MEMORANDUM FOR SAIs/AIs/Raider Platoon Commanders

SUBJECT: 1ST Annual “Blue Devil” Army JROTC Raider Challenge

1. Purpose: The purpose of this letter is to publish the events, guidance and sequence of events for the 1st Annual Blue Devil Raider Challenge hosted by the Davenport Central High School Army JROTC. This event will be held on the May 9, 2009 at the Rock Island Arsenal in Rock Island, Illinois.

2. Scope: This letter is applicable to all Army JROTC units participating in this event.

3. General:

a. Entry Requirements:

(1) Teams will consist of a 6-member squad.

(2) Entry fee will be $100.00 per team. Due to time and logistics we are limiting this to 10 teams.

b. Major events will include: Army Physical Readiness Test, One Rope Bridge, 10K Road March and a Raider Challenge Course. Guidance and descriptions of these events are attached.

c. Judging: In the event of evaluator shortages, due to deployments by the IANG, I will solicit instructors to help evaluate on a voluntary basis.

d. Awards:

(1) Team: 1st place trophies will be awarded to teams in each major event. 1st, 2nd and 3rd place overall team trophies will be awarded.

(2) Individual: Trophy awarded to each member on the 1st place overall team.

e. Logistics:

(1)Cots and showers should be available at the Arsenal Fitness Center for teams wishing to arrive the night before. Nothing fancy, but it’s clean and free. Males and females will bunk together at the Arsenal Fitness Center.

(2) The host unit will provide lunch on day of competition.

4. Our number one priority during this event will be SAFETY. Our number two priority is to have fun and share camaraderie. This should be a great training day. Anytime we can get JROTC Cadets together is great.

ADMINISTRATIVE NOTES:

·  Sergeant Major Matson and volunteers will be at the Rock Island Arsenal fitness center on the May 8, to register teams. SGM Matson’s cell number is 563-505-6976. LTC Joe Moralez’ Cell is 563-343-6139.

·  At commander’s call, each team leader will draw a number from a container. This will be the team’s number throughout the event and will determine their order in the rotation. Teams will draw in order of distance they traveled. Longest distance traveled draws first.

·  The Rope Bridge and Raider Challenge Course events will be a round robin. All teams will execute the 10KM road march after the Challenge/ round robin events.

·  Upon completion of the Road March there will be a Closing Ceremony.

·  Registration will be done by mail Prior to 1 March 09.

·  Each cadet must have release forms completed and signed prior to competing.

·  Uniform for this event is BDU/ACU. Berets and boonie hats are authorized for competition if that is the team’s standard headgear. We ask that team uniformity remain constant throughout the competition. Raider challenge team members will need to bring pistol belt and canteen w/ water. For the Army Physical Readiness Test, cadets will wear brown undershirts or their Raider Team/battalion t-shirts, belt, BDU trousers and athletic shoes and socks.

Enclosure 1 (Team registration Form)


ROPE BRIDGE EVENT

1.  This is a timed, event. The team constructing a one-rope bridge in the fastest time will be the winner.

2.  Each team must properly construct a one-rope bridge using the proper knots and equipment.

3.  The time will start went the grader says “GO” and the time will stop when all team members have crossed the obstacle and all knots on the one-rope bridge have been untied.

4.  The lane grader will establish the boundaries and answer any questions prior to evaluating the team.

5.  Requirements:

a). Far-side anchor must have at a minimum two (2) round turns and two (2) half hitches.

b). Near-side anchor CAN UTILIZE ANY KNOT with a metal snap link and at a minimum (2) round turns and two (2) half hitches.

c). All team members must wear properly constructed Swiss-seats with locking snap-links. d). Every member of the team must cross the obstacle or risk being forfeited in this event.

6.  Penalties:

a). A thirty (30) second penalty will be assessed for every knot improperly tied.

b). A thirty (30) second penalty will be assessed for every member of the team that crosses the obstacle and touches the ground, or any part of their equipment touches the ground.

c). A thirty (30) second penalty will be assessed for every member crossing the restricted boundary established by the lane grader.

d). A ten (10) second penalty will be assessed for every piece of equipment that drops while negotiating the obstacle (i.e., headgear, canteen).

NOTE: Each team will bring their rope bridge equipment and carry it throughout the course of the challenge. Field packs will NOT be available for issue.

Enclosure 2 (Rope Bridge)

10 Kilometer Road March

1. Uniform for this event is: BDU/ACU, boots, pistol belt, and canteen full of water.

2. Each team will start in the vicinity of the fitness center.

3. All SIX-team members will finish together within 25-meter mark on the ground.

4. Members crossing the finish line without all members within the 25-meter mark will be assessed

1 minute to their time for each member outside the mark.

