The following comments were generated from permit review. Any questions or concerns regarding the following should be directed to the reviewer at the phone number provided above.
1. This permit is for a contractor’s service in the I-1 Zone. Is the applicant occupying the entire building or only a portion? If only a portion is to be occupied then the total area to be occupied under this permit must be provided. 5/8/13 – Per applicant’s email he is occupying 6,600 s.f. out of a total gaff of 11, 493 safe. The parking schedule on the site plan must clearly indicate the gfa of the building as well as the gfa of each user/tenant. However see additional comments generated below on 5/8/13.
2. An updated parking schedule of all uses on the building by unit/suite number, gross floor area, and use must be provided. 5/8/13 – The parking schedule must be revised to label the use as a contractors service with interior storage (or outdoor storage see comment 3 below) and calculate the parking at one parking space for every 500 square feet gfa for each occupant in the building. A twenty percent reduction may be applied per Section 27- 572 of the Zoning Ordinance since there are at least 2 uses in the building. Loading must be calculated for use/user in the building. A loading schedule must be provided. A contactors service requires one loading space per 2,000-10, 000 s.f.
3. Is outdoor storage of materials or equipment proposed? If so the limits of the outdoor storage must be clearly shown on the site plan. Outdoor storage cannot be visible from the street in accordance with Section 27-469© of the Zoning Ordinance. 5/8/13 – Per the applicant’s email he has indicated that there will be no outdoor storage. Aerial photos do show shipping containers and some outdoor materials. If these are still on the site then there is outdoor storage which must be labeled accordingly and screened from the street Section 27-469© of the Zoning Ordinance. If the outdoor storage has been removed from the site then a note must be provided on the site plan that there is no outdoor storage.
4. Permit 7315-2005-U was approved for Prestige Towing for vehicle storage in the rear of the property. Is this tenant still there? If so this storage area must be shown on the site plan. 5/8/13 – Per the applicant this use no longer occupied the property.
5. The applicant submitted a 1969 building location survey drawn by Greenhorne & O’Mara which does not provide any zoning data, parking or loading spaces, parking schedule, etc and therefore it cannot be used for the review of this permit. A copy of the prior approved plan for this property approved under permit 7315-2005-U, 10843, 10520, and 10524-90-U may be used with an updated parking schedule. Otherwise a new site plan containing all required information per Section 27-254 of the Zoning Ordinance must be submitted. 5/8/13 – The applicant has submitted a new site plan of the property. See comments generated on 3/8/13 below after the review of the revised plan.

5/8/13 – These additional comments were generated after the review of revised plans:
1. There are 2 sheds shown on the site plan within existing that were not shown on the prior site plan. Per aerial photos one appears in 2007 and one appears in 2009. There are no permits for these structures. Building permits will be required. Also since the total gfa of these two structures is 1,920 s.f. which is greater than 10% of the existing building gross floor area, the site will be subject to the Landscape Manual and current requirements of the I-2 Zone. Landscape plans must be prepared and sealed by a landscape architect registered in the State of Maryland.
2. The height of all buildings must be provided.
3. Building setbacks must be provided for the 2 sheds.
4. The gross floor area of the sheds must be provided and included in the overall gross floor area of the site and within the parking and loading schedules.
5. The type of all existing fences must be labeled on the plan.
6. The centerline and proposed right of way of Southard Drive must be provided.
7. At least 10% of the net lot area shall be maintained as green area per Section 27-470(b) (2) of the Zoning Ordinance. These calculations must be provided on the site plan as well the green area to be provided.
8. The recorded 30 foot building restriction line per Record Plat 71@46 must be labeled on the site plan.
9. A ramp or depressed curb for the parking spaces for the physically handicapped must be provided on the site plan.
10. The date of construction of the original building and parking must be provided on the site plan which is 1969. This allows the grandfathered parking and loading spaces in accordance with Section 27-584.
11. The applicant must contact Ernest Fields with the Environmental Planning Section at 301-952-4312 regarding compliance with the Woodland and Wildlife Habitat Conservation Ordinance which must be addressed at time of building permit.
