P1547.2 Work Group Meeting Minutes

August 3-4, 2006 Las Vegas, Nevada

Introductory Remarks. A meeting of the full IEEE Standard P1547.2 (Draft Application Guide for IEEE Standard 1547, Standard for Interconnecting Distributed Resources with Electric Power Systems) Work Group was held on August 3-4, 2006 in Las Vegas NV (no breakouts).

Robert Saint, Chairman for the P1547.2 Work Group, chaired the meeting. David Bassett, Vice-Chairman and Tom Basso, Secretary, attended the meeting. The participant list is included as Attachment 1 and Agenda as Attachment 2. The IEEE Standards Board By-Laws on Patents and Inappropriate Topics were displayed and discussed. An opportunity was provided for WG members to identify or disclose patents that the WG member believes may be essential for the use of the standard; none were identified by the participants.

August 3, 2006. Discussion on Thursday focused on a possible re-organization of the document. A suggestion was made to move most of the information on system impacts from the Section 7 (Application Guidance for IEEE Std. 1547 Technical Specifications and Requirements) of Draft 5.0 to an annex. After discussing the pros and cons of various ways to organize the document, it was decided by vote to leave most of the system impacts information in Section 7 (organized by 1547 clause), with this Section preceded by a new section giving an overview of system impacts, including a cross reference table categorizing system impacts and showing where information is located in the document (see Attachment 2 (continued) for cross reference table categories). The existing annex with the system impact information from the EEI reported titled “Distributed Resources Task Force Interconnection Study, June 2000” and information on system impact studies will be split into two separate annexes: 1)Area and Local EPS System Impacts and 2) System Impact Studies.

Next, there was discussion of section 6.1.2 (Operation of Area EPS Distribution Systems), which is currently only in outline form. Steve Early volunteered to develop this clause, with help from David Bassett. For the remainder of the day, comments on various clauses in Section 7 (Draft 5.0) were addressed.

August 4, 2006. On Friday, the meeting started with a discussion on future web conferences. Monthly, ninety-minute web conferences will be held September through December – writing team/contributors. The next full Work Group will be held during the week on January 29 or February 12, 2007 for two days (week of Feb 5 isn’t good). Any additional comments on Draft 5.0 are due by September 15, 2006. Draft 6.0 will be posted by January 2. 2007.

Section 10 was then reviewed and considerable content was moved to an annex. For the rest of the meeting, various other comments throughout the document were addressed. A revised document outline is shown in Attachment 3.
