Happy Valentine’s Day!
I have been very busy with Sue Foy and Brenda Bowersox making changes to the Standing Rules and By-laws as well. The Standing Rules will be presented and voted on at the March meeting. According to Robert’s Rules of Order, Standing Rules may be adopted without previous notice and by majority vote.
I thought this would be a good time to remind everyone how the process works, as is stated in our Standing Rules:
- Any member in good standing with ESA Headquarters and with a chapter in good standing with the VSC may make a motion.
- Debate on any one question shall be limited to ten (10) minutes. No person shall hold the floor for more than two (2) minutes. The mover of the motion, however, shall be allowed three (3) minutes and has the privilege of opening and closing the discussion.
- A member has the right to speak twice on the same question, but cannot make a second speech on the same question as long as any member who has not spoken on that question desires the floor.
- Members shall indulge in no personalities and shall avoid reference by name.
- To secure the floor, a member shall rise and address the chair, giving their name, chapter, and town.
- The member shall speak distinctly and loudly enough so that the President and Secretary will have no difficulty in knowing who s/he is and from where s/he comes.
Let’s hope for agreement and a smooth process through the changes. And Susan, we may want to take a break just before we delve into the Standing Rules.

VSC TREASURER’S REPORT—LOU ANN WYER
February 13, 2017
I hope everyone is having a great new year. Happy Valentine’s Day!
We had some beautiful weather here this last weekend and I, for one, cannot wait for spring. My daffodils are starting to pop and the Lenten roses are in full bloom. I find working in the garden very therapeutic and peaceful for my mind.
Beta Kappa held a LuLaRoe fundraiser for St. Jude in December, both a pop up show (hosted by my daughter and her LuLaRoe team) and an online sale. Thanks for everyone who came out for the pop up and those who ordered online.

Greetings VSC’ers! This year has sure flown by. I hope you all have had a good year and I look forward to seeing everyone at Convention in May, if not at the Spring meeting in March.
If your chapter has one of the VSC traveling trophies, please remember to shine it up and bring it to the Spring Meeting on March 25th. I’ll be collecting the trophies at the meeting to have them ready for presentation at the May Convention.
If you or your chapter will not be attending the Spring meeting, please send the trophy with a member for a neighboring chapter whom may be attending.

EASTER SEALS—LYNN KEFFER
Easter Seals has another substantial contribution thanks to a Sigma Chi sister being in the right place at the right time. Nancy Clemons is a volunteer with an organization known as Community Outreach Program. They received a donation that included hardback books which were geared for children younger than their program serves. So Nancy put on her Sigma Chi Easter Seals cap and shared that the Easter Seals Early Childhood Development Program could certainly use them. They were happy to share, and Easter Seals is tickled. These books are brand new and retail for over $1,000.00.

This year has been a fun year for me to read all the Socials sent in by chapters. Among a few are Picnics, Miniature Golf,Dinner theaters, Plays, Old Memories, Easter Seals, Game Night and Holiday Celebrations. I felt, when reading, that I was there and wished I had been. Some great stories told by the Chapters.
I have not heard from many which surprised me because I know we are all social, just need to write about them and send to me. We don't have much time before this year is over, so sendme some more.
