P6Hx23-4.031 PROCEDURE: STUDENT ACTIVITIES SCHOLARSHIPS, ATHLETIC GRANTS-IN-AID, AND ELIGIBILITY REQUIREMENTS FOR ALL ATHLETES

Purpose:

To establish a procedure for the selection of students to receive student activities scholarships and athletic grants-in-aid, and eligibility requirements for all athletes.

Procedure:

I. Student Activities Scholarships

A. Eligible Organizations

The following organizations' members are eligible to be considered for a student activities scholarship:

1. The student government body at each site;

2. The Wooden Horse student newspaper;

3. The Obelisk student literary magazine(s); and

4. Any other organization or activity sanctioned by the Florida Community College Activities Association (FCCAA).

5. Student Ambassadors or other such official student groups whose purpose is to assist in orientation, retention and/or recruitment activities.

B. Appropriations

The provosts and the vice president for Educational and Student Services will recommend appropriate organizations to receive funding. They will also determine which of these organizations may award scholarships in advance for recruitment purposes. Based on these recommendations, a scholarship budget will be developed on an annual basis. Only those organizations designated to receive an appropriation in the College budget will be eligible to have its members receive scholarships.

C. Student Eligibility Criteria for Student Activities Scholarships

1. Displays leadership qualities within the organization/ activity;

2. Fulfills assigned responsibilities and voluntarily accepts additional responsibilities;

3. Has an accumulated grade point average of 2.00 or better on a 4.00 scale, or has achieved a 2.00 grade point average during the preceding term;

4. Currently is registered for at least 6 semester hours of credit courses at the College;

5. Currently is an active member of an organization listed above.

D. Student Eligibility for Advanced Awarded Scholarships

1. Shows potential for leadership within the organization;

2. Possesses a strength or talent needed by the organization/activity;

3. Has a cumulative 2.00 grade point average on a 4.00 scale, or has achieved a 2.00 or better grade point average during the preceding term;

4. Will be registered for at least six (6) semester hours or credit courses at the College.

E. Application and Selection Procedure

1. The Student Activities Scholarship Application(s), Form FA 430 shall be available from the student activities coordinators, organizational advisor(s), and faculty sponsors/advisors of the Wooden Horse student newspaper and the Obelisk student literary magazine(s).

2. Students should complete the relevant portions of the application and submit it to their faculty sponsor/ advisor.

3. Faculty sponsor/advisors should complete their relevant section of the application form, make an award recommendation, and return it to the student activities coordinator at the site by the deadline date.

4. The student activities coordinator will submit approved recommendations to the site associate provost.

5. The associate provost will forward all selections to the assistant director of Scholarships and Student Financial Assistance.

6. All applications must be fully completed prior to their consideration.

G. Awards

1. The maximum award will be $500.00 per student per term.

2. This procedure shall be effective during Term I, Term II, and Term III.

3. No awards will be given to students affiliated with an eligible organization if such organization becomes inactive during the relevant term.

4. Students receiving an advanced award scholarship who did not successfully complete six (6) semester hours in the term for which they received the award or have not fulfilled their responsibilities within the organization may not receive a subsequent student activities scholarship.

5. All awards must be approved by an assistant director of Scholarships and Student Financial Assistance.

II. Student Athletic Grants-In-Aid

A. The College will make awards in accordance with the recommendations as outlined by the Florida Community College Activities Association.

B. Grants-in-aid will be funded so that each awardee will be permitted to take up to 30 credit hours during the academic year of the award. The athletic award may include all course registration fees (maximum 30 credit hours), housing and meal allowances (within the terms permitted by the National Junior College Athletic Association (NJCAA) and the Florida Community College Activities Association (FCCAA) regulations), and books and supplies (maximum allowance identical to Title IV Cost of Education figures). All books and supplies are to be obtained at the College contracted bookstore.

C. Students who are awarded an athletic grant-in-aid must complete the acceptance portion of the Athletic Grants-In-Aid Award Letter (Form AS 441).

D. Cheerleaders may be paid a stipend of $200.00 per term (Terms I and II) in recognition of their support of athletics and other selected college events. The cheerleaders must abide by all SPC, Athletic Department, and team policies, as well as meet the eligibility requirements of FCCAA and NJCAA.

E. All awards must be approved by an assistant director of Scholarships and Student Financial Assistance.

III. Eligibility Requirements for All Athletes

A. All students who participate as athletes must also comply with the following terms and conditions.

1. Abide by all St. Petersburg College, Athletic Department, and team policies, as well as meet the eligibility requirements of the Florida Community College Activities Association (FCCAA) and the National Junior College Athletic Association (NJCAA), all of which are subject to change from time to time;

2. Enroll in at least twelve (12) semester hours, except for Term III;

3. Complete at least twelve (12) credits with a minimum 1.75 GPA at the end of the first term to be eligible for the second term;

4. For all subsequent terms, complete a minimum of twelve (12) credits and earn at least a 2.0 GPA during the last term of full-time enrollment or have at least a cumulative 2.0 GPA (based on twelve (12) credits times the number of terms of full-time enrollment);

5. Complete at least twenty-four (24) credits with a minimum 2.0 cumulative GPA prior to the second season of competition;

6. Submit to a College authorized and sponsored drug screening for illegal use of drugs that may be administered twice annually and upon suspicion. A student athlete who has a confirmed positive drug test result shall be disciplined. Discipline may include suspension or dismissal from the athletic program and/or College;

7. Submit to and satisfactorily meet the standards according to the intercollegiate athletic program for preliminary and follow-up background checks as conditions for award and renewal of athletic scholarships.

8. Comply with College and athletic department regulations, including refraining from the use of controlled substances (drugs), tobacco products, and alcohol; and

9. Understand and agree that if the student decides not to participate in the designated sport after receiving the scholarship, the student may be responsible for repayment to the Business Office of the College for any scholarship funds previously utilized during that academic year.
