POSITION OBJECTIVE(S):

·  Carry out programmed maintenance and improvement works in reserves, parks and designated areas in a safe, efficient and effective manner and in accordance with accepted work practices and procedures.

·  Work as part of a team to maintain Council parks and reserves and other designated areas.

·  To assist in providing high quality, tidy and safe Parks and Open Spaces within Hume.

·  To represent and promote Council’s image by providing effective and courteous information and service to key stakeholders.

KEY RESPONSIBILITIES AND DUTIES:

1.  Maintain and improve designated areas, grounds, surrounds, reserves, streetscapes and recreation areas.

§  Operate Tractor, Front Deck Mowers, Trucks, Brushcutters and other Parks machinery to assist with the maintenance and development of Council's assets.

§  Picking up of all litter, branches, etc before commencement of mowing and removing them from site.

§  Assist with the removal of tree limbs and other tree parts causing obstruction to mowing within designated areas

§  Spraying application with use of knapsack as required for the control of weed vegetation of Council assets using industry best practice principals and guidelines

§  Ensure that work sites are left in a clean and tidy condition upon completion of works.

§  Ensure that all plant & equipment is adequate for the day's work which may include checking of safety guards, safety switches, safety devices and reporting of any maintenance requirements to the Team Leader.

§  Inspect / Report any damage, vandalism and/or hazards at each work site to the Team Leader.

§  Work site set up of safety traffic control in accordance to the Road Management Act 2004 and removal of safety signs and locking of gates upon completion of each work site.

2.  To work as part of a team in improving and maintaining Council parks, reserves and other designated areas utilising safe and efficient work practices:

§  Assist in ensuring staff members of the workgroup have adequate knowledge of the equipment they are to use, which includes all safety aspects.

§  Ensure all plant & equipment is fully operational and returned to its allocated position at the end of each shift.

§  Operate equipment with due regard to personal safety and that of co-workers and the general public in accordance with relevant legislation.

§  Assist in formative pruning works in order to preserve and maintain Council assets.

§  Assist in planting trees and shrubs in the off peak season of grass maintenance in designated areas.

§  Actively participate in team meetings and training.

§  Assist in the identification and delivery of training needs for the Parks Mowing team.

§  Supervise apprentices and casual labour in work group as required.

3.  Assist in the Assist in the gathering of data for performance indicators:

§  Assist in accurate recording of work undertaken, for the effective monitoring of the service.

§  Assist in recording of plant and its usage of each work site.

§  Provide comments/information where appropriate, to improve the service to obtain industry best practice.

§  Assist the Team Leader with programming of works to achieve the required standard of service, to keep accurate records to monitor progress against the program and to report any problem areas.

§  To effectively communicate with both internal & external customers.

§  Data collection by inputting / capturing relevant daily information by electronic Palm Pilot

4.  Drive a motor vehicle in a safe and competent manner and in accordance with relevant road laws and regulations:

§  Drive a motor vehicle to deliver staff, equipment, supplies, etc to work site.

§  Ensure that vehicle and equipment is kept in a clean and tidy condition.

§  Monitor levels of supplies in the First Aid Kit and where necessary arrange for further supplies.

§  Regularly inspect on board fire extinguishers

ACCOUNTABILITY AND EXTENT OF AUTHORITY:

The incumbent is responsible and accountable for:

¡  Resolve problems that relate to immediate work tasks and the work group when unable to obtain advice from the Team Leader.

¡  Required to utilise safe work practices and assist in ensuring all maintenance carried out incorporates a safe working environment for ones self and that of others.

¡  All work is carried out under the general supervision of the Team Leader Mowing Operations.

The incumbent is accountable for:

¡  The nature of the work is clearly defined with established procedures. The incumbent is required to exercise judgement to achieve a required standard with the works program and any difficulties can be immediately resolved by associated Team Leaders and Supervisors.

SPECIALIST KNOWLEDGE AND SKILLS:

The following knowledge and skills are required to be utilised:

¡  Demonstrated knowledge and skills in the safe operation of Tractors, Front Deck mowers, trucks and associated plant and equipment.

¡  A basic understanding of requirements of the Occupational Health and Safety Act 2004 and relevant Safety Standards and Codes within the industry.

¡  Demonstrated ability to monitor works within agreed timelines.

¡  An understanding of quality procedures.

¡  Knowledge and practical application of pruning equipment

¡  Ability to plan works and organise equipment and plant.

¡  Ability to supervise other agency staff and sub contractors as required.

MANAGEMENT SKILLS:

QUALIFICATIONS AND EXPERIENCE:

The following qualifications and experience are required for the position:

¡  Progress toward achieving Certificate III or higher qualification in Horticulture

¡  Demonstrated relevant knowledge and skill in the safe operation and maintenance of Tractors, Front Deck mowers, Trucks and associated plant and equipment.

¡  Experience in maintaining and developing Council Assets

¡  Experience in maintaining & further improving parks, reserves and horticultural assets.

¡  Medium Rigid Truck Licence.

¡  Traffic Control Roadwork Signage Attainment essential
