress both internally and externally.
- Support an annual schedule of external programmes within Partnerships and Programmes to ensure targets are achieved in accordance with national and regional standards.
- Comply with business plans and targets for service delivery within budget and timeframe.
- Produce and interpret information required to meet regular and ad hoc reporting requirements.
- Provide regular reports on the performance of programmes identifying any risks with the delivery of the programme and recommend changes or escalate where appropriate.
Relationship Management /
- Support the development of effective working relationships with relevant external agencies (public and private sector), contract providers, and community and stakeholder groups.
- Persuade, influence and negotiate key internal and external stakeholders taking a partnership approach to achieve outcomes consistent with national and regional plans.
- Contribute to the work of and support the Partnerships and Programmes and other senior managers to develop strategies for managing relationships and contracts with partners in the community.
- Develop and build strong working relationships with managers, team leaders, and staff in other groups and services.
- Build and maintain highly effective networks of influence with key internal and external stakeholders which assist in the effective management and oversight of Service Delivery Programmes.
Ministerial Servicing /
- Support and work with the Partnerships and Programmes team to prepare and draft ministerial correspondence, submissions, cabinet papers, OIA requests, briefing and speech notes, parliamentary questions, and official information requests.
- Provide quality assurance in reponse to any information provided.
People Management /
