Welcome / The meeting came to order at 11:17a.m. The Open Public Meeting Compliance Statement was read. Also the Meeting Ground Rules were read.
Roll Call: Currently there are 26 Members of the Planning Council. Present at the beginning of the meeting: 16members. See Attachment A for Attendance.
The Chairman welcomed the Public. The Chairman then called for a Moment of Silence.

Report of the Chair / The Report of the Chair was as follows:
The2012 Meeting Schedule(March-December) was distributed and reviewed during his report. During this review the request was made to move July to Maggiano’s since Maggiano’s could not accommodate the March meeting. After discussion it was determined that the schedule would remain as printed. There were corrections to the schedule. See AttachmentB.
The Chair recapped the March 23, 2012 Special meeting for Re-Allocation of funds:
Medical Case Management/Treatment Adherence: $50,000
Ambulatory/Outpatient Medical Care/EIS: $40,000
Oral Health Care: $52,633
TOTAL $142, 633
He stated that the Council also had time to vote on and approve theCultural Competency Recommendations, as well as, the EIIHA Plan.
He acknowledged that the Council is on track to complete the Comprehensive Plan by May of which the HRSAPMO was very pleased to hear.
He thanked the special committees and all the Council for attending all the many meetings which were needed to complete the every three year Comprehensive Plan. He also commented that it is hoped that the PMO will be able to get relief for the Planning Council by removing therestrictive draw down.
The Steering Committee is still working on theCode of Conduct Bylaws and will be bringing the recommendations forth to the entire Council soon. Steering is also in the process of updating the Administration Mechanism - Provider Survey which will be sent out to all providers via email and Providers will be requested to return them promptly. The evaluations of the Administration should be returned to MJ, Administrative Support, and not to the Grantees office.
Charlotte will be heading the Policy & Procedure Task Force which will be meet no more than 6 times. She also passed around a sign in sheet for anyone interested.
The Chair requested all Providers and Members to provide all their Health Fairs & Community events to MJ. This will allow the CDC to be able to participate at these events while providing the roles and promoting the existence of the Planning Council.
CAEAR Coalitionpledge payments were requested to be given to Karen Walker. Checks were to be made out to CAEAR Coalition. Karen has collected $700, but still needs $300 to complete the $1000.

Cont’d / Membership Orientation will take place on Tuesday, April 17 at 9:30 a.m. at the Paterson Public Library. The new candidates for Membership, as well as, old members and Alternates were encouraged to attend as a refresher. A sign-in sheet was distributed for Orientation attendance.
The Chair reminded the Council of the upcoming presentation this afternoon of Deloris Dockrey of Hyacinth

Report of the Liaisons
NJ Health Department / Virginia Allen stated that the request for Applications for Care & Treatment Counseling/Testing & Referral for Prevention with State money applications were available. They opened today, April 3and closes on April 23 at 11:59 p.m. Any provider needing a RFAcould contact Virginia if needed. Also RFA is on SAGE.
Question: Are grants available for all counties. Answer: Care & Treatment dollars are available in Bergen but not Prevention. Federal dollars went to Bergen County (i.e. Bergen County Health Dept). The RFA is for State dollars. Karen W. commented that she thought that the New Jersey HPG voted to put NJ dollars also into Bergen.
Question: What are the latest EIIHA numbers? Answer: Those numbers canbe found on the State website. It was believed that the SCNNs document isof 2009. December 31, 2011 results are available for the State online. And the Priority Setting numbers are very up-to-date in E-compass.
Question: Don’t the State & Federal monies come out of same pot. Answer: Monies come to each state. Federal dollars for TGAs & EMAs come from HRSA. It’s a separate part from CDC & HRSA Federal dollars. Also, the State receives Part B for ADDP & for some care & Treatment for counties that don’t have Part A monies. State distributes Federal monies from CDC (75% C&T & Referral, and 25% Prevention)
Questions: Can I be a part of the Steering Committee. Answer: No. Positions are filled. The make-up of Steering was provided. However, Members/Alternates are welcome to attend as a guest.

