GENERAL MEETING MINUTES

May 20, 2014

Present: Director Tony Cicerelli, Director Martin, Director Rick Goedde, Fire Chief Jeff Dorhauer, Assistant Chief Steve Stafford, Attorney John Kaltenbronn, Fire Marshal Ed Nicholson, Office Manager Shelley Dougan, Captain Rick Smith.

Director Cicerelli called the meeting to order at 4:00 p.m.

Public Comment:

No Public Comment

Consent Agenda:

Director Goedde made a motion to approve the Consent Agenda. Director Martin seconded the motion. Approved. Motion passed.

Old Business:

Attorney Kaltenbronn stated he received the contract from American Tower however there were errors in it therefore it’s been sent back for corrections.

Chief Dorhauer advised that the district is currently out to bid for dock modifications including electrical hook up from the highline to the dock and concrete work for the ramp that are due by the end of the month. Chief Dorhauer met with Jeff Green of Ameren UE regarding moving a dock they own but would need to add a slip for our boat. Director Cicerelli has concerns of attaching to a dock that is not owned by the district therefore would like Chief Dorhauer to discuss a lease option contract with Ameren.

Chief Dorhauer stated the district went out to bid on the two 1985 Engine Tankers and two sealed bids were received and both bids were for ET11. Southwest Fire Protection District bid $25,000 which is $5,000 over asking price, with a request for financing. Tri-County Fire Protection District bid $12,500. The Board of Directors asked Chief Dorhauer to propose a three year financing term for the $25,000 to Southwest Fire Protection District. Director Martin made a motion to accept Southwest Fire Protection District’s bid for $25,000 with three year financing term. Director Goedde seconded the motion. Approved. Motion passed. Director Goedde made a motion to deny the low bid from Tri-County Fire Protection District since the district request started at $20,000. Director Martin seconded the motion. Approved. Motion passed.

New Business:

The 2013 Annual Audit required by the State of Missouri was finalized by Evers & Company CPA’s. Chief Dorhauer stated that this was the cleanest audit the District has seen in many years. Director Martin made a motion to accept the 2013 Audit as presented. Director Goedde seconded the motion. Approved. Motion passed.

Chief Dorhauer announced that two bids were received for the replacement of two garage door panels in each of the doors at Station 1. The new panels will be glass allowing more natural light into the Station. Raynor Garage Door Sales of Sedalia had a total bid at $6,945.00 and Capital Installers of Jefferson City had a total bid at $9,100.00 per bid specifications. Director Goedde made a motion to grant the low bid to Raynor Garage Door Sales. Director Martin seconded the motion. Approved. Motion passed.

Chief Dorhauer announced that the two new tankers have arrived. Captain Blankenbeker and Engineer Latham are working on mounting equipment. So far the crews are happy with the operations of these apparatus. Once equipment is mounting and training complete they will be placed in service.

Chief Dorhauer stated that every five years Missouri State Surplus Properties requires the District to provide the names of employees allowed to make purchases on behalf of the District. This contract requires signature of the Board President. Director Martin made a motion to accept the contract from Missouri State Surplus Properties authorizing purchases from approved personnel. Director Goedde seconded the motion. Approved. Motion passed.

Fire Marshal Nicholson presented Resolution 2014-1 for the Board of Director approval and signature. Twelve years ago the Fire District presented the Safe Kids program to School of the Osage in which it was turned down. The following year it was allowed in 4th grade, but at the end of that year was turned down for continuance at the 4th grade level. Ms. Melinda Johnson, a teacher in the 3rd grade, stepped up and requested the Safe Kids program be taught in the 3rd grade level. Because of her assistance the District has provided all 3rd graders at School of the Osage the Safe Kids Program for the past ten years. Ms. Johnson is leaving 3rd grade moving to 4th grade therefore the District would like to thank her for her dedication with this Resolution 2014-1. Director Goedde approved Resolution 2014-1 for Ms. Johnson decade of educating youth in fire safety. Director Martin seconded the motion. Approved. Motion passed.

Reports:

Assistant Chief’s report was accepted as submitted. Chief Stafford submitted certifications received by the three individuals that attended FDIC. Also those individuals will be instructing other personnel and skills they learned from the courses they attended.

Fire Marshall Nicholson’s report was accepted as submitted. Fire Marshal Nicholson stated that Inspector Daniel Zumwalt conducted a fire extinguisher training at Ozark Health Care with the new extinguisher prop.

Captain’s report was accepted as submitted.

Director Goedde asked about the new firefighter that was approved for hire. Assistant Chief Stafford stated that he was set to start on May 19th however notified him on May 17th he had taken another job. The second person on the list was contacted but also had already taken another job; the third person contacted accepted the position and is set to start on June 2nd for a 40 hour week of training then will be put on shift on June 10th.
