PROJECT LOCATION / 1 / Project site description:
- Tri Hai industrial cluster belonging to Tri Hai commune, Ninh Hai district. Boders Tan An village in the north, boders provincial highway 702 to the south, boders salt field to the east, borders Tan An stadium to the west .
- Topography of industrial clusters tends to tilt toward the South Eastern to the south (overlooking the sea).
- The status of land use: Arable land, a crops accounts for about 32.3%, housing construction land of 0.51%, 7% of salt field land, natural transport land of 5%,
soil 3.1% cemetery land, remaining land is empty.
2 / Land rent, water rent:
Pursuant to Decree 142/2005/ND-CP dated November 14, 2005 of the Government on land rent and water rent and Decision No. 376/2008/QD-UBND on December 23, 2008 of People’s Committee of Ninh Thuan province and Decision No. 138/2008/QD-UBND on May 30, 2008 of People's Committee of Ninh Thuan Province.
- Exemption from land rent for 15 years from the date of construction that the project is completed and put into operation.

- Located on the roads of Highway 27A to Da Lat and South Highland.
- Nearly raw materials focused on production and processing for agriculture, forestry and minerals.

Topography is strongly separated, uneven soil so investment cost for razing the ground has to be increased.
ADVANTAGES OF PROVINCE AND REGION / 1 / Area: Natural area of 3,360 km2, including land used for agricultural production of 69,704 hectares, 186,928 hectares of forest land, special use land of 14,645 hectares, land in of 3,858 hectares, the remaining vacant land is not used, rivers, streams and rocky mountains of 50,638 hectares.
2 / Population: 582.7 thousand people in 2008, in which Kinhs accounts for 78%, Chams for 12%, the Raglays for 9% and other ethnic groups.

Traffic of Ninh Thuan is quite favorable, which runs
through the National Highway 1A, Highway 27A to Dalat and Southern Highlands, Highway 27B to Cam Ranh, North - South railway and 100% of communes with roads to the town center. In addition, it is near the port of goods Ba Ngoi, one of 10 seaports of the country, from Cam Ranh international airport by just 60 kilometers, so the routes from Hanoi to Phan Rang and Ho Chi Minh City - Phan Rang can go on the day, so it is the favorable conditions to Ninh Thuan.

NOTICEABLE CHALLENGES / 1 / Challenges by geographical location:
- Ninh Thuan province has a tropical monsoon climate with characteristics typical of dry, windy, strong evaporation. Annual average temperature from 26-27oC. Average rainfall of 700-800mm in Phan Rang and gradually increases to more than 1,100 mm in the mountainous areas of the project. Humidity around 75-77%. There are two different seasons: rainy season from September to November; dry season from December to August next year.
- Weather conditions in recent years are unusual, erratic rain, sun affecting production and business activities as well as local residents.
2 / Challenge by economic development level:
- Ninh Thuan province is separated from in 1992 with the starting point of the economy is low, economic growth is not high. Low income, accumulated in the area limited.
- The local economy in recent years has been growing but it is not stable. Economic structure is mainly agricultural.
3 / Challenge the technical infrastructure:
Ninh Thuan province has been implementing the investment project to build and upgrade infrastructure for transportation, electricity, water supply, drainage, communications and environmental hygiene but still missing and are not synchronized. The application of science and technology was slow, science and advanced technology levels are low, social investment in science and technology is not high.
4 / Challenge by the human situation:
- The labor of the province in 2008 is 353.5 thousand people, in which people are working in economic sectors are 285.3 thousand people. In the structure of labor by industry participants, the number of agricultural, forestry and fisheries accounts for 150.5 thousand people, labor - industrial construction accounts for 45 thousand people.
- The number of professionally trained technical workers is still low, accounting for a small proportion of the total social labor (accounting for 20.2%).

Be exempt from import duties for goods imported to
form fixed assets of enterprises as stipulated in Article 16 of Decree 149/2005/ND-CP dated August 12, 2005 of the Government detailing the implementation of export and import taxes.

10% tax rate applied during the 15 years since the start of production and business activities.
3 / Exemption of corporate income tax reduction:
Tax exemption of 4 years, since the taxable income and 50% of payable tax for the next 09 years.
