Paradise Valley Resort Board Meeting Minutes

Call to Order: made by Board President, Tom Mars
Board Attendees: Tom Mars, ClaytonHorrocks, Tom Ewing, David West and Loyd Day
Approval of Agenda: A motion was made by Loyd to approve agenda & 2nd by Ron. The motion passed by unanimous vote of the board with no objection.
Minutes: Reading of the minutes from the last meeting was conducted by Loyd. Clayton made a motion to accept the minutes as presented and David 2nd the motion. The motion passed by unanimous vote of the board with no objection.
Financials: David presented a financial report with a period ending of 3-31-2015. The report reflected that there was $25,518.68 in checking, $2,084.07 in the emergency fund, and $70,583.85 in savings. It should be noted that approx. $60,000.00 in projects were successfully completed over the past year of which $40,000.00 was utilized from the savings account. This is a great accomplishment and appreciation was expressed towards the parks management team for their leadership in these projects. Ron made a motion to accept the minutes as presented and Clayton 2nd the motion. The motion passed by unanimous vote of the board with no objection.
Old Business:
Road Project: The expansion portion for the project regarding road restoration on the bluff side of the park has been dug down approx. 6 feet and gravel added to build up and level the repaired area. It was recommended by the board members to continue to allowing the area to settle and add additional base SB2 as the area settles, this process should be completed before consideration is made to chip and seal the road. Cliff reported that since the completion of the project phase, his team has added additional base 2 times. A recommendation was made to encourage owners to drive over the outer and inner edges of the repaired roadway area to assist with the continued packing of the road project.
Abandoned Campers: Contact has been made with a salvage party to remove the campers; this is still in progress and was slightly delayed due to a major medical issue the salvaging party experienced.
New Patios: The instillation of 6 new patio pads haves been completed. This was accomplished at the same expense as the previous 5 patios last year.
Welcome center: There was a reminder encouraging continued discussions regarding moving the welcoming office to be adjacent with the pool entrance. The purpose of this consideration is to help supervise the pool and entry access point of the park. Considerations and research will have to be made prior to making recommendations with the goal being to ensure careful planning and full consideration is made regarding all possibilities prior to action to ensure the best result is achieved. A few of these considerations are:
- Traffic flow –Possible considerations of speed humps vs. speed bumps with regard to being mindful of camping equipment and support for control traffic control at the same time.
- Gate control – auto gate or chains
- Parking – effects of moving the current facility and layout
- Etc.
Owners are encouraged to share thoughts and ideas regarding the possibilities of re-locating the welcome center to be adjacent to the pool entrance. Ideas can be submitted to the suggestion box, Park Managers, or Board members.
Security Cameras: Discussion was made regarding security cameras. Preliminary research shows that it would be most cost effective to place camera coverage around the parks access and exit point. Coverage extending to the RV storage area and beyond may not be affordable and prove to be an expensive project. Further research will be conducted regarding video coverage for the premises. Owners suggested to also considering decoy cameras in addition to support deterrence of unwanted activities.
Kids Day Donation: Roaring River State Park had requested plastic bags for Kid’s Day. The managers were able to purchase 1,500 bags and donate to the park for Kid’s Day. The expense came in far under budget at $0.11 per bag. The Park Managers did a great job used utilizing their judgment to design printed the bags reflecting PVR’s support for the local community. Kid’s day is next week and it is highly encouraged that Park Owners take time to join the State Park and mentor the children by fishing with them for the day. They need basic instruction and support on how to fish and PVR’s participation would be greatly appreciated. Any owner of the park, willing to sever as a mentor for kids fishing day, will be given a PVR tee shirt in recognition of their efforts.
Board Meeting: This is a reminder that the May Board Meeting will be help at 2:00pm due to this being held the same day as kids day.
Membership Drive:The membership drive is still in effect, it was reported that 13 new memberships have been sold with 27remaining available at the promotional cost as outlined in the details below. Flyers regarding the membership drive were sent to park owners and owners are encouraged to engage to help make the membership drive successful.
- Membership Drive Details:
- Duration- April 1, 2015 thru June 20, 2015 or 40 new membership sales, whichever comes first.
