Overview

1 Purpose

The purpose of this policy is to ensure that all users and drivers of the mini bus and vehicles used alongside the mini bus are protected at all times and adhere to safe working practices.

Policy for Use of the

NLC Mini Bus

Key Information

1 The Mini Bus

The mini bus is the property of North Lindsey College and is the responsibility of the School of Arts, Sport & Business. They are responsible for the taxing and MOT renewal. Arts, Sport & Business pay the lease from their consumables. All other basic checks (oil/water) will be budgeted for and carried out by the Sports and Motor Vehicles technicians.

The mini bus must only be used to carry staff and learners on educational visits.

Only mini buses fitted with seatbelts for all passengers should be used to transport learners and staff, on or off site.

The mini bus is a member of a Recovery Service details of which can be found in the bus for use in the event of a breakdown.

Other schools (within College) who wish to use the mini bus should arrange this through the Sports technician and pay the appropriate fee (currently £35 per day). (See Appendix 1). ¾

Primary Information

1 Drivers of the Vehicle

·  All drivers of the College mini bus and vehicles should:

·  Be aged 21 and over

·  Have a full, clean driving licence

·  Hold a D1 mini bus entitlement to their licence or MIDAS Pass Certificate

2 When Driving the Mini Bus

All drivers should observe the following:

·  No use of mobile phone when driving

·  Have no alcohol in their body

·  Not be under the influence of drugs or medication (which affect driving)

·  Be fit and not tired

·  Wear glasses if needed.

3 Using the Mini Bus

All drivers in charge of the mini bus should ensure that passengers:

·  Wear their seat belts at all times

·  Behave in an acceptable manner

·  Do not distract the driver

·  Do not eat or drink in the mini bus.

4 Learners with Special Needs

When learners with special needs, including, mobility difficulties, use of wheelchair, and/or need to take special equipment are part of a group, the group should all use a rented, specially adapted mini bus and not the College mini bus.

5 Driver Numbers

For visits of over 20 miles distance from the College travelled, there should be two designated drivers on the mini bus.

If numbers of learners mean that a College car accompanies the mini bus, two separate drivers should drive the car.

Should the car be used for carrying luggage, one driver can use the car alone.

If the bus is to travel short distances (under 20 miles) it is acceptable for one driver to travel alone with learners.

6 Contact

The mini bus driver should carry a North Lindsey College Mobile phone on all journeys to allow contact with the College in the case of an incident.

7 Security

The driver should ensure that the vehicle is parked securely. All luggage and equipment being carried in the mini bus should not be left unattended.

8 Journey Preparation

Before the journey begins the driver is responsible for:

• Checking vehicle is roadworthy. (See Appendix 2)

9 Health & Safety

A risk assessment should be valid for each journey undertaken

First Aid equipment must be carried on the vehicle

Fire extinguishers must be carried on the vehicle

A high visibility jacket should be carried on the vehicle.

These will be checked on a regular basis by the Sports technician.

10 Distance Travelled

A distance of 100 miles and/or each journey considered on merit. Each journey except regular runs should be reviewed in advance as part of the risk assessment, to ensure that the distance and quality of roads to be used are acceptable for use by the mini bus. The Head of School Arts, Sport & Business and the Health & Safety Manager shall be responsible for this decision. ¾

NOTES

1.  Any request to take the vehicle the evening before a journey or return it the day after a journey must be approved by the Assistant Principal/Director.

2.  Staff are requested to keep the inside of the vehicle clean and tidy. Eating or drinking is not allowed on the bus. All litter is to be removed. Muddy or dirty clothing is to be removed before students or staff get on the bus. Please encourage students to bring a bag to put soiled footwear in.

3.  It is the responsibility of the driver on the day to ensure the bus is clean and tidy before it is returned to the School.

4.  The bus must be returned with the same amount of fuel in the tank as when it is collected.

CERTIFICATION

I certify that:

1.  I hold a current driving licence, and I am NOT banned from driving for legal or medical reasons.

2.  I have driven the mini bus before, and I am familiar with its controls.

(Familiarisation session can be arranged.)

3  I have passed the mini bus driver test. I have D1 on my licence (delete as appropriate).