Report of Liaison
Report of Grantee / Millie Izquerdo, RW Division Director stated that:
- Awards should be provided early next week. There had been a setback due to the fact that one of the reviewers was ill.
-AETC situation will be handed over to the PMO. Hopefully will get training by May. RDE will be requested to provide training to help to navigate the system better. There is difficulty is finding someone to train someone on the E-compass system. RDE will be contacted for training and/or retraining so that the system can be navigated better.A comment was made that “the State has a system that’s easy to navigate. In developing E-compass a lot of requirements were made. It’s a lot!!” Millie stated that some are utilizing all the data that’s available thru E-compass. She also stated that once retraining takes place, maybe it will be easier for all.
-The Grantee thanked the Council for doing the Re-Allocation of funds. It made it easy to implement.
-The Chair commented that he’s glad that all are working together to meet the goals.

Committee Status Report
Community Development Committee / CDC Chair, Paula Tenebruso advised that the CDCwill be preparinga final budget for the Grantee. It’s important to identify upcoming events & fairs to knowso that a final budget can be prepared. She stated that the CDC really needs the Councils help in identifying events. It was recommended that town calendars be checked for events by members.
-Question: Will extra monies be put in for extra events that aren’t known at this time. Answer: Grantee stated that once it’s in the budget we can move on. She also stated that this is something that can be revised. For now, what’s needed is a projected budget.
-Paula stated that portion of the budget will be for new Tri-folds. Currently CDC is awaiting the new year’s Providers & Services for 2012-13 and their contact information. Need from the Grantee.
-Also will be holding elections for Chair for CDC.
-New Member Orientation, 9:30 on April 17. Let MJ know if you want to attend
- Three members were sent Notice of Removal. That discussion will take place at the May 1 Council Meeting.

Planning & Development / P & D Chair, Karen W., advised that the Planning & Development (P&D) is very busy and continues to work on theComprehensive Needs Assessment and The Comprehensive Delivery Plan.
-March 29 – The Committee had an extra meeting to work on the EIIHA Plan
-CharlotteT. will Chair the EIIHA Work Group and be looking for a variety of people to work with her on this Task Force.
-The Consumer Survey was reviewed in the afternoon portion of the 3/29 meeting.
-It is in the final stages of development.
--Because of funds, P&D will only do In-care surveys,
-Still looking for someone in the Middle East community
-Next meeting P&D will be reviewing Priority Setting process which will start as
soon as the Comprehensive Plan is completed
-The Quality Management (QM) Plan will be presented at the May meeting for
acceptance.
-The Revised QM Plan will be sent out to the Council.

OLD/New Business / Freddy R. wanted to know if locations for Planning Council had been voted on. The Chair stated that the Council had agreed to do a Quarter (3 months) in Passaic County and a Quarter in Bergen County. Legal informed the group that meetings and locations don’t require a vote. They are up to the discretion of the Chair.
The Council broke for lunch.

& Christen / CDC member Jessica F, introduced, Deloris Dockrey, MPH, Director of Community Organizing,Hyacinth AIDS Foundationwho had been requested by Council members to continue her dialogue as a result of the Day of Capacity. Her co-facilitator wasChristen.
Presentation, Part 1: Public Policy Advocacy Presentation Objectives:
To present advocacy issues to policy makers
To personalize the issues for the listener by telling personal anecdotes that illustrates the advocacy point being made.
Presentation, Part 2: The Future of Access to Healthcare for PLWHA Objectives:
Describe key issues that inform the work of Ryan White Planning Councils
Describe the National AIDS Strategy
Describe the Affordable Care Act
Discuss HIV Impact HIV Prevention
There was lively discussion throughout the Presentations. Areas still warranting more discussion were:
-Dual Eligibles and the impact of the Affordable Care Act
-How does the Affordable Care Acthelp People Living with HIV/AIDS
and also the Affordable Care Act in Your State: New Jersey?
- Community Viral Load
- Re-Authorization
-High Impact Prevention (75% C&T and 25% EBIs).
- Prevention as it is today, doesn’t work.
- How will all these things impact Ryan White?
-CDC recommendation: 13-65 years of age should be tested.
One of the final points made was that when you advocate, you must advocate as an individual, not as a member of a federally funded
Council or Provider funded by a federally funded entity.
