BASIC FUNCTIONS:

Provide wraparound intensive services (WISe) to youth and families with complex behavioral healthcare needs, within the home and community environment. WISe is intended to facilitate greater care coordination of services and supports throughout the system of care, to maintain children safely in their home and community. WISe services are strength-based, individualized and emphasize youth and family voice in the planning, delivery and evaluation of services. The WISe Family Partner provides peer support services to youth and their families. Works with the WISe Team, comprised of youth, parents/guardians, other natural supports and professionals. Services include, but are not limited to, providing a role model to WISe youth and other family members and participation in Child and Family Team activities. Work cooperatively and effectively with the public and other employees. This is a non-exempt, unionposition.

QUALIFICATIONS:

  1. Possess a valid State of Washington issued credential to practice as a counselor, without restriction, probation, or limiting condition or threat thereof, or proof of application must be provided within 30 days of beginning employment.
  2. Hold certification as a Washington State Peer Support Counselor, with willingness to acknowledge ‘lived experience’ to consumer and others, as appropriate.
  3. High school diploma or equivalent. Prefer Bachelor’s degree in counseling or related field.
  4. Completed a Peer Counselor WRAP training with wiliness to complete additional WRAP trainings.
  5. Able to demonstrate insight, accountability and be proactive with own recovery, to best serve clients, agency integrity, as well as an ambassador of the Peer Recovery model.
  6. Have high level of flexibility and accessibility, to include ability to work evenings and weekends to meet the needs of youth and families where and when they need support.
  7. Must be able to handle stressful and crisis situations tactfully and appropriately.
  8. Have a strong understanding of Wraparound Intensive Services
  9. Have excellent interpersonal and communication skills with ability to work with individuals on a one-on-one basis or collaboratively as part of a team.
  10. Demonstrate clear respect for consumer rights and dignity.
  11. Must be able to exercise discretion and independent judgment in all areas of job performance including adherence to appropriate professional boundaries, ethics, accountability and strict confidentiality practices regarding client activities and documentation.
  12. Must possess a valid driver’s license.
  13. Must successfully pass a background check, a driving record check and a pre-employment physical.
  14. Is not a State or Federal (OIG) or System for Award Management (SAM) excluded provider, in any capacity for the Medicare, Medicaid, and all Federal health Care programs.
  15. Possess a valid National Provider Identification Number (NPI), or proof of application must be provided within sixty (60) days of beginning employment.
  16. Have proficient written skills and be computer literate (able to use applications such as MS word, email, internet and able to type 20-25 WPM).

ESSENTIAL JOB FUNCTIONS:

  1. Abide by ethical standards developed by the appropriate professional associations, this County and Agency, for Peer Counselors. Although not inclusive these standards require you to respect clients, maintain client boundaries and confidentiality.
  2. Maintain professional credentials required for the service being provided. Including CEU credits as needed to maintain credentials.
  3. Complete all training required by the WAC and RCW’s within the required time frames, to include approved WISe trainings, Peer Counselor, CANs certification and other agency approved trainings for professional development; provide training to staff as requested.
  4. Be familiar with and follow the laws of the State of Washington and the Federal government as they pertain to mental health practice.
  5. Be familiar with and follow Agency and County Personnel Policies and Procedures.
  6. Be familiar with agency contracts and Interagency Agreements that pertain to clinical practice.
  7. Be familiar with the Washington State Children’s Behavioral Health Principles and the Washington State WISe Program, Policy and Procedure Manual.
  8. Have good understanding of WISe model and be able to articulate purpose and scope of WISe services to the level of understanding of the youth/families served and allied WISe partners.
  9. Maintain records in accordance with statutes, contractual requirements and Agency policy.
  10. Provide services that are accessible at times and locations that best support youth/family members.
  11. Work collaboratively with WISe team members, the Child Family Team members and other cross system partners.
  12. Provide a positive role model to WISe youth and other family members and actively participate in Child and Family Team activities.
  13. Represent the voice of the youth and family, assist in the development of self-advocacy skills.Assists youth in developing community and natural supports that will provide ongoing support when formalized WISe services have ended.
  14. Be available to WISe youth in person, by phone, text and/or other agency approved social media.
  15. As part of a WISe team, provide crisis services supports, to include after hours.
  16. Practice appropriate crisis intervention skills.
  17. Respond to WISe assigned family, by phone, within 15 minutes
  18. Respond to WISe assigned family, for face-to-face services, within 2 hours.
  19. Refer individuals for follow up services as needed.
  20. Have fundamental understanding of psychiatric disorders, medications, counseling and other EBPs.
  21. Provide case management, referral and coordination with allied treatment providers, to include Mental Health Professionals, psychiatrists, IEP coordinators, and other community based agencies.
  22. Attend regular supervision with the Clinical Director and/or WISe Supervisor. Respond to requests from supervisors in a timely manner and use time effectively.
  23. Participate as a team member of this Agency by attending staff meetings and actively participating in agency meetings.

  6. Encourage and participate in community networking. Support treatment team meetings developed by other agencies. Attend community meetings as requested and approved by supervisors.
  7. Provide education and insight to peers about the impact of illness and identification of recovery goals. Model self-management behaviors, coping skills, and recovery tools. Maintain working knowledge of current recovery trends and developments in the behavioral health field.
  8. Perform other duties and assignments as requested by the Director or Clinical Director.

WORKING CONDITIONS:

Work in a variety of settings supporting individuals, families and groups within the home and community. Normal work hours will vary with most hours occurring between 7 AM and 8 PM, based on needs of current caseload. Typical caseload 7- 10 families. Standard risks associated with community mental health services to persons with chronic and serious mental health problems, drug and alcohol problems, developmental and physical disabilities, to include possible exposure to volatile behaviors and/or contagious diseases, such as hepatitis. Expect periods of sitting, standing and walking. Routine travel required throughout the county and region, in all seasons; to include transportation of others, as needed in County vehicle. Hand-eye coordination and fine manipulation skills are necessary to operate computers and various office machines, as well regular manual signing of name to required documents. This position also requires handling of client charts, up to 30 pounds and variable after-hours crisis services.
