FORWARD

The objective of this training course is to provide participants with the knowledge and skills to be able to work in the Building Construction industry.

The building construction industry has changed dramatically over the past few years and workers need to up skill constantly to be able to work safely and be productive. This can be achieved by using the skills and knowledge obtained by successfully completing a Certificate II in Civil Construction and or other relevant training programs.

By the conclusion of this training course the participant will have a base level of skills and an increased knowledge of what is required to work in the civil construction area.

Competency-based training focuses on providing training that enables competence to be demonstrated in the workplace. This kind of ‘hand-on’ training matches training and vocational qualifications with the needs of industry and employees. A participant is considered competent when he/she can perform the duties within an occupation to the standard expected by the industry.

All participants are to conduct themselves in a respectful manner during the provision of this training course.

Any actions that appear to amount to inappropriate behavior by the Trainers will be referred to the client’s appropriate supervisor and where necessary a non-compliance form will be completed. required a non-compliance report will be generated.

This behavior may be directed toward other group members as well as guest speakers, clients, trainers and property.

CIVIL CONSTRUCTION – INDUSTRY TRAINING PACKAGE

This training package replaced the Civil Construction Training Package (BCC20107) -this new package (RII30809) includes units of competency, qualifications and assessment guidelines that have application to the following sectors of the Civil Construction industry:-

Bituminous surfacing / Road construction and maintenance
Bridge construction and maintenance / Road marking
Foundation work / Timber Bridge construction and maintenance
Pipe laying / Trenchless technology
Plant operations / Tunnel construction

This course introduces participants to the Civil Construction Industry with essential work skills that cover work instructions, including plans, specifications, quality requirements and operational details which are obtained, confirmed and applied to the allotted task (s).

During the course, in-depth explanations of all safety requirements will be discussed, trained and assessed with each participant of the program.

Industry Profile

The civil construction industry is primarily engaged in civil engineering work on infrastructure related projects covering such diverse fields as roads & subdivisions, bridgeworks, railways, harbours, sewerage and drainage, electrical infrastructure, pipeline and recreation works.

In economic terms, engineering construction work has accounted for millions of dollars and has contributed to over 2.5% of Australia’s gross domestic product.

It is estimated that many hundreds of thousands of people are employed in the building and construction industry. In 2008 it was reported that 250,000 positions are currently unfilled due to the skills shortage. Many of these positions are within the construction industry.

The Industry’s future is likely to be markedly influenced by technology enhancements which are increasing the range of multiple function equipments and reducing the degree of functional separation and specialty.

Employer representation in the industry is provided by a limited number of general or reasonably broad based peak employer and industry associations. The major general associations, covering more than one trade or sector include:-

  • Australian Contractors Association (mainly for large firms)
  • Civil Contractors Federation (all size firms)

A significant factor and influence on the vocational education and training of the industry is the fact that firms of five (5) or less employees constitute some 94 per cent of all civil contractor businesses.

National qualifications within the Australian Qualifications Framework (AQF) are awarded (eg. Cert II Civil Construction) when a learner (who is typically an employee) has been assessed as achieving a combination of Units of Competency that provide a meaningful outcome at an industry or enterprise level.

Each qualification consists of a number of core, specialist and/or Elective Units of competency that industry representatives consider workers require in order to perform a particular job.

Where an individual achieves one or more Units of Competency without completing a qualification, a Statement of Attainment is issued that recognizes their achievement.

Descriptor

This qualification reflects the role of a skilled operator working with civil construction plant,

who applies a broad range of skills in a varied work context, using some discretion and

judgement and relevant theoretical knowledge. The individual may provide theoretical advice

and support a team.

Successful completion of nineteen (19) units of competency made up of:

• fourteen (14) mandatory units of competency, and

• five (5) elective units from the electives list below, including

• one (1) unit from Group A electives listed below AND two (2) units from Group B

electives listed below

Care must be taken to ensure that all prerequisites specified within imported units, or units

chosen as electives, are complied with.

Off the Job Training

The emphasis during this training program is on learning by doing. This is for practical reasons and also reflects the principle that adults ‘learn best by doing’. Therefore competency is best demonstrated in the workplace, although this is not always possible.

A combination of workplace and off-the-job training is required when it is not possible to deliver workplace training. Occasions when it is necessary to organize off-the-job training may include when an employer wants to extend the trainee’s training or the employer is unable to provide training in a particular area.

As an RTO, WTSD will help arrange any off-the-job training.

Wherever possible the employer should provide opportunities for skills developed off-the-job to be applied in the workplace.

Assessment

Evidence of competency – RCC (Recognition of Current Competencies)

Each assessor must use at least two types of evidence when assessing competency. The types of evidence to be considered include:-

  • Observation of performance
  • Demonstrations
  • Work samples
  • Training records
  • Questions and discussions

Evidence of competency – RPL (Recognition of Prior Learning)

WTSD will ensure that RPL is offered to all participants upon enrollment. WTSD RPL process is structured to minimize time and cost to each participant, provides adequate information and opportunities to engage in the RPL process.

How does it work?

You will need to provide information about your relevant experience and training by completing an application. A staff member from your workplace can assist you to prepare your application. An assessor will then arrange a suitable time and place to review your application, and then determine in discussions with you, the need for an assessment.

The assessment can be conducted in the workplace or off the job, depending on your preference. During your assessment, the assessor will ask you to demonstrate your practical skills and will also ask you questions to check that you have the required knowledge.

Following the assessment, the assessor will give you feedback on the results of the assessment. This will be followed up by notification in writing and the issue of certificates as appropriate. If you are unhappy with the assessment process, there is an avenue for appeal.

What you need to do at each stage of the process –

  1. Complete theSelf assessment guide - submit it to the RTO with the appropriate evidence. Form is available from the Trainer
  1. Complete theApplication form for RPL – submit it to the RTO together with the appropriate application fee. Form is available from the Trainer
  1. The RTO will contact you and arrange for an appointment to discuss your assessment of RPL – this could take approximately 2 hrs. Feedback will be given to you after the assessment.
  1. The RTO will send you written notification of the result of your assessment and the appropriate certificates will be issued.

Who assesses?

The assessment process involves three assessors:-

  • The Participant
  • A peer trainer or colleague of the participant (in small business this is likely to be the employer or work supervisor)
  • The RTO assessor

At the final assessment stage, the RTO assessor ensures the reliability of the assessment results and furthermore verifies that the records provided are sufficient, authentic and accurate.

The Participant should keep his/her ‘Participant Handbook and Assessment Record’ as evidence of skills gained.

How to obtain a certificate

The RTO issues the Certificate after the completion of all the required units for the relevant qualification. Should the participant only complete some of the required units – a Statement of Attainment will be issued for those successfully completed units

If the Participant is having difficulties

If the participant is a Australian Apprentice completing the Traineeship contact the Australian Apprenticeship Centre of your State or Territory.

The RTO and RTO Assessors are available to discuss and advise on ways to deal with disagreements over assessment or particular training problems.

As a general rule, Participants should always discuss any difficulties with their direct supervisor or employer. If the Participant is not employed, then any training difficulties and issues can be discussed with the RTO or the RTO Assessor.

Should the Participant experience any difficulty in relation to language, literacy and numeracy, welfare and guidance, or the need for flexible learning arrangements, the RTO will discuss the issue with the participant and where applicable the participant’s employer.
