Pascual motion to move into consideration of legislation.

Martin: Sergio is not present yet so we have to move into other business.

Long Range Plans:

Freeman: KDBS – interview was last year, working with Fatima Mhommed-Zakir.

Kelley: Working with Pascual on Book Exchange LRP.

Salman: Working with Sergio on Unitrans LRP.

Martin: LRP availabilities:

Unitrans, Picnic Day, Aggie Student Store, CoHo, SGA Travel, Tipsy Taxi (Melanie), Whole Earth Festival (Abergel).

Hiring: hiring packet is available. Who wants to sit on the interview committee. Freeman, Mohammed-Zakir, and Kelley are interested.

Lovelace: Refamiliarized with legislation process.

Freeman: talked to Andre about unrelated matters.

Author’s Comments:

Cano: addressed a lot of Joey’s concerns (too direct). Backtracked changes that were not officially modified. Removed things that were opposed by another commission chair. There should be no problem with this bill. It’s essentially the same bill IAC passed and BFC passed and Senate saw previously. Yield.

Pascual: really good bill; glad it was rewritten; remembers reading it before and how unclear it was; counterargument could be it could be seen as increasing bureasucracies.

Cano: agrees with Pascual’s sentiments; when attended budget hearings, new ppl didn’t understand new procedures (new Senate, etc.); some of the new things added are from 180 and beyond (rest of the things were language things); concern for line 130 – the meaning changes (referring to Hsu’s question in text); something that might come up at the Senate meetings – line 196: because some chairs believe they should be members of the public throughout the entire hearing à this allows some speaking power to chairs.

Freeman: For section (line 196): want to allow them to speak when something they can contribute as a part of the commission, or give them the full allowance of speaking (even if it doesn’t pertain to them).

Line 193: add ‘individual budget’

Hsu: Line 193: read – ‘budget in question’ or ‘budget in consideration’ à allowed Moza and Lovelace to speak

Cano: ‘in consideration’ works

MoZa: Sounds like adding ‘inconsideration’ is redundant.

130: doesn’t really sound like the condition is being met.

Cano: it’s like calling the bill to question offsets the bill motions.

Hsu: do you want to just change it to ‘consideration to close the budget’

Cano: I’ll think of something for the second part.

Freeman: Cano – mentioned before about going into Senate discussion – is there any required rule about when they can do that?

Cano: there is a specific reason I put that language, because it locks them in for every single budget.

Freeman: happen to be members of the public there, is there any barrier to stop Senate discussion to happen right away?

Cano: No, but Senators are usually sympathetic to members of the public.

Cano: includes bridge for interaction between CFC and ASUCD to coordinate their sets of rules; they have not amended them for almost 7 years now. Have been increasing their club allocations (should have amended it); IAC Chair would have a meeting with CFC to introduce new Chair (more direct connection with student government as a whole). Trying to bridge the gap between IAC and CFC.
