Programme Officer

Oxfam GB is looking to recruit a highly motivated individual for the position of a temporary (for ten-month, starting from mid or end February, 2004) Programme Officer at its Baku office. Applicants are required to complete an Oxfam job application form available from Oxfam’s Baku office at 144, Alovsat Guliyev Street (near Nizami cin/theatre), and submit an updated CV detailing previous work experience. Key activities:

·  To assist local organizations to formulate proposals for projects to be funded by Oxfam or other organizations;

·  To assist in the developing advocacy strategy on behalf and with vulnerable people on policy and practice changes locally and nationally;

·  To ensure all projects are implemented within Oxfam’s agreed minimum financial and programme standards;

·  To liaise with relevant government offices in the regions if necessary to encourage and support co-operation for new initiatives;

·  To participate in monitoring and documenting the impact of the above mentioned activities on the status of the target communities;

·  To provide written monthly reports to meet Oxfam reporting requirements;

·  To became familiar with and work within Oxfam philosophy, methods of working and office system;

·  To undertake any training required for this position.

Key competencies:

1.  At least 3 years experience of NGO work preferably in an INGO as development worker;

2.  Relevant knowledge, experience and good understanding of development, information and advocacy work;

3.  Commitment to all aspects of equal opportunity and diversity. (gender/disability);

4.  Experience in training delivery;

5.  Analytical thinking and report writing skills;

6.  Excellent written and verbal communication (English and Azeri);

7.  Able to travel frequently to Barda;

8.  Ability to work under pressure.
