The Chairman explained to members and the public the purpose for the meeting was to discuss Hambleton LDF consultation document for 2016 – 2035, relating to proposed land for development in the village of Sandhutton and to seek views from members and the public to feedback to the district Council by 6th December 2016.
All members of the parish present were in receipt of a copy of the consultation document appertaining to proposed land for development within the parish. The Chairman opened the discussion and explained the document and highlighted the preferred and non preferred sites as detailed in the document. He explained that the parish council had completed an audit earlier in the year and that village was designated as a ‘secondary village’ because of the limited services within in the village eg. No shop, school or post office and limited transport links.
In summary views from the public gallery indicated concerns relating to infrastructure issues including access – increased traffic, road structure and footpaths, sewerage (has been a long standing issue specifically within the location of the preferred option). Concerns were also raised about the type of houses to be built and the scale of the development, it was felt the proposed number of ten houses for the preferred site was too many for the site and should limited to four or five, that in determining the house style and size planning control and building development should sensitive to the current environment and its bordering with a conservation area. In principle members of the public were not against the development and felt it would have a positive environmental impactbased on the currentcondition of the site.
Questions were also asked about the non preferred sites and it was felt that the land may be in abeyance for future developments.
A question was raised by a member of the public about the kerb height near to the new Solar Farm entrance opposite Bullock Lane. The Chairman agreed to contact highways in this regard.
SHPC/0321 / To discuss the ‘October 2016’ revised Hambleton /district Council Local Development Framework Consultation Document (LDF), and to agree action appertaining to proposals for Sandhutton Village, Thirsk.
Councillor Aconley queried the boundary of the ‘preferred area’ as he said this fell under the ownership of two different parties, he had spoken to one of owners who had confirmed they were not in agreement or discussion to selling their land for the proposed development. Concern was also raised about the maps used within the document for the parish as it was felt they were out date. Discussion ensued between members and the general public.
Resolved: / The Clerk will feedback to Hambleton District Council, via the consultation portal, the following comments:
a)Reference T/126/002:
In principle Sandhutton Parish Council agree to development of land at Church Farm, Sandhutton.
With the following comments are also added:
i)The land ownership belongs to two landowners.
ii)Outdated area plans have been used.
iii)The parish concerns have relating to the infrastructure and sewerage capability as a result of longstanding issues at the quoted location.
iv)There are also infrastructure concerns relating to the standard of roads and footpaths in the quoted location.
v)In considering the type, scale and size of the development the Parish Council would like to receive consultation at the earliest stage in order that determine that it is sympathetic to the current environment and that of the conservation area too.
b)Site Reference T/126/001, OS Field 2587:
The Parish Council note the comments of the District Council, that this site is Strategic Flood Risk Flood Zone 1.
c)Site Reference T/126/003, OS Fields 0731, 3900, 5100 & 7107 Crossbones Farm:
The Parish Council note the comments of the District Council, that this site is Strategic Flood Risk Flood Zone 1.
