IMPLEMENTING RULES AND REGULATIONS ON

THE GRANTING OF PNPAAAI AWARDS

CLASSIFICATION OF LAKAN AND OTHER AWARDS

Lakan Distinguished Award - is the highest award granted to deserving PNPA Alumni. There shall be ten (10) Lakan awardees every year, adjudged either administrative or operational accomplishments to include other notable performances in the society.

Lakan Class Award - is the highest award granted to deserving PNPA Alumni. There shall be ten (10) Lakan awardees every year, adjudged either administrative or operational accomplishments to include other notable performances in the society.

Lakan Distinguished Award - is the highest award given to deserving PNPA class for having demonstrated the most exemplary performance for the preceding year.

Lakan Institutional Award - is the highest award given to deserving institution, government or NGO for unwavering support extended to the academy, the association, and its members.

Lakan Honorary Award - is the highest award given to deserving PNPAAAIadopted, honorary, or associate members for having demonstrated an exemplary performance in their field or profession that greatly contributed to the accomplishment of the overall goal and objectives of the association. .

Special Lakan Award - is an award given to deserving regular and adopted member who has demonstrated exceptional acts and adjudged as National Awardee by the National Award-Giving Institutions such as the Civil Service Commission, Lingkod ng Bayan or Dangal ng Bayan Awardee, Ten Outstanding Policemen of the Philippines,
Ten Outstanding Firemen of the Year, Ten Outstanding Pillars of Justice, and Outstanding Career Executive Officer of the Year during the preceding year.

LakanService Award - is an award given to deserving PNPA Alumni who has retired from the service whether compulsory or optional, and has rendered remarkable service and reputation to the government and to the community, and to all outgoing Board or Trustees members who have meritoriously served the Board.

Special Recognition - recognition given to those PNPAAlumni who has contributed selflessly for the advancement of the Philippine National Police Academy or the Philippine Public Safety College (PPSC) as the case maybe.

SELECTION COMMITTEE

The Lakan Awards Selection Committee is composed of an elected Chairperson and Co-Chairperson from the presidents of the PNP, BJMP and BFP Alumni Chapters and the President and Chairperson of the Board of Trustees of the Philippine-Chinese Charitable Association, Inc. (PCCAI) or any of their representatives or members. The Board of Trustees shall appoint and select the members of the secretariat.

SELECTION PROCEDURE

A.As for Lakan Distinguished Award (Regular Member)

Class Officers shall convene and select among their members three (3) candidates for the award with representations from each Bureau (1 from PNP Chapter, 1 from BFP Chapter and 1 from BJMP Chapter).

Nomination and endorsement from the Class/Chapter Presidents is encouraged. Endorsement from Non-Government Institution may also be accepted by the committee.

B.As for Lakan Class Award (Institutional)

Nominees for these awards shall be recommended by the present PNPA Director or by the present PNPAAAI Chairman of the Board of Trustees.

C.As for Lakan Distinguished Award (Regular Member)

  1. If nominee is an adopted member, he/she shall be recommended by the Class President.
  1. If nominee is an associate member, he/she shall be recommended by the present PNPA Dean of Academics and endorsed by the PNPA Director.
  1. If nominee is an honorary member, he/she shall be recommended by the PNPAAAI Chairman of the Board of Trustees.

D.Special Recognition

Special recognition shall be recommended by the present President of the Philippine Public Safety College or the PNPA Director as the case maybe.

MECHANICS/PROCEDURE

1.Announcement for the search shall be published in publications or widest circulation not later than the last day of November of the period under review.

2.Submission of nominees shall start on December 01 and shall end on the 15th day of February of the period under review or as the committee will determine.

  1. Two (2) copies of the compendium of write-ups and other supporting documents must be submitted to the Chairperson of the Lakan Award Committee at the PNPAAAI office located at Unit 203, Regalia Park Tower Suites, #150 EDSA corner P.Tuazon St., Cubao, Quezon City

Following table shows the required contents of submission documents:

  1. Endorsement from the Class or Chapter President (for individual award)
  2. Personal Data Sheet (with 2 x 2 picture)(for individual award)
  3. Operational Accomplishments with pictorials.
  4. Administrative Accomplishments with pictorials.
  5. Community Outreach Programs and Accomplishments with pictorials.
  6. Performance Evaluation Ratings duly signed by the PERC Chairman (for active PNP, BMMP and BFP members only)
  1. Panel interview for nominees shall be scheduled on the third week of February of the current year either in person or via teleconference or any other mode at the Committee’s discretion.
  1. Committee deliberation shall be set on the first week of June of the period under review.
  1. Publication of Awardees shall be set on the second week of March of the succeeding year. Additional Awards in the form of cash prizes or other memento may be extended at the Committee’s discretion.
  1. There shall only be one (1) design to be used for all plaques and trophies.

QUALIFICATION OF NOMINEES AND CRITERIA FOR JUDGING

  1. Nominees must be a member of good standing as member of the PNPAAAI
  1. Operational and administrative accomplishments shall be reckoned from December 01 up to end of November the following year.
  1. Numerical points for rating shall be distributed as follows:

DATE OF AWARDING

Unless declared by the Board of Trustees, above-mentioned awards shall be given during the Annual Grand Alumni Homecoming.

EFFECTIVITY. The foregoingamended Implementing Rules and Regulations shall take effect upon approval.
