VACANCY ANNOUNCEMENT

The Ministry of Finance (MoF) through the Planning and Finance Management Capacity Building Program (PFMCBP) is seeking applications from qualified individuals to fill the position of the Program Administrative Support Staff (National) to assist the Senior Program Manager (SPM), among others, in the implementation of the activities of the PFMCBP.

Funded by a grant from the International Development Association and a World Bank administered multi-donor trust fund (with contributions from AusAID, EC, Irish Aid, New Zealand and Norway), the PFMCBP is a coordinated program of targeted capacity building in planning and financial management. The Program started in late 2006 provides technical assistance to sustainably strengthen planning, budgeting, public expenditure management and revenue administration for growth and poverty reduction, with emphasis on efficiency, effectiveness, accountability, integrity, service culture, and transparency. After a successful five years of operation, the program has been extended to for a second extension until 31 December 2013.

The Ministry of Finance is responsible for the strategic management of PFMCBP, through its Consultative Committee on Financial Management (CCFM) chaired by the Minister of Finance. A dedicated Program Implementation Unit is part of the newly established National Directorate for Managing External Support within the Directorate General for Corporate Services of the MoF that is responsible for day-to-day program management and implementation of all external support to the Ministry.

A Supervisory Committee of donors to PFMCBP, also chaired by the Minister of Finance, provides regular oversight on program implementation and achievements. The World Bank is responsible for program supervision, to ensure it is aligned with agreed objectives and financing agreements.

Terms of Reference

Position/Title:Program Administrative Support Staff (PASS)

Reporting to : Program Implementation Officer (PIO) through the Senior Program Manager

Duration: to 31st January 2014

Location :Ministry of Finance, Dili, East Timor

I. Selection Criteria

  • A degree, diploma or trade certificate in Public Administration, Development Studies, International Relations, Economics, Financial Administration, Business Management or any other related field.
  • At least two (2) years work experience performing program and project management and related liaison support activities. Work experience in related field with service-oriented institutions, national and/or international NGO, would be an advantage.
  • Familiarity with systems and procedures observed by the Government would be an advantage.
  • Ability to write and produce simple but comprehensible activity reports.
  • Basic Portuguese and English language proficiency will be an advantage.
  • Computer literate including familiarity on the use of MS Word and Excel spreadsheet.
  • Knowledge and familiarity of basic office decorum.
  • Ability to organize and follow procedures and systems.
  • Strong initiative and motivation to achieve desired results.
  • Willingness to work cordially with other staff, both national and international, working within the Programme.
  • Familiarity on the use and operation of other office equipment such as photocopy machine, fax, etc.
  • Willingness to work for extra hours, as will be required by the PIU-PFMCBP.
  • Ability to work and adjust in a constant changing work-environment.

II. Project Background

The PFMCBP aims to strengthen capacity in the Ministry of Finance for prudent, effective, and accountable planning and management of public finances to promote growth and poverty reduction.Funded by a grant from the International Development Association and a World Bank

There is a dedicated Program Implementation Unit that is responsible for day-to-day program management and implementation which has been integrated into the Directorate General for Corporate Services. A Supervisory Committee of donors to PFMCBP, also chaired by the Minister of Finance, provides regular oversight on program implementation and achievements. The World Bank is responsible for program supervision, to ensure it is aligned with agreed objectives and financing agreements.

III. Scope of Work

  • Assist the Senior Program Manager (SPM) in the implementation of the activities of the PFMCBP;
  • Coordinate with the SPM and all its relevant advisors in the PIU in undertaking regular monitoring and assessment of the activities of Advisers funded by the Programme and other assistance extended to the Government;
  • In close coordination with the SPM, ensure that vital assistance required by the Government are addressed in a timely and judicious manner;
  • Assist the SPM in preparing essential documentations in support of any negotiations work between the Government and the PFMCBP donors;
  • As will be required, represent the PFMCBP, on behalf of the SPM and the Government, during official functions of the PFMCBP in Timor-Leste.
  • Assist the SPM in preparing for the regular coordinationmeetings with the Development Partners of the Programme including sustained information exchange/sharing and during supervision missions;
  • Assist the SPM in the formulation of the Programme Work plan and the regular quarterly report submitted to the PFMCBP donors; and,
  • Perform such other functions as may be required by the PIU-PFMCBP.

IV. Performance Evaluation

The PASS Performance shall be assessed by the Programme Implementation Officer (PIO) through the Senior Program Manager in accordance with the functions and agreed deliverables in the TOR and the performance review framework for advisors and project contractors that has been put in place in the PFMCBP.

There is probation period of three (3) months.
