3.MINUTE OF MEETING ON 5 JANUARY 2012

PROCEDURE- The Convener intimated that, with the consent of Members, he proposed to take item 6 next on the agenda calling the meeting.

6.DRAFT CHANGE MANAGEMENT FRAMEWORK– Report by Chief Fire Officer

Decision

AGREED to approve for consultation the amended Draft Change Management Framework incorporating the Authority’s Integrated Risk Management Plan 2012/13 with amendments to reflect:

6.1that this was a Fire and Rescue Authority Framework developed following the strategic direction given by this Committee; and

6.2the requirements for the Fire and Rescue Authority ‘s constitutional arrangements to be amended ,as needed, to best assure services during the change and that the reformed service met the needs of Dumfries and Galloway.

FIRE & RESCUE FINANCE

4.FIRE AND RESCUE SERVICE REVENUE BUDGET MONITORING 2011/12 FOR PERIOD ENDING 31 DECEMBER 2011 AND DRAFT 2012/13 BUDGET– Report by Assistant Chief Officer

Decision

4.1NOTED that the Fire and Rescue Service was currently projected to underspend by £99,636;

4.2AGREEDfollowing scrutiny the 2012/13 draft budget for the Fire and Rescue Service; and

4.3NOTED that reports on the financial memorandum supporting the legislation being put through the Scottish Parliament would be brought before this Committee.

5.SCALE OF CHARGES 2012/2013– Report by Chief Fire Officer

AGREEDthe proposed fees and charges for the period 2012/2013.

FIRE & RESCUE POLICY

7.PART-TIME WORKERS (PREVENTION OF LESS FAVOURABLE TREATMENT) REGULATIONS EMPLOYMENT TRIBUNAL CASES–Report by Assistant Chief Officer

Decision

NOTED

7.1 the costs to date to the Service of £32K;

7.2that compensation payments would equate to £160k and that this would be paid from reserves;

7.3that the independent processing company, Popularis, had issued the first batch of letters to claimants, once the claimant had accepted the offer the Service would be notified and a payment would be made accordingly; and

7.4AGREEDto remit to the clerk to formally write to the National Joint Council expressing this authorities concern about the protracted nature of this issue, that this authority had supplied all the information and our staff should already have received their letters.

POLICE, FIRE & RESCUE PROPERTY

8.POLICE, FIRE AND RESCUE PROPERTIES` DISABILITY DISCRIMINATION ACT– Report by Director Chief Executive Service

Decision

AGREEDthat Fire and Rescue properties within Phase 5 of the Disability Discrimination Act (DDA) be reviewed to determine need under the DDA legislation and to remit to the Chief Fire Officer to undertake a service resilience and best value review inparallel with this review and to report to this Committee so that appropriate investment decisions can be made to determine need and also to better inform the new National Fire and Rescue Service

FIRE & RESCUE PERFORMANCE MONITORING

9.DUMFRIES AND GALLOWAY FIRE AND RESCUE SERVICE QUARTERLY PERFORMANCE REPORT (OCTOBER – DECEMBER 2011)– Report by Chief Fire Officer

Decision

AGREED having scrutinisedthe performance of the Service over the period October to December 2011 as detailed in “Fireworks”

9.1that good progress continued to be made; and

9.2that future performance reports be restyled to better assure that the public and Members reading the report can understand what was being reported, the reporting be more intuitive, provide for area comparisons and to extend reporting as agreed by Members.
