Proposal: / Demolition of the existing dwelling and garage and the construction of a new replacement property and garage
Support:
Objection
and Reasons:
/ Yes.
The Parish council has no objection in principle. However, the officer should confirm that the resulting dwelling will not be more than 50% larger than the dwelling as it existed in 1948. If the increase in size is approaching 50% permitted development rights should be withdrawn. For clarity, the pending application under reference 15/01898/LDCPR for the demolition of an existing conservatory and the construction of a new outbuilding should be withdrawn if this application is approved.

Bluebell Farm, Church Street, Seal, Kent TN15 0AR

Proposal: / Conversion of one residential dwelling house to ten residential dwelling houses, comprising 4 x 2-bed, 4 x 3-bed and 2 x 4-bed with associated landscape works
Support:
Objection
and Reasons:
/ Yes.
The Parish Council continues objects to this proposal on similar grounds to the similar proposal SE/15/00789. The estimates of additional traffic movements during the day are unrealistically low. As well as car movements for 10 dwellings which are not a convenient walk from any facilities, there are deliveries and visitor movements. These will add to the traffic on a very narrow country lane with poor visibility both to the east and to the west of the site and an already busy and problematic junction from Church Street onto the A25. We disagree with the officer’s suggestion on the earlier proposal that the noise, traffic movement and so on arising from the new dwellings would “not be significantly different to the residential use already in place” (p4).
The Kent Downs should also be consulted, as suggested by Natural England in its response to the previous application.

Proposal: / Demolition of existing outbuilding and provision of a tennis court
Support:
Objection
and Reasons:
/ Yes.
The Parish Council does not object in principle to this application. However, given the nature of the location, there should be no external lighting for the new tennis court. Furthermore, the applicant should be advised that once the existing stable block and outbuildings at the northern end of the site are removed, they will not be taken into account in any future application to justify new buildings or extensions.
