Introductions / Planning Council
- The meeting convened with quorum at 6:05 p.m. and introductions were made.
Chair Report / M. Reese, Chair
- M. Reese presented the chair report to the council.
- The Planning Council received notice from the grantee that the final award amount for FY2013 has been received. The total amount award is $18,890,016.
- The support office will host training for the Priority Setting and Resource Allocation (PSRA) Conference on July 19 and July 22 at IGS.
- The Executive Committee was permitted to vote on behalf of the council at their July meeting on matters requiring council approval. Please see the Executive Committee minutes for more details.
- The following activities are mandatory for members and proxies who wish to participate in PSRA:
- Attendance at the June and July PC meetings or a signed waiver stating that you have viewed the online versions posted on the Planning Council website.
- Completion of an up-to-date conflict of interest form.
- Attendance at PSRA training, or completion of the take-home version of the training.
- A final decision has not yet been made regarding the planning council support office and technical assistance RFP.
- The PSRA ranking survey will open after tonight’s meeting and will stay open for 24 hours.
PSRA Data Presentations / Panelists
- A. Brown, C. Flynn, D. Spencer, C. Skipper, and Y. Abaineh gave data presentations to the council
- The following points were made by the panelists about the trends in their respective categories and systems of care:
- A. Brown stated in regards to the implementation of the Affordable Care Act that state workers will receive 40 hours of training in navigation and navigators under the peer navigator program will receive 120 hours of training. She further stated that annual out-of pocket spending maximum caps apply to spending for essential health benefits.
- C. Flynn stated that at the national level the following trends in HIV have been observed: a decrease in incidence rates in women and an increase in incidence rates in Black MSM. At the State level, there has been an increase in new diagnoses for people in their 50s and 20s. Overall, there is a gradual decline in new diagnoses in HIV in the Baltimore/Towson MSA and 2.3% of the adult population in Baltimore City is living with HIV.
- D. Spencer stated that the Jacques Initiative approach to the continuum of care involves: outreach, linkage to care, early treatment, and retention/ adherence. He further stated the following trends for clients who receive care at Jacques Initiative: 74% have a history of substance abuse, 84% have no medical insurance, 60% have a mental health diagnoses and 51% do not have permanent housing.
- C. Skipper presented a review of the FY12 clinical quality management and HRSA/HAB performance measures data. She noted that the overall sample of clients was older and in their 50s.
- Y. Abaineh presented the unduplicated client-level data results for 2012. He stated the following trends for the EMA: there is an increase in the number of Hispanic consumers for Part A services; the Baltimore EMA is an aging one.
