Summary

This environmental management plan (EMP) was prepared based on the “Environmental Impact Assessment Report of World Bank Financed Environmental Improvement Project in Panzhihua City”. As a stand-alone document, the EMP contains all the environmental protection activities to be put into effect, providing guidance for the mitigation measures, environmental management and environmental monitoring of the project in both the construction and operation phases. The main contents are as follows:

Objective of the environmental management plan

The World Bank financed environment improvement project in Panzhihua City involves specific and strict environmental assessment, in order to reduce the social and environmental adverse impact as much as possible, through impact mitigation measures.

As to the inevitable environmental impact of the project, a main objective of the environment assessment is to determine the potential impact of the project, and develop a set of measures which is feasible and practical in technical and economic for implementation during construction and operation phase. The mitigation measures suggested in the environmental assessment report will be adopted where reasonably and effective in the environment management plan with further details as may be needed for implementation in the construction and operation phases.

The function of EMP is to develop a list of measures for mitigation, monitoring and institutional arrangements to avoid or control the adverse environmental impact of the project, and to provide the specific activities for the implement of the measures. The EMP will be the important connection between the environmental counter-measures and the environmental mitigation measures suggested by EIA.

1  Introduction

1.1  Significance of the project

Panzhihua City is an important industry base for steel vanadium, titanium and energy in China. Industrial development is put in the first place while urban construction lags behind relatively in the past. In order to build Panzhihua City into a modernized metropolis, the urban construction process must be accelerated and the urban environment improved. The environment improvement project for which a World Bank loan will be used is in response to the demand of Panzhihua City development.

The construction of the project can beautify the urban environment of Panzhihua City and improve the landscape along the Jinshajiang River. It can also provide an essential basis for improving the city municipal and transportation service and living environment, and lay a solid foundation for turning Panzhihua into a beautiful city. At the same time, it can improve traffic condition of the city, optimize the city layout, expand urban areas of the city and support the sustainable economic development of the city.

1.2  Composing and primary technology index of the project

The project consists of riverbank slope protection, upper section of Binjiang Road, interceptor and trunk sewers, scenery project and last section of Bingren Road. The four subsections are collectively known as environmental improvement project along the the Jinshajiangjiang River. The scope of the riverbank slope protection along two sides of The Jinshajiangjiang River is from Xinzhuang Bridge to Jinjiang railway station, and the total length is 2×30km. The key section is from Dukou Bridge to Midi Bridge. The upper section of Binjiang Road begins at the west of Panzhuhua hydrological station, and along the south bank of the Jinshajiangjiang River. The total length is 2.20km. The interceptor and trunk sewers consist of sewage pipe, part of the network for Qingxiangping Sewage Wastewater Treatment Plant (WWTP), and Wushisi to Bingcaogang sewage pipe. The scenery project includes four spelled pastures. Last section of Bingren Road starts from Airport Access Road to Durenxi Road, and the total length is 6.81 km (including Dusongshuliangzi tunnel and Basiqing tunnel).

The gross investment budget of the project is RMB 1220.65 millions Yuan (nearly $ 147.42 millions), which the budget of RMB 577.94 millions Yuan (nearly $ 69.80 millions) will be from the World Bank loan, and of RMB 642.71 millions Yuan (nearly $ 77.6217 millions) will be from the place self-provides necessary fund.

2  Objectives of environmental protection

2.1  Protected objectives of water environment

Jinshajiangjiang river is the main water source for domestic and industrial water supplies to Panzhihua city. The water intakes and the water quality in Jinshajiangjiang river in general are the primary protection objectives. Table 2-1 is a list of water intakes in the project area and downstream from it.

2.3  Protected objectives of ecological environment

The protected objectives of ecological environment are mainly the farmland and vegetation along last section of Binren Road.

2.4  Protected objectives of social environment

According to the site investigation, the proposed project will pass through the urban area, causing land acquisition and resettlements, so there are many sensitive spots of social environment. Based on the ‘resettlement plan for Panzhihua environmental improvement project' and site investigation, the affected people by demolition includes 325 rural and 300 urban residents, and 9 enterprises with 4223 persons. There are 648 persons affected by land acquisition. As there are 247 persons who are impacted by land acquisition and demolition simultaneously, the total number affected by the proposed project is 5249. The main social environmental sensitive spots are listed in 2-3 and 2-4.

3.2.1  Environmental quality standards

3.2.1.1  Water environment

The Class Ⅲ standard for Surface Water Environmental Quality Standards (GB 3838-2002) is applied for surface water quality in the project region. The Class Ⅲ standard of Soil Environment Quality Standards (GB 15618-1995) is applied for substrate sludge. The detailed standard values are shown in Table 3-2 & 3-3.
