A record twenty nine participants took part in this12th meetingand included7new faces. On arrival everyone was given a handful of deals that remain outstanding and asked to find out from the relevant participants if progress had been made on them. Once formal proceedings started, everyone was warmly welcomed and given a quick introduction to the programmebefore brieflyintroducing themselves to each other ahead of the usual round of forming groups and getting stuck into lunch preparation,taking the opportunity to learn more about what each other does and find potential joint working links.

Lunch was followed by sharing‘deals going down’ and checking progress on ‘deals that went down’ at the last meeting.

An amnesty on deals that might have gone down

During each session we check back against deals made at the last. If no-one is present to report on progress they area added to the outstanding list. At the start of this session we asked everyone to check some of the outstanding deals to see whether or not they had been completed, some remain unknown while others were re-categorised as completed or not.

Green Mapping – revisited

Delyth Higgins and Dai Power from Sustainable Swansea @ The Environment Centre presented participants with the current draft of the Penderry wards’ Green Map along with the key for symbols included. They asked participants to verify the entries for accuracy and add anything missed. This provided an interesting double check and measure of progress for participants who were present at the introduction to Green Mapping,at our 6th meeting in April 2014, many of whom offered venues, access to local residents and computer equipment to support the development of the map. The map should be finalised by the end of March.

CREES Community Renewables and Enterprise Scheme

Graham Ayling from the Energy Saving Trust (EST) with his colleague Sue Ansell and Chris Small from City and County of Swansea’s Sustainable Development Unit introduced the Council’s CREES scheme. Graham explained that the scheme had been identified by the council and that it was keen to develop it for community involvement and benefits in target areas, it planned to do this by placing PV panels on the roofs ofsuitable public buildings in the first phase and council houses in the second. A feasibility study had already looked at the technical aspects of doing this and EST has now been commissioned to carry out stakeholder engagement to shareholders reaping dividends at the other. Ultimately the council would decide on the model and to inform that, it was ESTs job to independently gauge the appetite within the community for the various forms of ownership and identify individuals who wished to get involved. It planned to hold a series of focus groups with stakeholders in Swansea e.g. for those currently working in the renewables sector, credit union and for those living in target communities who maybe interested in governance and/or share ownership. The Repowering London model, which is driven by economic and social need rather than anything technical, was a great influencing factor, (see: A workshop/focus group was planned for March to discuss this in greater detail and everyone was invited to come along and to publicise it as widely as possible to members of the community who would be interested in taking part (it is about shareholding and governance not the technicalities of PV). Details of the meeting will be circulated to all in the provider forum (early diary marker - meeting to take place Mon 16 March, pm, details to follow).

In the discussion that followed, a number of useful suggestions were made:

Debbie Jones C1st suggested that they prepare a few statements and questions which she could post to the BPP Development Trust’s facebook group – in a similar way to the foresighting questions that she had been working on with Chris and others as part of the Wales We Want big Conversation.

  • Promoting it to and through C1sts Prosperity worker (Andrew Pompa) was suggested as he currently works with residents regarding fuel poverty, credit union development and debt issues.
  • Swansea Community Farm was interested in being part of the scheme and hosting PVs as it had explored doing so in the past.
  • Both Swansea Community Farm and Playright expressed interest in the community benefit aspects of the scheme as both ran projects in the area that were dependent on programme funding.
  • Swansea Community Farm offered meeting space to progress discussions on CREES.

Updates

Jerry Griffiths from Natural Resources Wales’ Tawe Place Project updated everyone on the outcome of December’s meeting along with a number of environmental agencies and charities, the local authority and Cynefin. As well as the pond a number of other initiatives had been identified and the group was keen to incorporate routes for cyclists/horse riders/walkers in the area, taking in viewpoints and sites of historical interest as well as planting low maintenance and diverse groundcover and new forestation.All present were again asked to consider opportunities to engage local residentsand to contact Jerry Griffiths NRW or Victoria Bancroft Cynefin

  • Communities First and Sustainable Swansea will link up to complete the Green Map
  • Sustainable Swansea and Penlan Library are offering digital photography classes, starting next week at the library
  • Community Connector and Men’s Sheds to meet to discuss development opportunities
  • Gwalia to send promotional material for a visit to The Vetch Community Garden on Sat 31 Jan to Communities First for wider distribution
