Overall purpose of job:
In line with Care Quality Commission (CQC) regulations and standards, provide a range of personal and social care services to meet the complex individual needs of people.
To act in a supervisory capacity to staff and to carry out the day-to-day management of the service within an agreed shift pattern over 7 days.
Post holders will be expected to be flexible in undertaking the duties and responsibilities attached to their post and may be asked to perform other duties, which reasonably correspond to the general character of the post and are commensurate with its level of responsibility.
Main responsibilities:
At Grade 7
1.  With support, manages the rota’s of a large staff group ensuring staff levels meet or exceed CQC standards and services provided are of the highest standard.
2.  With support and supervision deal with adult safeguarding concerns; investigating, making safe and completing adult safeguarding referrals in line with the Making Safeguarding Personal agenda.
3.  Effective supervision and management of a team.
4.  Responsibility for prescribed medication issues and compliance with Care Quality Commission Guidance relating to quality assurance and internal policies and procedures.
5.  Undertake, review and audit a range of risk assessments as appropriate.
6.  Actively participate in meetings, reviews or case conferences, chairing as required.
7.  Lead responsibility on specific issues and projects such as quality assurance, health and safety and Investors in People.
8.  Budget monitoring and ordering of provisions and equipment.
9.  Lead on recruitment and retention of staff providing appropriate induction and training ion lie with CQC requirements and internal policy and procedures.
10.  Responsibility for safety and security of premises, reporting any issues and arranging works as required.
11.  Develop and facilitate training in response to service needs, legislative changes and evolving best practice.
12.  Working collaboratively with internal and external colleagues, respond to out of hours situations, including crisis intervention, making safe as required.
At Grade 8

Knowledge, skill and experience:
At Grade 7
·  NVQ Level 4, equivalent (or a willingness to work towards) and/or a management qualification to meet regulators requirements with the ability to demonstrate continuing professional development.
·  Ability to manage effectively including recruitment, supervision, staff development and disciplinary processes.
·  Experience in managing a range of assessment systems
·  Experience of Multi-agency partnership working.
·  Experience in meeting the needs as directed by the inspection body to comply with registration requirements.
·  Experience of analysing complex information and data and prepare reports for a range of audiences including performance management information
·  Experience of supporting with complex case issues, including those involving full multi-agency involvement.
·  Good understanding of managing complex and changing needs of individuals and carers.
·  Good knowledge and understanding of policies and relevant health and social care legislation.
·  Skills to ensure that the standards are upheld within the team, and new initiatives are fully integrated into the teams’ developments.
·  Good understanding in all aspects of safeguarding adults.
·  Excellent verbal and written communication skills including the ability to record information.
·  Ability to complete appropriate risk assessments.
·  Ability to foster strong working relationships with a range of stakeholders.
·  Ability to confidently deliver training to a diverse audience in relation to social care.
·  Knowledge of the Mental Capacity Act and Deprivation of Liberty and their implications on service delivery/individual cases
·  Basic knowledge of the Caldicott implications and how this can be monitored and maintained.
·  Good level of IT skills and understanding of effective IT systems.
·  Ability to confidently deliver training to a diverse audience in relation to social care.
·  Knowledge of National Care Standards, Care Planning Process and quality management awareness.
·  Good understanding of budget monitoring.
At Grade 8

Within this role there are a wide range of internal and external contacts that are made on a routine basis. Frequent situations arise, some of a complex nature, where the outcomes are not straight forward and at times are challenging.
