4.1 / Vendor Partners MoU Update.
The draft MoU has been provided to the vendor partners but no feedback received to date.

4.2 / Annual Survey 2013-14 Update
Ian Phillips has commenced the consideration of the data, with a number of elements to be verified and still waiting for confirmation. Discussion of the draft results with IP has resulted in draft document and consideration of the information required. Once all data verified and indicators/rankings finalised a summary analysis relating to the 10 key performance indicators will be prepared for inclusion in the Annual Report 2013-14.
The indicator re EFT per capita will be ranked from high to low ranking with library managers able to align with other factors from the annual survey
4.3 / Tech Savvy Seniors Update
Library services have commenced rolling out the training programs and all have been provided with evaluation forms.
To date $131,600 has been paid in grants.
4.4 / Restructure of PLVN Community Access Special Interest Groups update
MB has discussed the proposed merger of the Collections and resource Sharing SIGs with the resource Sharing SIG to report thought the new SIG. There has been general acceptance with interest in further discussing the change and the development of new terms of reference. The Convenors of the merged and the Resource Sharing SIG will continue in their roles and guide the groups through the restructure and resulting changes.
Reminder to all that each year the SIGS need to ensure that the ToR continue to be relevant.

4.5 / Alternate Funding Streams Workshop
Feedback has been positive from participants and further action to be decided within the context of the Communications Plan. With change of State government and statements issues, the focus needs to have an education base.
Actions include:
·  develop project brief for which funding is required
·  consider the recommendations within the Communications Plan and key messaging require
4.6 / Australian Mobile Library Conference 2015
Mildura has earlier indicated interested in hosting the 2015 conference,
PLVN view is that mobile conference should be a biennial event, linked with an existing national conference (satellite event)

Financial Status:
Current assets total $475,212 (Macquarie - $178,636; NAB Community Saver - $46,576; Macquarie Term Deposit - $250,000). Income received during November is $150,031.33 including $353 in interest on Macquarie Transaction account; funds expended during November total $255,766, including the transfer of $97,410 to Macquarie Term deposit at an interest rate of 3.3% and expiring on 10 February 2015.
The Aged Receivables total $113,976 with $29,053 more than 90 days overdue; the latter have been followed up by the EO.
That the financial status for November and Ages Receivables to 30 November be noted.

5.3 / PLVN Subscriptions Review – distributed previously
A number of options contained in the attached discussion paper were considered within the context of parity between the categories and the annual membership fees
That the PLVN Annual Subscription categories be maintained and increased by CPI or 3% or whichever is greater in 2015-16, and
That the Category 4 ($6-8M) fee be brought in line with the other fee categories with the correction to be implemented over two years, i.e. fully implemented by 30 June 2017

6. / The Victorian Library Update
Labour in response to MAV Call to the Parties has committed to considering the work undertaken and the resulting recommendations for future action. The position during the development of election is that
Labor will look critically at the completed Ministerial Advisory Committee Project for Libraries and the key recommendations that flow from it. We are strong supporters of the Living Libraries Program and the Premiers' Reading Challenge was a Labor Government initiative.
The SLV funding commitment ($50M to and $80M project) has little direct impact on Victorian public library services and SLV has confirmed its continuing support for the Victorian Library
Historically, PLVN and its predecessor organisations has a strong experience of collaborative ideas and projects developed by library managers, now the strategy is to work strategically with different levels within Council as well as appropriate officers in other Council functions which all have a part to play in the informed decision-making and practical benefits of the project.
PLVN needs to develop a strategy to progress the project. Based on the response of the former Minister for Local Government, the question is – do councils really want the Victorian Library project to be delivered?
To address this, council CEOs and other officers at the appropriate management level must receive the facts and information about the benefits and the costs of the project to make appropriate decisions for their communities. All councils need to receive consistent information from LGV. Cost, longevity confirmed, governance model information is required to assist in decision-making and confidence in the proposal
PLVN will work strategically with other organisations, especially LGPro in order to get the information to CEOs and relevant Council directors/second level management. This strategy must align with Communications Plan; need to demonstrate immediate impact and long-term outcomes, with a united message but not all will have same view, so need to identify and clearly articulate the points of convergence
Library co-ordinators need support/mentoring/coaching from more experienced colleagues to assist in achieving successful strategic conversations with more senior council officers.
John Murrell participated in meeting with Kevin Rushbridge, Rob Spence, Clare Haregreaves and Alison Lyon to discuss SWIFT and Victorian Library; SWIFT to seek 2 year LMS extension to ascertain the future of the Victorian Library to make an informed decision, MAV to run the LMS tender process
Actions: Discuss further actions at general meeting
Utilise LGPro relationship to provide consistent and accurate information to Council CEOs and second level decision-makers
Correspond with Dan Andrews congratulating the new State government and seeking commitment to the Victorian Library ensuring connectivity with Labour’s policy direction
Discuss the PLVN strategy with LGV staff
Identify potential lobbyists/advocates/champions to assist the progress of the project at the different stages

Public Libraries Victoria Network Meeting, 2 December 2014

A new website for the State Library

The State Library is transitioning to a brand new website. Over a three week period to mid-December we will be running both sites in parallel, while actively encouraging users to preview and transition to the new website. The new site is markedly different to the Library’s current website, obviously featuring the Library’s new branding, as well as a new layout and navigation system and many new features such as ‘contribute and create’, ‘view and discuss’. It is well worth a look at www.slv.vic.gov.au
