REPORT TOHALLANDALE BEACH CITY COMMISSION

JULY 6, 2011

Board members include: Bill Julian, Chair; Eddie Pickett, Vice-Chair; Rosemary Gilchrist; Gene Bunge; Jim Curci; Lawrence Grimson; Fran Markowitz; Katherine McPherson; Roberta Natelson; Mary Washington; Jerry Dobak.

The Historical Board workswith City LiaisonRebecca Munden-Correa, Director of Parks and Recreation and Bob Williams, Assistant Director.

The Board meets on the 4th Monday of the Month at 6:30pm at the Curci House.

THE FUNCTIONS AND DUTIES OF THE BOARD:

The board is vested with the power, authority and jurisdiction to recommend designation, regulation and administration of aesthetic, archeological, architectural, cultural, historical and paleontological resources with in the City.

The Historic Preservation Board shall have the following enumerated powers and duties:

1)Make recommendations to the City Commission for adoption or amendment to rules and procedures reasonably necessary and appropriate for the proper administration and enforcement of the provisions of this section.

2)Recommend designation of individual sites, districts, archaeological and paleontological zones to the City Commission.

3)Recommend issuance or denial of special certificates of appropriateness and certificates to dig to the City Commission.

4)Establish, maintain, and update guidelines for preservation and criteria for the issuance by staff of regular certificates of appropriateness.

5)Approve historic markers and provide other recognition for individual sites, districts, and zones.

6)Promote the awareness of historic preservation and its community benefits.’’

7)Establish, review and update the City’s historic survey.

8)Provide an annual report to the City Commission concerning the Board’s actions and decisions.

9)Identify sources of historic records pertaining to the City.’

10)Serve as central collection point for donation of historic documents pertaining to the City.

11)Archive, catalogue and maintain all historic documents of the City.

THIS YEAR, THE BOARD HAS ACCOMPLISHED THE FOLLOWING:

1)Opening and Dedication of the Curci House. This facility is now open to the public for tours of the house the first weekend of the month.

2) Received awards for the Curci House:

a)Florida Trust for Historic Preservation, Inc. in recognition of Outstanding Achievement in the Field of Adaptive Use.

b) The Broward County Historical Commission for the Stuart McIver Historian’s Award.

3)Placement of three Historical Markers within the City:

a)EbenezerBaptistChurch, 816 NW 1 Ave. on 2/9/10

b)The Curci House, 324 SW 2 Ave. on 8/5/10

c)Greater Ward Chapel, 900 NW 6 Ave. on 9/19/10

4)Completion of the new Hallandale Beach Historical Book.

5)Began Engraved Brick Program for Placement at the Curci House.

6)Pursued several grant funds.

WORK FOR THE UPCOMING YEAR:

1)Completion and Opening of Schoolhouse. Dedicate with a HallandaleBeach Historical Marker.

2)Renovations to begin on the Moffit House.

3) Continue pursuing grants.

4) Continue to promote the board and its functions.

5) Work on special projects as designated by the board: acquire an archivist to properly protect documents and pictures; designate portable historical display boards; donations; volunteers, etc.

6) Designate the Curci House in the National Register of Historic Places. Note: The Curci House is designated in the County’s Land Use Plan as a Local Area of Particular Concern (LAPC)-It is LAPC # 53. It is listed in two places with the State’s Florida Master Site File of Historic Data.

7) Place a HallandaleBeach Historical Marker at the CityCemetery.

8) Provide Gulfstream Middle School with 50 Hallandale Beach Historical Books as required reading for the students. (Cost is $21.99/each @ 50=$1,099.50 total)
