Performance and Projects Officer

Main Purpose of Job

Development and delivery of project management services and effective performance management processes.

Main Duties

  1. Review performance management processes and data (i.e. performance data and external reviews) to identify potential areas of improvement in council services. Prepare recommendations for CorporateManagement Team and Committees regarding possible solutions.
  1. Facilitate and/or carry out corporate reviews as directed by Corporate Management Team and/or the, Performance and Projects manager and make recommendations on possible improvements/changes as necessary.
  1. Provide project management, performance management and risk management skills and support to Heads of Service and Operations Managers throughout the Council.
  2. Support the Performance and Projects Manager by contributing to the production of corporate publications, including the Corporate Plan, and Service Group business plans.
  1. Contribute and influence the development of the Council’s Performance Management Framework including the development and support of the Councils’ Performance Management and Risk Management Systems.
  2. Undertake desktop research for the purpose of identifying areas of best practice in other local authorities to utilise as exemplars.
  3. Act as the councils contact with external inspection teams and provide onsite support.

Corporate Support

The Corporate Support service area delivers the following functions for the Council:

Performance & Projects

The combined team embeds the Corporate Plan throughout the council and facilitates the delivery of effective business, operational and strategic plans as part of the IBC culture.

The section provides guidance on improved performance across the organisation.

It is responsible for the production of the Corporate Plan, Project & Performance Management practice and procedures and the Risk Management Strategy. The team also enhances the capacity and capability of the council to manage effectively and to deliver successful projects and programmes.

Performance & Projects identifies opportunities for service reviews, projects for “Invest to Save” funding and collects project status data for CMT. It also undertakes peer reviews of projects to improve delivery.

Performance and projects also includes Elections and the External funding functions:

The Elections team is responsible for undertaking the organisation of all Parliamentary, European and Local Elections and Referendums, including the arrangements for staffing, premises, equipment, payments and accounting procedures, all in strict compliance with the relevant statutory provisions. The External funding resource identifies appropriate sources of external capital and revenue funding to be used to support the delivery of the Councils projects and programmes.

Communications & Marketing

Communications & Marketing is responsible for promoting the services and achievements of Ipswich Borough Council and also covers corporate design and brand guidelines aswellas copying and printing.The team also runs the photographic service for use online, on social media and in the Council’s Angle newspaper and other publications.

Communications & Marketing is divided into three main functions:

  • Corporate Marketing – using established budgets to manage all marketing activity across the Council and managing all social media activity and the Ipswich Direct e-messaging service. The priority for marketing is to generate income and awareness of frontline services.
  • Digital / online services – responsible for editorial content and updates on the corporate website and other spin-off service area websites.
  • Design and Print – producing all graphic design for publications and online use, providing a complete copy and printing service (both in-house and procurement for specialist printing needs) and a copier maintenance service.

Community Engagement

The Community Engagement team has three main functions:

  • The Council has five Area Committees providing consultation, community funding and decision-making in a way that is accessible to the public in each community. The team services the committees, providing support for councillors and managers.
  • The team gives community organisations practical advice and support to enable them to pursue successful projects and to apply for financial support through the Community Cash Grants. Neighbourhood Partnership Groups bring together statutory services and local organisations to share intelligence and action on local issues.
  • The team supports the Council’s responsibilities for Equality & Diversity through guidance to staff undertaking Equality Impact Assessments on Council decisions. The Equality Panel brings together representative groups as an advice forum for major projects and local decisions.

Corporate Health and Safety

The Corporate Health and Safety team is responsible for the development and implementation of health and safety programmes, management advice and guidance to all employees and business units across the council. The main functions include:

  • Supporting the senior management team to achieve strategic objectives by building a sound system of internal controls in respect of health and safety.
  • Providing advice and information to enable employees in all Departments to complete and implement risk assessments, workplace inspections and maintain safe working environments.
  • Responding to incidents, carrying out investigations, making statutory reports and maintaining auditable records of implementation to ensure that lessons are learnt for continuous improvement.
  • Reporting to the Health and Safety Committee and the Corporate Health and Safety Group.
