Introduction

Petersfield is a market town with a population of 15,000 population, situated in Eeast Hampshire. It is entirely located within an Area of Outstanding Natural Beauty, has 2 conservation areas and is within the proposed new South DownsNational Park. It is a popular commuter town, lso 1 hour from London by train. Add reference to Sheet village too? (has its CA been included in reference above). A map of the geographical extent of the project area is attached as Annex I of this brief.

Administration is via Petersfield Town Council, East Hampshire District Council (EHDC) and Hampshire County Council (HCC).

In 2004 Petersfield Tomorrow, a community group, was formed.A Market Town Health Check was carried out in consultation with local community, publishing results in 2006. This identified key issues which were of concern to residents, such as the “natural environment” and “the special character of Petersfield”.

This is now being followed by the development of a Petersfield Town Design Statement (TDS) over the next 12 – 18 months, and it is with regard to assistance into theon production of ing the TDS that this brief has been produced. This is one of 4? Working groups under umbrella of new Petersfield Town Partnership.

Whilst this brief is being written for a piece of work connected with the entire project, it is envisaged that the project will be split into separate parcels of work.

Aim of the project

The group is clear that it wishes to ensure that the Petersfield TDS is adopted as a Supplementary Planning Document (SPD), as part of the East Hampshire Local Development Framework. It is therefore important that steps are taken from the outset of the project to fully engage the District Council, local architects and planning agents, the County Council, as well as the entire Petersfield and Sheet cCommunity, particularly the young, who will benefit from the TDS in the future.

Objectives

This project is for the appointed consultant to provide:

  • best practice advice through training of the group producing the TDS,
  • guidance on gathering material,
  • guidance on the completion of a sustainability appraisal
  • guidance on the production of the TDS.

Concurrent with this project EHDC is developing its own Statement of Community Involvement and it is essential that the TDS project, both before and after completion, is fully engaged with this.

Deliverables

The successful consultants will be required to undertake the following work:

  1. An initial meeting with the Town Character group of Petersfield Tomorrow who have responsibility for the production of the TDS.

1.1.Identify any outside help, financing or assistance that may be available (some finance is already in place – details available on request), given Petersfield’s unique characteristics.

1.2.Conduct a training session for all of those involved in the TDS process – a suggested date is Saturday March 24th, 2007.

1.3.Assistance with the development of a community workshop to be held that will identify main issues to be addressed, how to define neighbourhood and/or character areas and interest/topic groups to tackle each parcel of work.

1.4.Advice on best practice for gathering material, particularly how to ensure effective community involvement and how impact of TDS could subsequently be monitored by the group and EHDC (through their Annual Monitoring Report).

1.5.Attendance at a meeting to analyse the data received.

  1. Advice, and potential assistance, on the completion of a sustainability appraisal.
  1. Advice, and potential follow-up assistance, in the final production of the TDS, and its adoption as a SPD, o. Of an extent and nature to be agreed with successful consultant.

Timescales

A project plan is currently being prepared, a draft of which will be available for discussion with the successful consultant at the start-up meeting.

Adherence to Relevant Guidance

It is essential that the advice provided is consistent with the latest government and other relevant published guidance on the preparation of Town Design Statements and Supplementary Planning Documents, including ass associated processes such as Sustainability Appraisal (SA) / Strategic Environmental Assessment (SEA). A list of the group’s references to date is available on request.

Copyright for any written report and other similar documentation of consultants input will rest with Petersfield Tomorrow, which may include display on its website.

Draft Report & Progress Reporting

WIndicate work will be subject to regular progress reporting throughout its duration, allowing elements of the work to be fed into the Local Development Framework prior to the completion of the final study if necessary.

  • a suggested detailed work programme;
  • details of proposed approach and methodology, demonstrating compliance with relevant guidance;
  • proposed fee including daily rate for preparation and delivery of any follow up assistance and stages at which payment will be required;
  • general information regarding the practice and confirmation of who would project manage and carry out the main body of the study details of the consultancy’s experience in this field, including any named examples of similar recent work undertaken;
  • referees details for similar work
  • legal status - if you are a sole trader (please advise of principal office address) or a limited company (please advise of company registration number and registered office address);
  • who would carry out the work within your organisation and who would project manage, and their qualifications details of level of insurance cover – Public Liability, Employer's Liability and professional indemnity and renewal date;
  • details of health and safety working practices / policy
  • references from organisations for whom you have carried out any similar work
