Overview of State Raffle Legislation
NEW SOUTH WALES
PERMITS
Permit not required where total value of prizes does not exceed $25,000.
PRIZES
No cash prizes over $5,000.
No tobacco products in any form.
No more than 20litres of alcohol, beer or wine. Tickets cannot be sold to anyone less than 18 years.
TICKETS
Tickets can be sold at a discount (e.g. $1 each or 3 for $2) only if this is fully disclosed at the beginning of the raffle and is advertised either on the ticket and/or at the point of sale.
If more than one prize is being offered, the major prize should be the first drawn.
The following information must be advertised to buyers (this can be done on the ticket)
- the organisation (The Smith Family)
- the ticket price
- when and where the raffle is to be drawn
- where the winners will be published
Ticket butts must be retained for at least three months after the draw.
Note: Wodonga VIEW Club in Area NL should refer to the raffle legislation for Victoria.
Over all it must be known that street raffles require a council permit and permission from National Office
Food handling policy must be applied to any prizes containing food products, e.g. hampers.

VICTORIA
PERMITS
Permit not required where total value of prizes is less than $5000 and the tickets will be sold within a three month time frame.
PRIZES
No tobacco products in any form.
No restrictions on alcohol (but tickets cannot be sold to anyone under 18 years)
TICKETS
Discounting of tickets is discouraged.
If more than one prize is being offered, the major prize should be drawn first.
Tickets must contain the name of;
- the organisation (TSF)
- the ticket price
- the description of each prize and value
- where and when the raffle will be drawn
- where the winners will be published
Tickets may only be sold for a maximum of 3 months before the draw.
Ticket butts must be retained for at least three months after draw.
Over all it must be known that street raffles require a council permit and permission from National Office
Food handling policy must be applied to any prizes containing food products, e.g. hampers.

PERMITS
Permit not required for any raffle where the total value of prizes is less than $2000.

For raffles where individual prize is under $2000, no details are required to be printed on tickets.
Where individual prizes are over $2000, tickets must contain:
- the permit number
- the name of the organisation(The Smith Family)
- the ticket price
- the description of each prize and its value
- where and when the raffle is to be drawn
- where the winners will be published

No more than $1000 worth of alcohol and tickets cannot be bought or sold by anyone under 18years.
TICKETS
Tickets can be sold at a discount (e.g. $1 each or 3 for $2) only if this is fully disclosed at the beginning of the raffle and is advertised either on the ticket and/or at the point of sale.

Where GROSS proceeds are over $2000, tickets must have:

Permit not required where the total value of prize is less than $5000 and tickets are not being sold to the public for more than eight days or $1000 on the same day.
PRIZES
No tobacco products of any form.
No restrictions on alcohol (but tickets cannot be bought or sold to anyone under 18 years).
TICKETS
No discounting of tickets allowed.
If more than one prize is being offered, the major prize should be drawn first.
Raffles under $500, no details are required to be printed on the tickets and they can be sold for up to eight days.
Where prizes are over $500, tickets must contain:
- the permit number
- the organisation(The Smith Family)
- the ticket price
- contact name/number of permit holder
- the description of each prize and its value
- where and when the raffle will be drawn
- where the winners will be published
Where prizes are over $500, ticket butt must have the name and contact details of the ticket buyer.

TICKETS

If more than one prize, the major prize should be drawn first.
For tickets sold on the day and prizes under $2000, no details are required to be printed on tickets (coat check tickets are acceptable) however the prices and prizes must be advertised somewhere.
For tickets not sold on the same day, printed on ticket must be organisation name, date, time and place of drawing, name, address and phone number of ticket purchaser.
