Inyearspastwiththeguidanceofstakeholders,DDSestablishedasetofoutcomesthatrepresentsystemexpectationsandthatformthebasisforevaluatingthequalityofservicesandsupports.Thiscanhelpcreateamore“holistic”pictureofthequalityofsupportswithintheDDSsystemandtohelpidentifyareasthatmaybecomethefocusforqualityimprovementinitiativesandactivities.
2. Wheredoesthedatacomefrom?DatafortheQAbriefscomefromavarietyofqualityassuranceprocessesinwhichDDSisroutinelyengaged.Relationshipdatausedinthisbriefcomefromthefollowingtwosources:
LicensureandCertification: DataarecollectedthroughroutinelicensureandcertificationprocessesbywhichprovidersofcommunityservicesarelicensedandcertifiedbyDDStoprovidesupports.Dataarecollectedon-sitebyateamoftrainedQualityEnhancementSpecialiststhroughinterviewswithstaff,families,andservicerecipientsaswellasreviewsofdocumentationandobservationsofresidentialand/orday/employmentservices.Thegoalofthislicensureandcertificationprocessistoensurethatprovidersmeetanacceptablelevelofquality,thatessentialsafeguardsforservicerecipientsareinplace,andthatoutcomesforspecificservicetypesareachieved.Thedataarecollectedtoinformwhethertheproviderhasmetornotmeteachstandardandresultsarerestrictedtothesetworatingcategories.
NationalCoreIndicators(NCI):TheNationalCoreIndicatorsisacollaborationbetweentheNationalAssociationofStateDirectorsofDevelopmentalDisabilities(NASDDDS),HumanServicesResearchInstitute(HSRI),andparticipatingstates.MassachusettsDDShasbeencollectingNationalCoreIndicatorsdatasince1999,with44statesplustheDistrictofColumbiacurrentlyparticipating.NationalCoreIndicatorscollectinformationaboutoutcomesofsupportsandservicesfromarandom,representativesampleofpeoplewhoreceivepaidsupportfromMADDS.Thereportedindicatorsandoutcomescomefromface-to-faceinterviewswithpeoplewhoreceiveservices(theconsumersurvey).
Outcomesarereportedinareasofemployment,choice,rights,communityintegration,relationships,satisfactionwithsupports,health,andsafety.Publiclyavailabledataarereportedatthestatelevel,canbecomparedtoaveragesofallparticipatingstates,andallowforareviewofoutcomesforpeoplebyvariousindividualandservicecharacteristics.
