Terms of Reference

1What is the PortsmouthOverview Group?

Portsmouth Disability Forum, a local User Led Organisationhas established a PortsmouthOverview Group whichis part of the Portsmouth, Southampton, and Hampshirewide Department of Health funded CommonAssessment Framework for Adults 2 Project.

2What is the Portsmouth Overview Group for?

The purpose of the Portsmouth Overview Groupis to review the projects undertaken in the Portsmoutharea in relation to the Common Assessment Framework for Adults 2 Project,working in partnership with other overview groups from Southampton and Hampshire.

Projects under the Portsmouth Common Assessment Framework for Adults 2are the Health and Social Care Partnership and the People Development Work Plans.

In addition,the Portsmouth Overview Group will receive information and will comment on the development of the Hampshire Health Record, and the Personal Profile document in relation to Common Assessment Framework for Adults 2.

Also, the Portsmouth Overview Group will receive information and will comment on the Information Governance and Access Working Group, which is working across the projects to support theCommon Assessment Framework for Adults 2

3What is the Portsmouth Overview Group meant to do?

The role of the Portsmouth Overview Group will be:

To regularly monitor the work of the projects.

To regularly update any interested party about the Portsmouth Overview Group and its projects.

4How will the Portsmouth Overview Group work?

The Portsmouth Overview Group will be run by Portsmouth Disability Forum. In the absence of a volunteer, the chair will be a nominated person from PDF.

The Portsmouth Overview Groupwill function as a user-led group with guidance and support from the CAFA2 Portsmouth Project Manager Adam Janab.

The Portsmouth Overview Grouphas representatives from Service Users, Voluntary

Sector, Health, Social Care, and the CAFA2 PortsmouthProject Management Team.

Portsmouth Disability Forum will ensure that all meetings are conducted professionally, minutes are taken,and actions are documented and reported.The Portsmouth Overview Group chair and/or anominated person from the Portsmouth Overview Groupwill attend the Joint LiasonOverview Group, to report to and from partner overview groups in Southampton and Hampshire.

A quorum will comprise the chair, at least one project management representative, one Portsmouth Disability Forum representative (if not chairing) and two or more service usersi.e. minimum of five.

6How do we behave at the Portsmouth Overview Groupmeeting?

Everyone attending the Portsmouth Overview Group will be mindful of the unique, diverse circumstances of all others, whether present at the meeting or not, to create a safe and confidential place for discussion, which can be used to gain peer support, share ideas and viewpoints.

We will make every effort by way of equipment and/or support to ensure everyone has the opportunity to attend and take a full and active part in the Portsmouth Overview Group.

We will give every person attending the Portsmouth Overview Group a fair opportunity to voice their opinions ensuring we avoid offensive, stereotypical or derogatory terms of reference in discussions.Each member of thePortsmouth Overview Groupwill have ‘air time’ whilst the others listen.

Everyone will value the range of experiences within the Portsmouth Overview Groupand if challenge is necessary it will be about the statement not the person.

7When will the Portsmouth Overview Group meet?

Meetings will be held on a monthly basis, dates and times to the end of the project are listed. The members of the POG will be encouraged to commit to all meetings if possible.

8.Who supports the administration of the Portsmouth Overview Group?

Agendas and papers will be distributed by Portsmouth Disability Forum no less than 5 workingdays in advance of the meeting.

Notes from the meeting will be produced no later than 7 working days afterwards.

When appropriate, refreshments will be provided at the Portsmouth Overview Group meeting.

Reasonable travel expenses will be refunded by the Portsmouth Overview Groupon productionthe relevant receipt.

9.How long will there be a Portsmouth Overview Group?

These Terms of Reference were reviewed by the Group at itsmeetingon 04-May-11 and agreed on 14-June-11; they will be used until the Project ends in March 2012
