OVERVIEW OF THE LEADERSHIP INSTITUTE

Idaho Career & Technical Education is funding and facilitating activities for the Idaho Career & Technical Education Leadership Institute. The purpose of this Institute is to prepare the next generation of district and state career and technical leaders. It is designed to produce forward-thinking and change-oriented leaders through a 27-month (2 years and 3 months) program of study. Three to six new prospective leaders will be initiated into the Institute during the annual Idaho Career & Technical Education Professional Development Conference: REACH

The program of study consists of four basic components:

  1. Twelve seminars on Idaho and National career and technical education policies, processes and leadership
  2. The development of an Administrative Professional Development Plan
  3. Attainment of an Idaho Career & Technical administrator’s certificate
  4. Administrative mentoring/internship (option during third year)

Structure

A formal process for application to the Institute is required. Three to six applicants will be selected from those who apply for the next cohort group. Enclosure 1 is a copy of the nomination form and Enclosure 2 is a copy of the application to admittance into the Institute.

Each institute session involves one or more specialists or consultants who focus on fundamental education and leadership concepts and issues that will assure insight into the dimensions of the operation, funding, maintenance and design of Idaho Career & Technical Education programs. Participants are expected to attend the ACTE National Policy Seminar, ACTE CareerTech Vision, three Idaho Career & Technical Education Professional Development Conference: REACH, five state level policy and planning meetings, and three IASA Project Leadership meetings. Networking activities, meals and workshops will be a feature of each session. Up to twelve university semester credits (six per year) are given for institute participation. Participants may take the opportunity to use these credits toward specially designed Career & Technical Education Doctoral or Education Specialist programs at the University of Idaho. Credit is also available through Idaho State University.

To apply for the Leadership Institute, it is preferred that the candidate have the following qualifications:

  • Hold a Bachelor’s degree in education, and/or hold an occupational endorsement with a minimum of three years’ teaching experience in an occupational discipline
  • Have completed a minimum of four of the five following courses:
  • Principles/Foundations of Career & Technical Education
  • Analysis/Curriculum Design
  • Vocational Guidance/Occupations & Education Information
  • Methods of Teaching
  • Evaluation
  • Hold a Master’s degree or be willing to achieve the degree over the Leadership Institute duration.
  • Be recommended for leadership training by his/her supervisor, which includes agreement by the supervisor to allow the LI candidate to fully participate in all Leadership Institute trainings and activities
  • To advance through the Leadership Institute levels, participants must have positive employment in a CTE entity

During the 27 months of participation in Leadership Institute, each participant will be expected to complete requirements for an Idaho Career & Technical Education Administrator Certificate. This requirement necessitates the completion of at least 15 semester credits of coursework in school leadership that includes, but is not limited to, coursework in the following areas:

  • School finance
  • Administration and supervision of personnel
  • Legal and ethical aspects of school administration

All Course requirements for the institute activities are provided by Idaho State University and the University of Idaho. (Completion of the nomination and application paperwork does not guarantee participation. Each applicant is reviewed for leadership goals, program outlook, and institutional support.)

Participants will be recognized for successful completion of the Leadership Institute, as well as receive a Certificate of Completion for the three-year IASA Project Leadership Program.

An overview of the proposed 27-month agenda is shown in Enclosure 3. The individual sessions will focus on personal leadership and policies/processes needed to provide the breadth and depth necessary to influence overall program quality in our secondary schools and post-secondary institutions. *NOTE: Participants will attend the ACTE CareerTech Vision one year, and the ACTE National Policy Seminar held in Washington DC, another year. All meetings are mandatory.

Expenses covered by the District, Institution, or Participant are: Substitutes for Seminars/Meetings; University Credit (up to 6 semester hours per year); Summer Conference.

Expenses covered by Idaho Career & Technical Education are - Registration, Travel, Lodging, and Meals associated with:

  1. Project Leadership meetings in November
  2. ACTE CareerTech Vision and National Policy Seminar in Washington DC.
  3. State-level seminars scheduled for February and May
