LIQUOR FOR RESALE

SB 5301/HB 1343introduced another corporate tax break by amending I-1183 to eliminate the 17% license fee on liquor sales revenuethat big box retailers must pay when selling spirits to bars and restaurants. The Teamsters Union, UFCW Local 21, the Washington State Labor Council, and many public safety groups, including WASPC and WACOPS, oppose this bill in light of the potentially negative impact on family-wage jobs, revenue, and public safety.

ATTACKS ON COLLECTIVE BARGAINING

SB 5045, SB 5226, SB 5237, SB 5329, SB 5552, SB 5602, SB 5854 aim to defund and dismantle public sector unions by creating a new process to eliminate union security clauses, expanding the decertification process and the basis for a religious exemption, prolonging bargaining sessions, prohibiting shop stewards and bargaining committee members from taking paid time off for negotiations, and requiring a taxpayer-funded web portal of CBA agreements for the Freedom Foundation’s anti-union activities.

This package of bills is supported by the Freedom Foundation, an extremist, anti-LGBT, anti-labor interest group with ties to the American Legislative Exchange Council, Koch Industries, and other conservative donor organizations. A host of Freedom Foundation template bills aimed at eroding the power of working people have been introduced in the past several legislative sessions.

LOCAL GOVERNMENT REVENUES

Over the last dozen years, local governments have taken extreme measures to cut costs – reducing workforce, tapping cash reserves, implementing furloughs, cutting programs and services – but these actions have not and cannot address the underlying problem of an arbitrary cap on local revenues each year.

Next session, the Teamsters Joint Council No. 28 will be supporting legislation to give cities and counties the option to replace the arbitrary 1% cap on revenue with a cap that limits their revenue growth to the same economic factors influencing their costs: inflation plus the rate of population growth.

In most communities across the state, the impact of this proposal to average homeowners will be $5-20 annually, but that difference will keep public health clinics open and put enough police and sheriff deputies on our streets.

INTEREST ARBITRATION

Interest arbitration provides critical negotiating leverage for public safety professionals. Giving a neutral third-party arbitrator the authority to make a binding decision if the parties cannot reach an agreement incentivizes both sides to negotiate in good faith.

PUBLIC RECORDS PROTECTION ACT

SB 5678/SB 6542 would protect employees and volunteers of public agencies from predatory groups seeking to access their identity for commercial purposes.

PUBLIC SECTOR CONTRACTS

The Teamsters represent many state employee groups who negotiate collective bargaining agreements with the Office of Financial Management (OFM). By statute, new agreements must be submitted to OFM and then be found financially feasible before they are submitted to the Legislature for funding consideration.

WAGE AND REVENUE THEFT

HB 1519/SB 5566, HB 1354/SB 5569, HB 1006/SB 5568, and HB 1518/SB 5567 would have combatted wage and revenue theft by addressing payroll issues, misclassification, retaliation, and damages. Often “contractors” try to pay their workers less than what the law requires, retaliate against workers for filing L&I claims, and sometimes withhold pay altogether.Stronger laws are needed to protect workers from misclassification, give them recourse when wage theft occurs, and ensure that state and local governments are notdenied revenue from legally required taxes and insurance contributions.

PREVAILING WAGE AND APPRENTICESHIP UTILIZATION

Prevailing wage laws and strong apprenticeship utilization standards are critical to ensuring young people have access to family-wage jobs in the building and construction trades. Proposals to undermine prevailing wage laws and to lower apprenticeship utilization requirements are often introduced in late-stage budget negotiations during the legislative session.

NON-COMPETE AGREEMENTS

HB 2931 would restrict the use of non-compete agreements that prevent departing employees from taking similar jobs at competing companies for specified periods of time after they leave. Non-compete agreements are anti-competitive, reduce productivity, create labor market inefficiencies, depress wages, and discourage innovation.

WASHINGTON FILMWORKS

SB 6027 would double the size of Washington’s Motion Picture Competitiveness Program in the next two years, then increase the fund incrementally each year until it reaches $10 million in 2019. This legislation would keep Washington’s film industry competitive and would create thousands of family-wage union jobs in the entertainment industry.

FAMILY LEAVE

HB 1273/SB 5459 would create a paid family and medical leave program for every worker in Washington, funded by payroll premiums. There is overwhelming scientific evidence that paid parental leave is tremendously important for the health and well-being of infants, yet the U.S. is one of only two countries in the world without guaranteed paid maternity leave. With our population aging, more workers have responsibilities for caring for ill older family members as well, and are themselves more at risk of serious illness.

EQUAL PAY

SB 6442would protect the rights of workers to discuss pay, without fear of retaliation by employers, and require employers to show job-related reasons for differences in pay and career opportunities in gender discrimination cases. Women currently make up half the workforce, yet in nearly every occupation women make less than men with the same qualifications, and are often passed over for assignment to high-paying departments and promotions.

PREGNANT WORKERS FAIRNESS ACT

SB 6149/HB 2307would give Washington’s working women access to commonsense accommodations to keep them and their babies healthy during pregnancy. Simple workplace accommodations, such as a place to sit and bathroom breaks, can help pregnant women stay healthier and protect the health of their babies.

PAID SICK LEAVE AND MINIMUM WAGE

The Raise Up Washington initiative 1433 would help lift working people out of poverty by raising Washington’s minimum wage to $13.50 by 2020 and would allow all workers to earn up to seven days of sick and safe leave.
