Person Specification - Director of Social Services, Health and Housing

It is acknowledged that not all applicants will possess all of the following person specification characteristics. What is of critical importance to the Council is that individuals who are interested in this role can evidence all the key personal qualities which will be required to effectively deliver the requirements set out in the job description and the Council’s priorities as set out in this document.

Experience and Background

1.  Recent local authority experience of operating at Director-level.

2.  Recent relevant experience of managing Children’s Services.

3.  A track record of achievement in both strategic and operational management, able to demonstrate evidence of successful delivery of major policy and change programmes.

4.  Experience of leading high-level partnerships that deliver improved outcomes for the users of services and citizens generally.

5.  A clear understanding of the Government’s agenda for Local Government, particularly in relation to Social Services, Health and Housing.

6.  An understanding of key legislative policy and best practice issues in relation to Social Services, Health and Housing.

Management Skills

1.  Able to successfully align service improvement and change programmes to wider corporate and strategic partnership objectives.

2.  Able to combine high level strategic planning, financial management and people management skills with an in depth understanding of the operational imperatives in delivering safe and effective services.

3.  Able to work with all relevant Heads of Service to translate strategic objectives into practical implementation plans.

4.  A commitment to the continuous improvement of the Council’s services, recognising the role of performance management as a key driver in improving outcomes for service users.

5.  An appreciation of, and confident approach to, risk management in the context of high profile, public-facing services.

1.  Outstanding communication and influencing skills.

2.  Able to champion the values, goals and aspirations of the Council, with particular regard to social services, health and housing matters.
