Rachel Evans welcomed everyone to the Western Bay Regional Collaborative Committee meeting and introductions were given.
Housekeeping

Housing (Wales) Act 2014
GE gave a presentation (tabled as a handout), focussing on Part 2: Homelessness, Chapters 1 & 2. Key points to note:
  • Duty to provide advice, information and assistance in accessing help
  • Duty to assess those who are, appear to be, or threatened with homelessness within 56 days
  • Duty to help prevent homelessness
  • Duty to secure accommodation for priority need
  • It links to:
  • Housing Options staff to signpost or refer through Gateways/Hubs
  • Personal Housing Plans may refer for accommodation and/or support as a reasonable steps
  • The first 6 monthly data since the legislation has been implemented shows that SPPG services could have a role to play in over 1,000 cases a year in Neath Port Talbot alone.
Social Services and Wellbeing (Wales) Act 2014
RE presented the key points from the SS & Wellbeing Act.
  • Voice, choice and control:
  • The individual must have a strong voice and real control over decisions that affect them. How can we build on this?
  • Wellbeing duty: individuals have a responsibility to focus on their own needs and support.
  • Early intervention and prevention:
  • ‘Prevention’ can be defined as preventing the escalation of need’ in order to help individuals to become more independent. The key is “with” not “for”.
  • Collaborative working is essential i.e. a holistic approach including authority/region, user, health and provider
  • The Act comprises 11 main parts:
Part 1: Principles
Part 2: General functions of the Act
Part 3: Assessing the needs of individuals
Part 4: Meeting needs
Part 5: Charging and financial assessment
Part 6: Looked after and accommodated children
Part 7: Safeguarding
Part 8: Social services functions
Part 9: Co-operation and partnership
Part 10: Complaints, representation and advocacy services
Part 11: Miscellaneous and general
  • The 2 Acts are interlinked with the provision of advice, information, prevention and well-being.
Summary:There needs to be a local and regional shift to co-production including service users (as it’s fundamental for them to make their own choices and decisions) and to ensure that new providers are included in this process. Leading to:
  1. Workforce development
  2. Staff training
  3. A 3 year plan

Highlights and report back from the Shelter Seminar
DaveT gave an update of the main points following his attendance at the Shelter Seminar this year including:
  • best practice in Conwy & Denbighshire LAs and the ethos they have adopted around collaborative working with the community and the use of alternative funding.
  • Young Housing Network – a board game has been developed as an educational aid to the prevention of homelessness which could be shared when available
  • Housing First and what can be learned in England regarding the implementation of the new Housing Act and specifically sharing good practice in relation to prevention.

Development of detailed WB RCC Work Plan.
The group agreed that because of the time constraints, the work plan focus would be on re-modelling and implementing the funding reductions.

Shared Principles and Priorities for Development
Communality key areas:
  • Funding reductions
  • Compliance
  • Collaboration – strategic relevance
  • Early intervention and prevention
  • Explore how things can be done differently – sharing best practice
  • Time constraints
  • Population needs analysis (bearing in mind the time constraints)
  • Reviewing duplication
  • Staff training

Reduction of bureaucracy

The RCP Work Plan will therefore reflect working collaboratively on the above key focus areas.
Server User Engagement Framework
NB: WG recommendation: More evidence to show that service user engagement has been further developed.
Members discussed the engagement of service users and many agreed that some people need support periodically but each time they have to go through the same bureaucratic process. The possibility of moving the service on rather than the user was discussed as a plausible way of alternative working.
The importance of co-production was highlighted and a need for a consensus of understanding across (new) providers and their users.
WG feedback/Recommendations on the RCP April 15
  1. The drivers and priorities have been acknowledged by the RCC and so too has the role Supporting People plays in meeting these requirements. However, evidence is required showing the linkages in the region with these strategies.
  2. Evidence of a consistent regional approach to the detailing of needs and mapping gaps, using national and regional comparison data.
  3. More evidence to show that service user engagement has been further developed.
  4. A time line indicating what steps are going to be taken by the RCC to address the seven priorities which have been identified.
  5. Evidence that the EIAs have resulted in changes to service provision.
  6. The RCP to follow the order of the headings set out in the guidance doc.

Supporting People Programme Grant (SPPG) Welsh Government Guidance
To be included on the next RCC Agenda.

It was notes that at the WLGA: Cabinet Members’ Housing Network Mid & West Wales Meeting held on 15 Oct 15, Lesley Griffiths, AM Minister for Communities and Tackling Poverty, praised the work of SP within the Western Bay area.
A reminder for any outstanding outcomes to be submitted.

The WG has carried out research which investigated the nature and scale of expenditure termed as ‘management charges’ in Supporting People funded services in Wales. A link would be provided for more information.
