Oregon School Boards Association (OSBA) is a membership organization composed of school districts, community colleges, and education service districts and is dedicated to improving student achievement through advocacy, leadership and service to locally elected, volunteer Oregon school boards.

One of the ways in which OSBA serves its members is through its Property and Casualty Coverage for Education (PACE) insurance trust. PACE is the largest property and liability risk pool of education organizations in the state, representing more than 200 school districts, community colleges and education service districts.

Supervision/General Position Description

This position acts as the administrator for PACE and provides organization, leadership and accountability for PACE services. This position works in partnership with staff from the Special Districts Association Organization (SDAO) in implementing the PACE insurance program.

Exercises wide latitude in determining objectives and approaches to assignments and works under the supervision of and reports to the OSBA Executive Director.

Provides strategic, innovative leadership in the planning, implementation, assessment and improvement of PACE’s strategic/business plan, which is designed to further the objectives established by PACE trustees. Acts as a liaison between OSBA and other public or private organizations and entities as designated by the Executive Director.

Develops, provides, and coordinates high quality, effective training programs for school districts, education service districts, and community colleges across Oregon in areas of risk management, employment law, child abuse prevention, and other liability issues. Travels throughout Oregon to present trainings.

Remains current regarding state and federal law and best practices that impact risk management and insurance pooling for school districts, education service districts, and community colleges including, policies and practices resulting from legislation, court decisions, agency rulings and administrative rules, etc.

Essential Job Functions

Serves as the administrator for PACE which includes: being the primary contact for trustees; coordinating/preparing materials for trustees; organizing and running quarterly trustee and service provider meetings (e.g., quarterly litigation meetings, SDAO/OSBA staff meetings); ensuring service provider compliance with service contract; preparing documents and reports necessary for the operation of the administration of the program; representing the program’s interest at meetings and events.

Demonstrated experience in:

a.  Building relationships through a collaborative, leadership style;

b.  Highly effective oral and written communication skills including public speaking and providing instruction/training to adults;

c.  Effective interpersonal skills and the ability to work well with people of various social, cultural, economic and educational backgrounds;

d.  Developing, coordinating, and implementing business plans and projects;

e.  Managing project teams, communicating changes and progress effectively;

f.  Setting goals and objectives;

g.  Completing projects on time and on budget.

Physical Qualifications

The work is primarily sedentary, but involves some standing. The tasks include seated work, some light carrying, manual dexterity, bending and lifting.

Minimum Job Qualifications

Bachelor’s degree or equivalent in related field or five (5) years’ experience in, or knowledge of, property and casualty insurance and Oregon’s public education system (school districts, education service districts, and community colleges.) Knowledge of and experience dealing with key issues in the field of business and public education including: risk management, employment law, child abuse prevention, and other liability issues.

Minimum of five (5) years’ experience supervising staff; including selecting, orienting, training, assigning, scheduling, coaching, counseling, and disciplining employees; communicating job expectations; planning, monitoring, appraising job contributions; recommending compensation actions; adhering to policies and procedures.

Previous experience with implementing a property/casualty insurance program desirable.

Proficiency in the use of the English language, including vocabulary, spelling, grammar, punctuation, syntax and reference skills; including the ability to write in a concise, logical and grammatically correct manner.

Ability to work under tight time frames while managing competing demands and priorities and adapt to frequent changes in workload and priorities.

Willingness to travel throughout the state and accommodate the evening and weekend schedules inherent in providing services to clients.

Salary Range:

Commensurate with experience and background, ranging from $90,000-$110,000.
