These final instructions carry the same authority as the 2017 MSA Yearbook and supplementary regulations for the event, and amend or enforce accordingly:

2. ROAD BOOKS

Those competitors that have not collected their road bookswill receive them in their packs at signing on.

3. NOISE TEST AND SCRUTINEERING

Please present your vehicle to the noise test officials 15 minutes before your Scrutineering time.

Competitors will be required to carry a small timing transponder in a side window of their vehicle. The transponder is slightly larger than a credit card andwill be positioned by a timekeeper at scrutineering, the position will not be negotiable.This transponder must be returned to the event secretary immediately after retirement or at the end of the event.

Strictly in Reverse Seeding order when your vehicle has passed the Noise Test you will be given your Rally Plates, Numbers and Door Flashes (Please ensure there is a white panel for your numbers to adhere to).

All Sponsors stickers MUST be fitted to the vehicle, as per SR 8.The main sponsor’s stickers to go above the Competition Number on the doors and the stage sponsors’ stickers are to be fixed along the leading edge as shown in SR 8 (c,d,d,e). These must be in place before entering the Scrutineering area.

4. DOCUMENTATION

Please present the enclosed scrutineering and documentation sheets to the documentations officials, with all the correct information completed.

The following must also be produced:

Valid MSA competition licences

Club membership cards

Valid entrants licence (if required)

Proof of valid insurance for the road sections of the rally, insurance cover will be available as per the Supplementary Regulations and required 3 days prior to start of the Rally. Please make sure you comply, it is too late on the day to sort out.

First named driver’s valid driving licence

Co driver’s valid driving licence if driving on road sections.

Radio licences (if applicable)

Any outstanding fees.

Upon production of the fully completed scrutineering and documentation forms, competitors may collect their event paperwork as follows:

Any competitor unable to complete, scrutineering and documentation by 22.0012th Oct 2017without prior notification will be excluded. Should a competitor be unable to complete noise test satisfactorily they will be withdrawn from the competition.

5. TROPHY RALLY

Please note that the Competitors in the Trophy Rally may not be able to complete all stages due to unforeseen circumstances, we reserve the right to remove competitors from running within the main rally and reinsert as and when possible, throughoutthe rally at any time.

Scrutineering time: Sat 14th October 2017 opens 7.00am closes 7.15am.

6. DRIVERS BRIEFING

A briefing will be given to ALLcompeting crew members in the main hall at RJA & HS, at 10.45amon Friday13th October 2017.Attendance by ALL drivers and co-drivers is compulsory. Any competitor not attending may be excluded from starting and fined in accordance with the MSA regulation.

7. SERVICE

SERVICE AREA IS A NON SMOKING AREA AT ALL TIMES.

Service vehicles willbe allowed to enter the RJA & HS site on the 12thof October 2017 from 10.00am, vehicles will not be permitted on site before this time and will be removed, if you are servicing more than 1 car out of your service vehicle please let the officials know. There willbe Security provided on Thursday 12thFriday 13th October2017,between the hours of 23.00 to 7.00am. On Saturday 14th October 2017, equipment/vehicles will be left at your own risk after the rally.

8. GROUND SHEETS, JACKS & STANDS SUPPORT

Ground sheets are mandatory in Service Areas. In Addition suitable support under Jacks and Stands should be used at RJA & HS Service Area throughout the event.

9. PARC FERME

Will be as per the Regulations. 18.4 All personnel musthave left the service area between the following times.

22.30 on Thursday 12th October

Service will re-open at 10.00 on Friday 13thOctober

Service will close at 23.00 on Friday 13thOctober and Reopen at 07.00 on Saturday 14th October.

No work will be carried out between these times.

Drivers / Navigators will be required to sign out with the knowledge that all their service crew have vacated the premises.

Failure of all personnel to adhere to the above and regulations will result in exclusion.

