General:

The undersigned owner/skipper represents and warrants that they have read, understand and agree to comply with the applicable sections of:

  • Applicable sections of the Racing rules of Sailing for 2013-2016 (RRS)
  • ISAF Offshore Special Regulations, 2012-2013 for Category 1
  • The Pacific Cup 2014 Notice of Race (NOR)
  • The Pacific Cup 2014 Sailing Instructions (SI)

SR 1.02 Responsibility of Person in Charge:

1.02.1 The safety of a yacht and her crew is the sole and inescapableresponsibility of the Person in Charge (PIC), who must ensurethat the yacht is fully sound, thoroughly seaworthy and sailed by anexperienced crew who have undergone appropriate training and arefit to face emergencies and severe weather. The PIC must be satisfied as to thesoundness of hull, spars, rigging, sails and all gear. The PIC must ensurethat all safety equipment is properly maintained and stowed and thatthe crew knows where it is kept and how it is to be used. The PIC shall nominate a person to take over the responsibilities of the Person inCharge in the event of incapacitation.

1.02.2 Neither the establishment of the Offshore Special Regulations, their use by raceorganizers, nor the inspection of a yacht under the Offshore Special Regulations in any way limits or reduces the complete and unlimited responsibility of thePerson in Charge.

1.02.3 Decision to race: The responsibility for a yacht's decision to participate in a race or to continue racing is hers alone. (RRSFundamental Rule 4)

The designated Navigator is qualified and competent at navigation and coastal piloting by traditional methods as well as with any electronic means that are available to him or her.

MOB Training:

The vessel and no fewer than 70% of the crew have successfullycompleted a “quick stop” overboard recovery drill(s) on the subject vessel within the year preceding the race start. ______

Storm sails:

The majority of the crew has practiced setting and sheeting the storm jib or heavy weather jib and trysail.

Emergency procedures:

The entire crew has participated in practice drills to address the following:

• Dismasting

• Abandon ship

• Fire suppression

• Emergency communication, including flares

Lifejacket/tether policy:

The entire crew understands and will follow the boat’s lifejacket and tether policy.

Communications:

The designated communications operators have sufficient training, including frequency selection, email protocols, propagation and emergency antennas, to operate onboard SSB, Satphone, VHF, DSC, AIS, and EPIRB equipment in normal and emergency conditions, and are familiar with the contents of the Communications Plan.

Emergency steering:

The emergency rudder or steering system has been deployed, and tested and found adequate to steer the vessel in at least 10 knots of true wind in both upwind and downwind directions. ______

Asymmetric Loading Limit:

The boat will comply with the provisions of the Sailing Instructions, Appendix IV, Section 24; (may change with SIs for 2014).

The boat is equipped and prepared to anchor out in Kaneohe as required by the Sailing Instructions Appendix II, Section 2; (may change with SIs for 2014).

Inspection deficiencies:

Any and all items noted during the courtesy Inspection will be corrected prior to my start,and I promise not to whine when they are checked in Kaneohe upon arrival if I am penalized or disqualified because they do not comply with all of the safety requirements.
