Sailing Instructions

1.  Rules: This race is governed by the Racing Rules of Sailing, 2013-2016, the prescriptions of U.S. Sailing (except as modified here or by class rules), and by these Sailing Instructions. It is strongly recommended that all boats comply with the Minimum Equipment and Safety Recommendations of the YRA of Long Island Sound for Category C dated 3/31/14.

2.  Skippers Meeting: Skippers of boats intending to race to Price Bend should attend the Skippers Meeting which is to be held at 1000 hrs on Saturday, June 21 on the PYC Junior Porch or notify the Race Committee Boat of their name and sail number prior to the start. The Race Committee monitors VHF channel #69.

3.  Divisions: All yachts shall compete in Division II (no spinnakers) and shall use their current non-spinnaker PHRF rating.Three or more boats are required to start a race.

4.  The Course: The course will be either “Course A” or Course “B” (See below)

A preliminary decision as to which course will be sailed will be made at the Skippers Meeting (1000 hrs on the Junior Porch). However the Race Committee may elect to change the selection if weather conditions warrant. The choice of course will be indicated by the appropriate letter (A or B) being displayed in the course board on the Race Committee Boat.

The start for both Course A and Course B will be between a white flag on the Race Committee Boat and the nearby Pequot YC Racing Mark A. The start will be at 1130 hrs or when all boats are assembled.

Course “A”

001 -Start at PYC “A” mark outside Southport Harbor

002 - R”24” Bell, leave to Starboard

003 - G “11B” Gong, leave to Port

004 - Finish at R “8” Bell (take your own finish time when within 100 feet of bell and the bell bears 270 degrees magnetic. Report finish time (GPS time) to acting Fleet Captain on Ch. 69 )

The race distance is 12.93 miles.

Course “B” (Shorter!)

The finish will be at Buoy G“11B” (LAT N 41º00.009 LON W 073º23.699), (2.6 miles NNE of Eaton’s Neck) Yachts shall take their own finish times (according to GPS time) when they pass within 100 feet of the buoy and it bears 140º mag.

The race distance is 8.19 miles

Important Note for Courses “A” and “B”

“G”, Green Bell Buoy G”1” off Georges Rock and “K”, an Orange shape 0.4 NM south of Frost Point (LAT N 41º06.491 LON W 073º18.495), must both be passed on the channel side. Other marks may be ignored, consistent with good seamanship,

5.  Protests: The Race Committee does not anticipate ANY protests. In the unlikely event of there being one, a boat protesting another boat or requesting redress shall comply with the requirements of RRS part 5. Additionally, such boat shall notify the Race Committee or the acting Fleet Captain (to be identified at skippers meeting) at the earliest time possible after finishing or withdrawing from the race. This modifies RRS 61.1. Protests involving an alleged breach of a rule of Part 2 of the RRS will have a short arbitration hearing at Pequot YC on Sunday, June 19 prior to a protest hearing. After a written protest is properly lodged, one representative from each boat will meet with the arbitrator. No witnesses will be allowed. Unresolved arbitration will be passed along to the Protest Committee at a later time. Therefore, the opinions of the arbitrator and the decisions made during arbitration cannot be grounds for redress or be appealed. A boat that accepts fault at the arbitration hearing shall receive a penalty score of 40% of the number of boats entered in her Division (rounding .5 upwards) added to her finishing position, except that she shall not be scored worse than DSQ. The scores of other boats shall not be changed: therefore two boats may have the same score.

6.  Withdrawal: A boat withdrawing from the race shall report its withdrawal to the Race Committee or to the acting Fleet Captain (Ch. 69).

7.  Time limits and Scoring: There is no time limit. Boats will be awarded finish positions based on their corrected elapsed time using PHRF time-on-time. To calculate corrected times with PHRF Time on Time racing we multiply the boat’s actual elapsed time by the Time Correction Factor (TCF). To calculate each boat’s TCF: TCF = 650 / (550 + PHRF handicap) To calculate corrected time: Elapsed Time x TCF = Corrected Time

8.  Sailor’s Responsibility: By participating in racing, a sailor acknowledges that he or she is solely responsible for his or her own safety and that of the crew and boat; that he or she represents that the boat and its equipment are in sound condition and all required safety equipment is aboard, accessible for use and in operable condition; that the decision to race, not to race, or to withdraw after starting is solely his or hers; and he or she hereby releases the organizing authority, its officers, trustees, and all members of the Race Committee, whether or not members of the organizing authority, from any and all liability or claims for personal injury or property damage or death resulting from participation in this event to the fullest extent permitted by law.