10. VEHICLE RECOVERY

Drivers are reminded that if they have an accident blocking a stage, they must co-operate fully with the recovery crews to enable the stage to be cleared as quickly as possible allowing the remaining cars to continue the event. Vehicles will only be moved to the nearest position that does not constitute a serious hazard. This will be done by the quickest method possible and the car may only be removed from the stage when the road has been re-opened to the public, or all stages completed and only then with the permission of the Stage Commander, whichever is soonest.

It is the competitor’s responsibility to remove their own vehicle at their own cost after the section of stages are complete. Below are some breakdown recovery numbers.

11. MARSHALS

Jersey resident competitors are reminded that they must ensure their marshals not only sign on but they must attend a verbal briefing at the RJA & HS on Wednesday11th October 2017 at 19.30 SHARP and also fulfil the marshalling duty, (Reminder that Jersey Rally wishes that all marshals have undertaken the MSA online accreditation prior to this meeting). Failure to do so may result in action being taken in accordance with the supplementary Regulations, including possible refusal to re-start the following day.

12. PENALTIES

Any Competitors vehicle having been judged by a Judge of Fact, to have hit, moved or damaged a hay bale, placed and used as a chicane or as a means to slow competitors at any junction, will be penalised, by a 30 second penalty.

13. RALLY OFFICE AND RESULTS ROOM

The Results Room will be located at RJA & HS on the lower floor level, and will operate from the close of Documentation until results are posted final on Saturday evening. Cliff Mainwaringthe Competitor Liaison Officer will be in attendance at the end of each section, all queries should be addressed to Cliffin the first instance.

NO competitors, or their agents, will be allowed access into the Rally office area without a specific invitation from the officials in charge. Anyone gaining unauthorised access will be immediately excluded from the event.

14. GALA DINNER & AWARDS PRESENTATIONS

A Dinner & Entertainment is being held on Saturday evening at 20.30hrs for anyone wishing to attend. Please contact Merton Hotel direct. Any groups wishing to book larger tables must make contact at least a week before the event. (Tables up to 10 only)

*Jersey Rally in 2017 are employing a filming crew to cover the rally, subject to weather this will include still footage, ground video and drone footage.

The intention will be to show Friday’s action prior to the dinner and the addition of Saturday footage for your post dinner entertainment, as well as the usual DJ and music.

Any equipment installed in or on your vehicle that has not been given permission, will be required to be removed, failure to remove the equipment either working or not will be removed by a Scrutineer and held until the end of the event.

If you do not agree to the above terms then permission will not be given for camera equipment to be installed into or on your vehicle.

Service Area Risk Management

Entrants, competitors and service crew members should be aware of their own and other people’s safety and wellbeing, when competing in motor sport.

1. All entrants should have an environmental ground-sheet in place before work commences on the vehicle.

2. All service vehicles should have an environmental spill-kit, for use in the event of liquid spillage. (Competing cars should also carry such a kit.)

3. Fire extinguishers should be readily available at all times when vehicles are to be worked on, particularly in the event of any welding or grinding being carried out and when vehicles are being refuelled.

4. Vehicles should be supported by axle stands, chassis sill stands or ramps, all with recommended base plates, when raised in the air by trolley or any other types of jack. Engines should not be running when the vehicle is raised on stands. No other work on the car should be attempted, when raising or lowering of the car is taking place.

5. If re-fuelling is permitted in the Service Area, this should be the last operation to be carried out before the vehicles leave. The vehicle should be off any support stands, have all four wheels on the ground, have all other work ceased and have no occupants, when re-fuelling commences.

6. Ideally re-fuelling should be by hand pumping, rather than from hand held containers.

7. Spillage of any liquid should be contained immediately by the crew concerned.

A. Storage & Use of Petroleum Spirit

1. Containers should comply with the relevant British Standard, should be marked “Petroleum Spirit-Highly Flammable” and be kept from any source of ignition.

2. All empty containers should be removed from the venue after the event.

3. Petrol is to be used as fuel only, not for any other purpose.

4. All vehicle re-fuelling is to take place in the open air. A “No Smoking” area should be enforced and an operative should be on standby with a fire extinguisher.