- Cost- $400.00 for new membership inclusive of dues paid through June 2016
- Total Number Available- 40 memberships
- Finder’s Fee:
- Remains in effect stipulating to pay any current owner a finder’s fee for new membership sales in which the current owner recruits new members resulting in the sale of a new membership.
- This finder’s fee is to be in effect from April 1, 2015 thru June 30, 2015 or until a total of 40 new memberships have been sold.
Park Speed Limit: Owners and Owners Guest are required to observe the parks speed limit which is 10MPH inside the park. It should be noted that there are children present in the park and caution should be exercised at all times. There are a few figurine’s (example in picture below) holding a caution flag reminding drivers that children are near. These figurines glow in the dark and are being placed by camps indicating where children are most likely to be. The park is in need of more of these items and the owners are encouraged to help the park managers locate additional caution indicators such as these. Please contact the park office if you are able to help locate or donate these resources.
One Vehicle per Pad: Owners are reminded to ensure there is only one vehicle per camp pad including guest. Please manage your guest appropriately.
Utility Trailer parking: Discussionwas made regarding parking for trailers such as utility, boat, & cargo trailers. Owners brought up concerns regarding parking location for trailers left for longer periods of time. Owners are encouraged to submit suggestions regarding these considerations. A motion was made by Loyd and 2nd by Ron to table this topic and conduct further research for recommendations. The motion passed by unanimous vote of the board with no objection.
- Considerations should be made regarding:
- Current rules, restrictions, and by-laws
- Short Term vs. Long Term storage
- Number of additional units
- Unit types
- Location of parking
- Potential storage fee arrangements
- Logistics Management in owners absence
- Etc.
Main Shower House: Shower house cleaning hours are 9am to 10am. Owners are requested to respect the housekeepers by completing usage of the facilities by or before 9am daily so the schedule can be properly managed and maintained. It should also be noted that all buildings on the premises are non-smoking facilities this includes the shower houses.
New Business:
Donated Gazebo:An octagon Gazebo, 8’ feet wide, was donated to the park and needs a trailer capable of hauling the unit to the park. This will help serve as a designated smoking area.
Work Week:Work week has been set for June 6th thru June 13th. Owners are encouraged to participate and help support the variety of projects available.
PVR Website: Clayton has turned the PVR website management over to the Park Managers for future maintenance and oversight. Going forward an e-mail will be sent monthly, to owners who are on the parks distribution list, with the website link available. The news letter, meeting minutes, park activities, and much more will be available for review. These efforts are being made to drive owner usage to the website which will give owners a more holistic view of the parks current state of operation. New letters will no longer be e-mailed out for review; access to the news letter will be via the PVR Website. For owners who do not receive electronic copies of the news letter and are on the list to receive a hard copy via mail, no changes will be made to the current methods in which you are receiving the news letter.
Pavilion Kitchen:Cliff has completed the remodel including counter tops, electrical access, refrigerator & freezer, and is currently working on the lighting.
Park Trailer Equipment:The park has acquired a used 9ft dump trailer made of metal for $100.00. The trailer will need paint and tires and is a great addition to the parks assets. The old wooden trailer has been repurposed to serve as a watering trailer throughout the park.
Welcome Center & Personnel: 3 new welcome center personnel have started in their role and it will take time to acclimate to the newly acquired roles and get to know the park owners. Owner’s patience with our new staff is requested to ensure they have a pleasant on boarding experience. In the event there is not a PVR identification tag or sticker in your vehicle you will be asked to stop and identify yourself, please be cooperative as our staff serves the parks best interest. Owners are encouraged to reach out to the new staff and welcome them to the PVR family.
Park Projects:If anyone has extra time please contact Cliff, Julie, or Jim as there are several projects which need volunteer hours including, weeding, painting, cleaning, etc. If tools are needed please request them and return them.
PVR Positions Filled: The parks positions have been filled with the following personnel in the following positions
- Kitchen:
- Jennifer Schallai & family- The Schallai are a new work campers family expected to arrive mid next week. They will take 3 positions of maintenance, kitchen, & welcome center.

- Days of Operations- Friday, Saturday & Sunday
- Hours of Operations: 1st Shift 7am – 2pm & 2nd Shift 2pm – 10pm
