FINANCIAL AID POLICY AND PROCEDURES
The purpose of Portland Kinderschule’s financial aid program is twofold: to enable new families to join the school who are unable to afford full tuition; and to assist members who undergo financial hardship in the course of the school year. We ask that families review their income and expenses before requesting financial aid, making tuition a priority.
Families receiving financial aid are required to make the same contributions of parent helping, fund-raising, parent jobs, etc., as all other members of the parent cooperative, as detailed in the Parent Agreement. Jobs not open to financial aid recipients are president and vice president; other Board jobs are available. Financial aid recipients who have a job on the Board have no voting rights regarding financial aid policy at Board meetings or general meetings.
Financial aid can only be offered if Portland Kinderschule’s operating costs are already covered by tuition fees generated by current enrollment. It is up to the Board to decide whether financial aid can be offered at any given time. Additionally, the Board may determine and offer financial aid applicants other arrangements to replace the cost of tuition (eg, extra parent helper days, services Portland Kinderschule would otherwise pay for).
Process Overview
To ensure consistent, fair treatment of all financial aid applicants, we use objective income criteria to determine qualification for aid. These criteria are based on the U.S. Dept. of Housing and Urban Development (HUD)’s definition of “low” income, equivalent to 80% of the median income for the Portland metropolitan area, for the year 2016. (These income levels are available at Portland Housing Bureau's website, http://www.portlandoregon.gov/phb/50010). In order to qualify for financial aid, your gross (pre-tax) income must be at or below the amount on the chart below.

Both new and returning families interested in financial aid need to submit a financial aid application, along with the rest of their enrollment forms, by the stated due date. Applicants will be notified in writing of the Board’s decision. The first installment of tuition is due the first day of school if enrolling in September, or the 15th of the month prior to the first month enrolled. We regret that the nonrefundable registration fee cannot be covered retroactively by the financial aid program. If this poses a significant hardship for your family, please contact us and we will try to accommodate your request.
Families requesting financial aid during the school year will follow the same application process.
It is the preschool’s policy that all aspects of the financial aid process shall be communicated consistently and clearly both to prospective and current members, without discrimination as to race, color, nationality, ethnic origin, religion, gender, sexual orientation, marital status, or disability.
The process is administered by the Board. Applications and Board business are kept confidential.
