Pharmacy Board Consultant

The Office of Professional Regulation, a division of the Office of the Vermont Secretary of State, is seeking proposals from qualified individuals to provide professional services on a contractual basis.

Scope of Work:

Provide the technical, expert consultation services required for the Board of Pharmacy to license and regulate the practice of pharmacy in Vermont in support of the Board’s public protection mission. Provide the guidance and technical support to the Office of Professional Regulation required to regulate the practice of pharmacy in Vermont.

Work is performed collaboratively with the Board of Pharmacy and its support staff of the Office of Professional Regulation to ensure the statutory mandates and rule requirements are met. Functions include consultation through oral and written communications on licensing, disciplinary, and inspection issues, as well as in response to appropriate pharmacy practice questions from licensees or the public. Assignments will come from the Director of Professional Regulation, the Board of Pharmacy, and staff.

Consultant Qualifications (required):

· Licensed or eligible for licensure as a pharmacist which includes the requisite education (either B.S. or Pharm. D. degree in Pharmacy, and examination credentials for licensure)

· Pharmacist license has never been suspended or revoked by any board of pharmacy

· Experience in the practice of pharmacy

Consultant Qualifications (preferred):

· Knowledge of laws and regulations related to regulation of pharmacy professionals

· Experience in a regulatory environment

· Bachelors or Doctorate degree from anACPE accredited college of pharmacy

· Experience with the legislative process and regulation promulgation process

· At least five years experience in the practice of pharmacy with some retail/community experience and some hospital or long-term care experience

· Extensive and comprehensive knowledge of pharmacy practice in community, hospital, and long-term care practice

· Experience reviewing pharmacy education transcripts

· Experience communicating with legislators and the press

· Experience in planning, developing proposals, and managing budgets

The Consultant contractor must be able to perform work from home and from the client location (City Center Building, 89 Main Street, Montpelier, VT) during normal business hours (7:45 am to 4:30 pm). The contractor must be available 10-20 hours per week (up to 1040 hours) for the duration of the contract. The hours will need to be somewhat flexible at first, until we complete one annual cycle with this newly created role. The period of this contract will be one year.

The Consultant must be able to independently review and prepare reports on assigned work, communicate effectively through oral and written reports, and complete deliverables within agreed-upon deadlines.

The contractor will be provided with access to required records. As a general rule, all records will remain at the client location at all times. The contractor will not be provided with administrative or secretarial support.

The contractor will be required to provide a certificate of insurance for general, professional and auto liability:

Insurance: Before commencing work on this Agreement the Party must provide certificates of insurance to show that the following minimum coverages are in effect. It is the responsibility of the Party to maintain current certificates of insurance on file with the state through the term of the Agreement. No warranty is made that the coverages and limits listed herein are adequate to cover and protect the interests of the Party for the Party’s operations. These are solely minimums that have been established to protect the interests of the State.

Workers Compensation: With respect to all operations performed, the Party shall carry workers’ compensation insurance in accordance with the laws of the State of Vermont.

General Liability and Property Damage: With respect to all operations performed under the contract, the Party shall carry general liability insurance having all major divisions of coverage including, but not limited to:

Products and Completed Operations

Personal Injury Liability

Contractual Liability

The policy shall be on an occurrence form and limits shall not be less than:

$1,000,000 Per Occurrence

$1,000,000 General Aggregate

$1,000,000 Products/Completed Operations Aggregate

$ 50,000 Fire/ Legal/Liability

Party shall name the State of Vermont and its officers and employees as additional insureds for liability arising out of this Agreement.

Automotive Liability: The Party shall carry automotive liability insurance covering all motor vehicles, including hired and non-owned coverage, used in connection with the Agreement. Limits of coverage shall not be less than: $1,000,000 combined single limit.

Party shall name the State of Vermont and its officers and employees as additional insureds for liability arising out of this Agreement.

Professional Liability Insurance Coverage: In addition to the insurance above, Contractor agrees to procure and maintain professional liability insurance for any and all services performed under this Agreement, with a minimum coverage of $1,000,000 per occurrence.
