NEW MASTER OF HEALTH ADMINISTRATION

Program Description and Rationale:

  • Proposed degree title: Master of Health Administration (MHA)
  • Overview of the proposed degree program and its goals:

The current emphasis on healthcare reform and the drive toward partnerships and efficiencies in how we deliver healthcare will require uniquely prepared administrators. Currently, students must travel to Seattle to obtain a MHA. Establishing a graduate program in healthcare administration addresses student access needs and creates a resource of graduateswith the necessary healthcare leadership competencies in the South Puget Sound to serve our region.

The Nursing and Healthcare Leadership Program at The University of Washington Tacoma (UWTacoma) started a BA program in healthcare leadership in 2009. The program reached full enrollment at twice the anticipated rate by 2010. The Master of Health Administrationwill address the need for advanced leadership and management education for clinical and administrative professionals. The potential strength of the program is evident in UWTacoma’s strategic placement within the South Puget Sound health care community. Within minutes of the physical location of the campus are the Franciscan and MultiCare Health Systems, both large integrated delivery systems, and among the largest employers in Pierce County. In addition, Joint Base Lewis-McChord (JBLM), the largest public employer, is home to Madigan Army Medical Center, a logical partner because healthcare personnel in the military require graduate education to progress in their careers. Veterans also seek education as a means of transitioning to a civilian career.

Key in the development and future MHA program activities will be the partnership among our neighboring healthcare executives and leaders. We envision a program closely integrated with the operations and strategic planning of our local health systems and community service organizations. We want to build a program to partner with practicing health leaders and executives, inviting their participation in classroom teaching and leadership development of the students within the program.

The Nursing and Healthcare Leadership Program is well-positioned to administer the MHA program. It currently offers the RN-BSN program, a Master of Nursing, and the undergraduate Bachelor of Arts with a major in Healthcare Leadership, a non-clinical course of study. With its existing expertise in healthcare, leadership and accreditation, UWTacoma’s Nursing and Healthcare Leadership program is uniquely positioned to be successful with the new program. Furthermore, with its existing undergraduate leadership program, the MHA will provide a logical degree pathway.

The Healthcare Leadership program shares the University of Washington Tacoma mission to provide upper division undergraduate and graduate education for the diverse citizens of the South Puget Sound region. The program supports the interdisciplinary mission of the campus through teaching and scholarly inquiry. Providing a Master of Health Administration is a logical step to provide learners and community partners with access to this graduate degree in Tacoma. The addition of the MHA will strengthen existing partnerships with the community and assist the program in providing learning environments in which learners build upon their skills and knowledge and continue their professional growth.

Community assessment data:

Between 2008 and 2018, medical and health services management will grow by 16 percent — faster than the national average for all industries, according to the Bureau of Labor Statistics (Jan. 8, 2014). What is driving that growth isan aging population and health-care reform. During the summer of 2012, the Nursing and Healthcare Leadership program held several stakeholder meetings, both at UWT and in the South Sound healthcare community. Agencies and participating executives who were interviewed expressed interest in UWTacoma housing a MHA program include:

In addition, the Nursing and Healthcare Leadership program had 128 returned surveys fromSouth Sound practitioners in workplaces outside of hospitals, including dentists, nursing homes, radiology practices, and UWTacoma BA inHealthcare Leadership alumni.

68 of the 128 responses or 53% of those surveyed indicated they are moderately to very likely to pursue graduate education within the next 5 years.

Of the 28 Healthcare Leadership program graduates in 2013, 4 applied directly for a graduate degree in healthcare and 20 stated they planned to apply to graduate school in the near future.

Preliminary Budget:

  • Briefly describe the required resources and funding sources, including an estimate of new funding required for the program. A comprehensive presentation of the budget will be required in the full proposal.

Two full-time faculty will provide direction and development for the Master of Health Administration program/. The faculty will also teach across programs within Nursing and Healthcare Leadership undergraduate programs and the existing Master of Nursing program. In addition the new program will have 1 full-time staff position.

Faculty salaries:2 @ 90K (plus benefits)

Staff salaries:1 @ 50K (plus benefits)

Operations funding: 5K (phones, computer, etc)

Offices (housing within Nursing and Healthcare Leadership)

TOTAL startup: $235,000