NOTE:

·  Safety is always our #1 priority

·  Each team will be issued A road guard vest

·  There will be guides and water points along the route

ARMY Physical Readiness Test

1. The events will include:

Push-ups

Sit-ups

2-Mile Run

2. Standards will be IAW FM 21-20, Chapter 14. (All scores IAW youngest age group)

3. Scorecards will be issued out at registration and will become the responsibility of the team captains.

RAIDER SKILLS COURSE

1. This is a timed event. Teams will be ranked in this event according to lowest times. Lowest total time averaged in all course events being 1st place.

2. Upon the start command teams will move out on the course carrying assigned equipment with them, to include a litter weighted with approximately a 140 plus-pound load.

3. Teams will negotiate several obstacles to include: simulated barbed wire to low crawl under, a culvert, a wooden wall, small maze and so forth. Obstacles deemed untouchable will result in 10-second penalties for each time a team member touches it.

4. Throughout the course, teams will encounter stations where they will have to perform skills of strength, endurance, accuracy and knowledge. Penalty and bonus seconds will be added to course run time according to performance of team at each station. Stations will include:

Ball Throw

First Aid

Knot tying

Map and Compass Reading

Litter Carry

5. Time will end when team crosses finish line with all equipment.

6. Uniform for this event is BDU with pistol belt and canteen.

BALL THROW

1. At this station there will be a container with 6 standard baseballs in it. Each team member will take one baseball and from behind a waist high barrier, one person at a time, will throw the baseball at a 10-meter circle approximately 25 meters from the barrier.

2. In the center of the circle will be a 50-gallon drum or something close to that.

3. Seconds will be deducted from each team score when:

a. ball lands in the 50-gallon drum (-60 seconds)

b. a ball hits a silhouette (-20 seconds)

c. a ball remains in the circle (-10 seconds)

4. Seconds will be added to team score when a ball does not land in circle (+10 seconds)

Enclosure 5 (Raider Skill Course/Ball Throw)

FIRST AID

1. At this station teams will encounter a casualty.

2. Teams will render first aid IAW:

a. JROTC 145-U3/4-SCT, Unit 4, Lessons 1 through 4.

3. This will be a qualitative evaluation of accessing and treating a casualty.

4. Seconds will be deducted from each team score when:

a. Team performs first aid correctly on casualty IAW JROTC 145-U3/4-SCT, Unit 4, Lessons 1 through 4 (-30 seconds).

5. Seconds will be added to each team score when:

a. Team fails to render the proper first aid on a casualty IAW

JROTC 145-U3/4-SCT, Unit 4, Lessons 1 through 4 (+30 seconds).

KNOT TYING

1. At this station each team member will tie one of the following knots:

Bowline

Clove Hitch

Prusik

Square

Butterfly

Fisherman’s

2. Each team member will randomly draw a card with one of the above knots on it. It will be the responsibility of the team member to correctly tie that knot. Individual must tie his or her own knot.

3. Thirty (30) seconds will be added on to team score for each incorrect knot.

Enclosure 6 (First Aid/Knot Tying)

MAP AND COMPASS

1. At this station each team member will come to a map board (1:50,000 scale) and do one of the following:

Find a feature using an 8-digit grid coordinate

Measure grid azimuth (+/- 1 degree)

Figure distance from point to point on a map (+/- 50 meters)

Find an azimuth using a lensetic compass (+/- 2 degrees)

Measure elevation

Identify a terrain feature

2. Thirty (+30) seconds will be added on to team score for each incorrect answer or calculation.

LITTER CARRY

1. Each team will carry one member in a standard Army medical litter or something like that for approx. ¼ of a mile.

2. Fastest time wins. Each member must stay in constant contact with the litter.

3. If the carried member touches the ground, a one minute penalty will be noted for each touch.

CONSENT TO MEDICAL TREATMENT

STATEMENT REQUIRED BY PRIVACY ACT OF 1974

(1) AUTHORITY: TITLE 10, U.S. CODE 2102.

(2) PRINCIPAL PURPOSES: A statement authorizing medical care in civilian or government medical facilities while attending or traveling to or from JCLC.

(3) ROUTINE USES: Normal personnel actions: Disclosure of information may be provided to proper authorities in actions regarding medical treatment, legal actions as a result of injury or death, and investigation of accident resulting from JCLC.

(4) MANDATORY OR VOLUNTARY DISCLOSURE AND EFFECT ON INDIVIDUAL NOT PROVIDING INFORMATION: Voluntary. Failure to complete form will disqualify JROTC cadet from participating in specific voluntary training exercises.
