  1. PURPOSE OF THE POSITION:

To provide engineering input into Council’s development approval processes.

  1. PRINCIPAL DUTIES & RESPONSIBILITIES:

1. Assess the civil engineering aspects of development applications and recommend the engineering conditions that need to be imposed.

2. Provide advice and guidanceas requested in respect of road access and engineering infrastructure matters to divisional staff and the Director.

3. When Council has been engaged as principal certifying authority, provide advice and guidance as required to developers and their engineering project managers, designers and contractors in respect of Council’s and Roads and Maritime Services’ (RMS)development engineering standards, policies and procedures.

4. When Council has been engaged as principal certifying authority, assess design drawings, specifications and quality documentation to ensure that they adequately address the requirements of the development consent.

5. Collate stamp and sign off on complying design drawings, prepare advice and make recommendations for the issue of subdivision and or civil works construction certificates.

6. Undertake works inspections, surveillance and audit as necessary, and provide technical advice as required to developersand their contractorsand provide advice as necessary when private certifiers are used, during and after construction to ensure the satisfactory completion of engineering conditions included in development approvals.

7. When Council is engaged as principal certifying authority, issue compliance certificatesfor subdivision or other civil works required as condition of development consent.

8. Receive, collate and check for acceptance, quality records, work as executed drawings, compliance certificates and supporting documentation. Review fees and contributions payable against current list of Fees and Charges, update and index Section 64 and Section 94 contributions as required, liaise with developers and ensure that engineering fees and contributions have been paid, set bonds based on the Works Division’s advice of estimated costs for outstanding works, set bonds for defects liability, negotiate bonds covering the payment of Section 64 and Section 94 contributions (with the approval of the Director Infrastructure Planning). Advise the Directorof Planning and Environmental Services in regard to the purpose of linen plan release when all engineering conditions have been satisfied and bonding arrangements are in place.

9. Certify that bonded engineering works associated with development are completed to Council’s satisfaction and authorise the release of the relevant bond(s).

10. Monitor the payment of ongoing Section 94 contributions associated with extractive industries operations and other periodic or delayed or bonded contribution payment agreements. Take action as necessary with the owners, operators and developersto advise them of their responsibilities in the case of payments arrears. Advise the Director of Finance regarding non payment if a problem develops.

11. Ensure, to the extent practicable, that contractors engaged on development have followed appropriate systems for WHS, environmental management and quality management and that they have provided satisfactory references to Council to demonstrate that they are suitably experienced in the works to be undertaken.

12. Assessand respond to applications for additional entrances from roads with appropriate advice and conditions to ensure compliance with relevant legislation and Council’s policy.

13. Issue Permits under Section 138 of the Roads Act for any work related to development, for which consent has been granted,that is to be undertaken by contractors on a public road. Determine security deposits, check that traffic control plans and insurances meet requirements, arrange refunds of security deposits.

14. Assist with the preparation of any necessary amendments to Council’s subdivision and other development standards and conditions to ensure best practices are being followed.

16. Keep the Director of Planning and Environmental Services informed on the progress and processing of engineering input relating to development applications and construction certificates.

17. Liaise with the Director Infrastructure Planning when development applications involve the forward planning and provision of new or upgraded infrastructure.

18. Determine, in consultation with the Director Infrastructure Planning, whether development applications require referral to the Local Traffic Committee.

19. Negotiate and determine reductions and offsets to Section 64 water supply and sewerage headworks and section 94 contributions when requested by developers in consultation with Director Infrastructure Planning.

20. Refer all developments that involve access onto a State road or classified regional road to the NSW RMS for comments, conditions and concurrence.

21. Liaise as required with third party entities such as RMS, Sydney Catchment Authority, other relevant agencies, utilities, adjacent landowners and the public in respect of proposed works and development standards that may need to be applied where development would have an affect on such entities.

22. When subdivision approvals have reached the release of linen stage provide to the Director Infrastructure Planningdocuments detailing the capital costs of new assets, and details including work-as-executed plans of roads and other infrastructure, and operation and maintenance manuals for pumps, gross pollution traps and similar that will be handed over to Council for its care and control.

23. Assist other employees when required.

24. Undertake other relevant duties, as directed by the Directorof Planning and Environmental Services, that are consistent with the employee’s skill, competence and training.

25. Contribute to the implementation and operation of Council’s WHS policies, procedures and risk management strategies in the workplace.

26. Comply with equal employment opportunity (EEO) legislation and with Council’s policies and procedures for dealing with EEO.

  1. QUALIFICATIONS, SKILLS & EXPERIENCE:

Degree in Civil Engineering with a minimum of 5 years experience in Civil Engineering design and/or construction and/or development assessment; or

Other suitable Civil Engineering qualifications, such as Associate Diploma in Civil Engineering, with a minimum of 8 years experience in civil engineering design and/or construction.

4.DELEGATIONS

1.Certify the acceptance of engineering drawings prepared by consultants for works associated with development approvals.

2.Issue permits under Section 138 of the Roads Act 1993 for the undertaking of works on public roads that are related to development for which consent has been granted.

  1. Sign outwards correspondence associated with the position’s area of responsibility with the exception of:

-letters to Councillors;

-letters arising from Councillors’ requests to the General Manager;

-letters to Members of Parliament;

-correspondence originating from matters placed before Council for determination;

-letters to government departments and/or statutory authorities determined for signature of the Mayor, General Manager or Director;

-letters dealing with those things in the above duty statement that are specifically indicated for determination by a Director.

4.Set the amount of any bond required to be lodged by developers as surety for the completion of engineering works required as conditions of development;

5.Certify that bonded engineering works associated with developments are completed to Council’s satisfaction and authorise the release of the relevant bond(s).

6.Provide engineering conditions of consent for development applications, including for section 64 water supply and sewerage head works contributions, and Section 94 contributions, in accordance with Council’s adopted policies.

7.Issue quotations for Council to act as certifier for engineering works in accordance with Council’s adopted fees and charges.

8.Issue quotations for Council to supervise works within existing public roads as the road authority under Section 138 of the Roads Act 1993in accordance with Council’s adopted fees and charges.

9.Issue Compliance Certificates where works have been completed in accordance with Council’s adopted engineering policies and standards and Council is engaged as certifier for works of subdivision or other civil works.

10.Set the amount of defects liability bond required for subdivision works in accordance with Council’s adopted fees and charges.

5.SELECTION CRITERIA

Essential

1.Qualifications and experience in civil engineering design and/or construction practices especially in roads, stormwater management, municipal infrastructure, erosion control and supervision of consultants in line with the requirements of the position description.

2.Highly developed written and oral communication skills covering report writing, correspondence and contact with the public and other staff.

3.Ability to effectively work individually and in a team environment with minimal supervision.

4.Ability to organise work program and achieve deadlines.

4.Experience with computer applications including word processing, spreadsheets, electronic transfer of information and data and GIS systems.

5.Good analytical skills.

6.Ability to represent Council with a broad range of agencies, professional people, individuals and the community.

7.Knowledge of design criteria, standards, codes, manuals, legislation and policies relating to the duties of the position.

8.Current Drivers Licence.

Desirable

1.Experience in Local Government

2.Knowledge of and experience in applying planning, environmental, roads and local government legislation.

3.Previous experience as a Development Engineer.