5. Refuelling operatives, including those standing by with fire extinguishers, should ensure they are wearing protective clothing, including gloves and eye protection.

B. Hazardous Substances

1. Some vehicle parts, for example brake & clutch linings, contain asbestos. Competitors are encouraged to use non-asbestos substitutes where possible.

2. Where asbestos is used, every effort should be made to prevent dust being released.

3. Some mineral oils may cause skin cancers. Where contact does occur, contamination should be washed off immediately. The wearing of any contaminated clothing should be avoided.

4. Other substances may cause ill health. Suppliers will have information about the possible effects of their products, on request.

C. Electrical Safety

1. All electrical equipment should be maintained in a safe condition.

2. Extension leads & cables should be neoprene, oil resistant flexible cable.

3. All electrical equipment used externally should be weatherproof and tools should be “double” or “all insulated” against electric shock.

4. Electrical equipment and hand tools should not be used where flammable vapours are present.

D. Fire Precautions

1. All competition and service vehicles should carry a suitable fire extinguisher.

2. Special consideration should be made before lighting any cooking appliance.

3. All sources of ignition should be kept away from any fuel store or re-fuelling area.

4. Fire extinguishers should not be moved from their known location, other than when in use.

5. In the event of any fire, a report should be made to the organisers of the event before leaving the venue.

6. All entrants are encouraged to train their personnel in correct fire prevention and treatment procedures.

E. Compressed Air Equipment

1. Air blasts from over inflated tyres can cause severe injury. Tyres should not be inflated above manufacturers’ recommendation figures.

2. Always stand clear when inflating tyres.

3. Compressors & air lines should be inspected regularly.

4. Compressed air cylinders should be stored and used to suppliers’ recommendations.

F. General Working Practices

1. All working areas should be kept clean & tidy. All waste & spillage should be cleared up immediately, removed by the entrant at the end of the event and disposed of in a responsible manner.

2. Trailing cables & hoses should not be allowed to create a trip hazard and should not be run across access or roadways.

3. Whenever vehicle engines are being run, adequate ventilation must be in place.

4. All safety notices should be complied with.

5. Any personnel carrying out work should ensure that they adopt safe working practices at all times.

6. Service crews and competitors need to be aware of the long periods of exposure to cold, wet or heat, experienced while on location in service areas and dress accordingly.

7. Children under 16 years of age are to be closely supervised and should not leave your designated area unaccompanied. They are children and as such are your responsibility!!

G. Noise

1. Exposure to excessive noise may result in hearing loss, or other complaints. These may be short term, or after prolonged exposure, permanent.

2. Where exposure to noise is unavoidable, ear defenders should be worn.

H. Manual Handling

1. Lifting, carrying and propelling of loads by bodily force is a major cause of industrial injuries. All entrants are encouraged to train their personnel in safe manual handling techniques.

I. Waste

1. Entrants should remove all waste from the venue, including containers, packaging, tyres, oils etc. They must be disposed of it in a responsible manner.

J. Vehicle Safety

1. A 10 mph speed limit should be observed at all times in a Service Area, other than for Emergency Vehicles which may be attending an incident.

2. There may be pedestrians in Service Areas. Special care must be taken in these circumstances, to avoid collisions.

3. The unauthorised use of mopeds, motorcycles, scooters, go-peds, quads etc. is forbidden in Service Areas.

4. Vehicles may only be driven by persons holding valid driving licences for that class of vehicle.

K. First Aid

1. Any person sustaining injury or illness, should seek treatment from the event emergency services, by initially reporting to the Senior Official in charge of the Service Area, who will ensure the appropriate response.

L. Public Safety

1. Entrants and their associated personnel should act in a manner so as not to put either themselves or any other person at risk of injury.

M. Reporting of Accidents & Incidents

1. All accidents where any person sustains injury, or where damage to property occurs, should be reported immediately to the Senior Official in charge of the Service Area.

N. Further Regulations and Information

1. Entrants are reminded of their obligations to comply with the requirements of the appropriate sporting regulations at all times. These Guidance Notes should be read in conjunction with all relevant regulations.
