Pine Valley Home Owners Association Meeting – January 15, 2013

PhilipJolas, the president of the HOA, called the meeting to order. Introductions to all attendees were made. In attendance were:

PhilipJolas – President; Lumi Lathrop – Vice President; RadhikaNath – Secretary; DebbieLosasso – homeowner; Paul Dorr – homeowner; Judy Kunz – homeowner. FaigyGertz, the treasurer couldn’t make it due to a last-minute conflict.

Philip shared with attendees that the HOA is registered with the city and county of Denver Neighborhood Association. This organization alerts the HOA as to zoning issues, programs, events and updates.

Treasurer’s report: $3,677.10 is the starting balance for the fiscal year running August 2012 through July 2013. We spent about $385 on the picnic altogether. $250 went to the tent rental and the rest covered the ice cream, paper goods, water and flyers.

The phone system costs about $50 per month. Phone calls will be made between 9 am and 9 pm in order to not inconvenience home owners.

Paul requested that it would be nice to have ending and starting balances for the home account. The idea of using the monies to improve the neighborhood was discussed which included suggestions such as a club house and a map of neighborhood.

Secretary’s report: Of the 233 homes in PV, 74 are paying dues currently. This is 32%. Long-time residents of the neighborhood suggested that this was a low rate of participation. Dues encouragement strategies and the problem of free-riders was discussed. The phone service is a PSA from which all neighbors benefit and everyone agrees that access to it should not be tied to dues payment. However other ways of making the neighborhood more cohesive and integrated were discussed.

The block captains and neighborhood watch programs were also discussed as something to pursue. This would make the neighborhood safer but also allow us to get to know each other and develop a sense of community.

Philip brought up the issue of the PV HOA website, its hosting site and maintenance issues. He said that he would figure out what needs to happen and follow up. It was decided that because of the HOA committees wish to boost participation in the HOA program, a walk-through and/or flyer campaign would be undertaken in spring when the weather would be more conducive. Based on the timing of this, the phone could be published by late spring or early summer.
