Planning Commission Minutes

July 27, 2016

Those in attendance: Vice-Chair Nancy Baird, Commissioner Brian Ewell, Commissioner John Rosenberger, Commissioner Patty Scott, Naomi White, Ken and Marlena Losser, Riley and Sydnie Florence, Casey and Melanie Adams, Mr. and Mrs. Curtis Frei, Legal Counsel Joshua Nielsen, Clerk Lucinda Daley, and Deputy Clerk Meagan Robinson.

Public Hearing to receive comment about the proposed zone change from A-1 agriculture to R-1 residential for the property owned by Ron and Naomi White parcel # 29.030.0048 located at 682 N Main in Genola.

Public Hearing to receive comment on the proposed ordinance # 2016-04 Zoning Lot Frontage Requirement Amendments to clarify that frontage must be continuous.

John Rosenberger made motion to open both public hearings.

Nancy Baird seconded.

All in favor.

Naomi White had questions regarding what is changing with the frontage requirements. John Rosenberger explained what continuous frontage would mean for new lots and for corner lots.

No additional comments.

Brian Ewell made motion to close public hearing.

John Rosenberger seconded.

All in favor.

Discussion and possible action on an A-1 to R-1 rezone permit for property owned by Ron and Naomi White Parcel # 29.030.0048 located at 682 N Main in Genola. Naomi White addressed the planning commission with her proposed zone changes. There is the minimum required frontage and acreage per R-1 ordinance.

Brian Ewell made motion to approve zone change for Ron and Naomi White from A-1 to R-1 and refer to Town Council for review.

Patty Scott seconded motion.

All in favor.

Possible action on the proposed Ordinance # 2016-04 Zoning Lot Frontage Requirement Amendments to clarify that frontage must be continuous.

John Rosenberger made motion to recommend to Town Council for final ordinance approval.

Discussion and possible action on a building permit application for a trailer carport on property owned by Ken Losser located at approximately 556 S 600 W in Genola. Discussion on setback measurements and measurements to all property lines. Planning Commission members requested that the site plan be from an aerial view with measurements showing to all property lines and adjacent buildings.

Nancy Baird made motion to approve building permit for carport on the contingency that all measurements are listed on an aerial site plan.

Patty Scott seconded.

All in favor.

Discussion and possible action on a building permit application for a single family dwelling on property owned by Riley and Sydnie Florence parcel # 44.209.0003 approximately 360 N 150 E in Genola. Discussion regarding front yard setbacks requirement being 60 feet and site plan is not reflecting 60 feet. All other measurements shown correctly.

John Rosenberger made a motion to approve building permit for a single family dwelling with the contingency that the front and rear setbacks be modified to meet requirements.

Nancy Baird seconded.

Discussion and possible action on a building permit application for a single family dwelling on property owned by Casey Adams parcel # 38.454.0004 approximately 416 E 800 S in Genola.

Discussion on existing building location and setbacks. Casey Adams informed the Planning Commission that the existing out building has been stripped out and will only be used as a shop but not for living quarters.

Brian Ewell made a motion to approve building permit application for a single family dwelling for Casey Adams.

Nancy Baird seconded.

All in favor.

Discussion and possible action on a building permit application for a single family dwelling on property owned by Curtis Frei parcel # 38.454.0002 approximately 428 E Park Lane in Genola.

Discussion and review of all setbacks and frontage. Also review of existing buildings and use of private lane.

John Rosenberger made motion to approve building permit application for a single family dwelling for Curtis Frei.

Patty Scott seconded.

Approval of the Planning Commission meeting minutes from June 22, 2016.

Edit where minutes show Joshua Nielsen was in attendance. Legal Counsel was not present at June Planning Commission.

John Rosenberger made motion to approve minutes.
